The main objective of the paper is to determine the impact of the COVID-19 pandemic on the level of energy poverty in Poland. In order to achieve such a goal, the first part of the article presents the definition of energy poverty and the nature of its measures, as well as the determinants and policies of the state addressing the issue of energy poverty mitigation. In the second part of the paper, the results of research into the level of energy poverty are analyzed and the variables affecting energy poverty in Poland during the pandemic are determined. It was established on the basis of these results that the present pandemic contributed to the aggravation of financial difficulties in Polish households with regard to financing expenditure on energy carriers. It was found that COVID-19 had a negative impact on the average disposable income of Polish households, which, with the increase in prices and expenditure on energy carriers, led to an increase in the proportion of disposable income spent on energy carriers. The most affected have been the poorest households. Moreover, the long downward trend in the level of energy poverty in Poland has reversed. Thus, it has been proved that COVID-19 has contributed to the intensification of energy poverty in Poland. The theoretical and empirical considerations contained in this paper may be a valuable source of scientific data on the impact of the pandemic on household energy poverty, while public institutions may find them a source of useful information, helping to create effective instruments to mitigate energy poverty in the Polish economy.

The Covid-19 pandemic has affected all areas of socio-economic life around the world. Its impact concerns not only the health system and the health of the population, but also the economy. Tourism is one of the sectors hardest hit by the restrictions imposed by governments in the wake of the pandemic. The pandemic has resulted in restrictions and limitations on movement and travel, covering both domestic and international tourism, which raises the question of have these restrictions imposed on tourist activities also caused an environmental impact? The aim of this article is to examine what impact the COVID-19 pandemic has had on the environmental issues within the tourism sector in the Central and Eastern European (CEE) region. The research task is to investigate whether this impact has changed in the pandemic era compared to previous years, and whether it has been positive or negative. The research method is multiple regression analysis. The results of the study indicated that the COVID-19 pandemic caused a decrease in greenhouse gas emissions from tourism in all CEE countries. Such decreases are both relative to 2019 and the estimated level of emissions that would be achieved if the countries surveyed achieved economic growth in 2020 consistent with the European Commission’s projections for that year. The scale of the impact varies from country to country, while the relationship between tourism development and pollution levels is positive.

The main aim of this article was to assess whether the level of competitiveness of accommodation facilities results from the level of safety and security provided to consumers of these services, measured by the number of security measures applied in them. The authors’ task was to examine the level of concentration of security measures in the accommodation facilities and to assess whether the quality of services measured by the star-rating system provided a higher level of safety and security for customers of the accommodation facilities, measured by the number of security measures applied in them. It was decided to examine whether the level of concentration of security measures at the accommodation facilities was treated by these entities as a factor of their competitiveness. Two locations in Central and Eastern Europe, one in Poland and one in Lithuania, were analyzed. The article calculated the frequency of these measures at the accommodation facilities by type of facility (according to the star-rating system) and type of security measure (as a weighted average) and their concentration using the Herfindahl–Hirscham Index. The results showed that the higher the quality of services provided (more stars), the higher the level of safety and security is ensured. It was also found that a higher level of security was not reflected in the prices of accommodation services.

The aim of the article is to assess changes in the perception of the state by students in the context of research concerning social capital. The paper studies whether the knowledge and the social competences gained during the three years of study are reflected in the perception of the state by young people. The paper uses the results of a survey analysis conducted at the universities in Poland and Lithuania. The theoretical part of the article presents chosen issues concerning social capital in relation to the state. The article presents conclusions regarding the assessment of changes in the perception of the state by young people in Poland and Lithuania in the context of democracy, social participation, trust and social norms. This research enables us to make a comparison of the results between the two countries and from two research periods and is an original contribution to the discussion about the role of the young generation in society. The results of the research indicate that the knowledge and the social competencies acquired during three years of study in most cases were not reflected in the change of perception of the state by Polish and Lithuanian young people.

The aim of the paper is to assess the level of Millennial travellers’ from Central and Eastern Europe safety estimated by the importance of the security measures implemented in tourism infrastructure (accommodation facilities and tourist attractions) as a way to provide a safer leisure environment. In addition, the paper examines whether tourists’ gender and economic stimulus in the form of reduced travel costs are among the factors which influence the evaluation of the significance of safety measures and the perception of risk. The objective is accomplished through a critical analysis of literature and the survey conducted by the authors among Millennials from Poland, Lithuania and Slovakia. The findings indicate that security measures improve the safety and quality of the tourist experience in respondents from the countries focused on in the survey; however, there are differences in the type of security measures accepted by tourists from individual countries. To have lower travel expenses, they are more willing to accept a lower level of safety during an outbound trip. The research has also revealed that the assessment of security measures varies depending on tourists’ gender.

: Energy and climate policies play an increasingly important role in the world in the era of climate change and rising energy prices. More often, the importance of the development of the energy sector and climate protection is seen from the point of view of the expenditures that will need to be absorbed in the economy, with the potential for increased energy prices. However, it should be remembered that this is also related to the issue of fuel poverty and the inability to meet basic energy needs by parts of society. The aim of the paper is to assess the importance of macroeconomic policy instruments in reducing fuel poverty, using Poland as an example. It will be examined whether and how the government influenced this phenomenon (directly or indirectly), through which instruments, and which instruments (fiscal, monetary or energy-climate policy) played the most important role in shaping the scale of fuel poverty in Poland, with an emphasis on the role of monetary and fiscal policy instruments. The analysis covered the period from 2004 to mid-2021. The results of the research showed that in Poland there is a lack of policy directly aimed at reducing fuel poverty, and the government affects the scale of fuel poverty indirectly mainly through macroeconomic policy instruments, i.e., fiscal and monetary policy instruments. The main and most effective instruments for reducing fuel poverty in Poland are social transfers. Other instruments that have a statistically significant impact on this poverty rate are the level of tax burdens and short-term interest rates. The analysis also revealed some opportunities for effective fuel poverty reduction policies. It was proven that in addition to fiscal policy, monetary policy, which would stimulate a decrease in short-term interest rates, is also an effective way to reduce the fuel poverty rate in Poland.

Abstract. Since the beginning of systemic and economic transformation in Poland in the 90s, there have been rapid institutional, restructuring and regulatory changes in the electricity sector. State monopoly has been replaced by a regulation for competition and the sub-sectors of manufacturing and trading have been subjected to liberalization processes. Due to the socio-economic importance of electricity, regulatory changes made in the electricity sector may be a stimulant or destimulant for Polish economic development. Th e article is an attempt at an assessment of the changes that have taken place in the electricity sector and of the impact of it on Polish economic growth. Th e analysis showed that regulatory changes had a negative eff ect on the level of prices for industrial customers and the level of economic growth, and has been benefi cial from the point of view of investment and environmental protection.
