This article discusses the criticality of preparing for a coordinated response to emergencies. The article presents the Henderson, Nevada, Department of Utility Services's (DUS's) emergency response plan (ERP) as an example of a comprehensive coordinated response to emergencies that establishes common terminology and procedures for responding to a threat or disaster. The emergency planning process is discussed, along with training and exercises for senior management and mid‐level management. A functional exercise is discussed that included several city departments and activated the city's emergency operation center (EOC) as an exercise component.
