A racionalidade é uma característica inerente aos seres humanos. Diz-se que o homem tem uma ação racional quando há uma correspondência ótima entre fins e meios. No entanto, estudos indicam que a racionalidade não é pautada apenas pela maximização da satisfação e minimização dos custos. Tomadas de decisão também são fundamentadas em aspectos éticos e valores intrínsecos dos seres humanos. Nesse contexto, a presente pesquisa buscou mensurar a presença da racionalidade substantiva em instituições públicas de perícia criminal contábil-financeira, uma vez que há o entendimento popular de que esses profissionais atuariam apenas com base na racionalidade instrumental.
O objetivo deste trabalho é discutir a ciência contábil do ponto de vista da teoria Kuhniana. O estudo enquadra-se como ensaio teórico, em que se busca, com base em pesquisa bibliográfica, expor ideias e refletir sobre conceitos. Para tanto, apresenta-se ao leitor breve contexto histórico sobre o desenvolvimento do conhecimento contábil, mostrando as transformações pelas quais passou esse campo de estudo e a sua busca pelo amadurecimento enquanto ciência, seja normativa ou positiva. Também são analisadas as características do processo científico kuhniano, abordando-se as fases de formação de uma ciência e de seus paradigmas. Assim, propõe-se uma estrutura kuhniana para a ciência contábil, tendo como foco os séculos XX e XXI, com enquadramento da obra A Statement of Basic Accounting Theory (AAA, 1966) como marco inicial do (novo) período científico da contabilidade. Ainda, foram analisados aspectos relacionados às estruturas conceituais, apontando-se críticas ao framework vigente. Por fim, sustenta-se que a contabilidade vive um período de crise enquanto ciência, pois seu paradigma estaria em “xeque” ao não mais oferecer soluções às questões emergentes do campo, abrindo-se oportunidade para um novo paradigma contábil baseado em tecnologia. Como sugestão para pesquisas futuras, indica-se uma abordagem multidisciplinar na contabilidade com a introdução de técnicas de Big Data na produção do conhecimento contábil.
Purpose This study aims to understand how forensic accountants can analyse bank transactions suspected of being involved with money laundering crimes in Brazil through social network analysis (SNA). Design/methodology/approach The methodological approach taken in this study was exploratory. This study cleaned and debugged bank statements from criminal investigations in Brazil using computational algorithms. Then graphs were designed and matched with money laundering regulations. Findings The findings indicated that graph techniques contribute to a range of beneficial information to help identify typical banking transactions (pooling accounts, strawmen, smurfing) used to conceal or disguise the movement of illicit resources, enhancing visual aspects of financial analysis. Research limitations/implications Research found limitations in the data sets with reduced identification of originators and beneficiaries, considered low compared to other investigations in Brazil. Furthermore, to preserve restrict information and keep data confidential, data sets used in research were not made available. Practical implications Law enforcement agencies and financial intelligence units can apply graph-based technique cited in this research to strengthen anti-money laundering activities. The results, grounded in analytical approaches, may offer a source of data to regulators and academia for future research. Originality/value This study created data sets using real-life bank statements from two investigations of competence by the Brazilian Federal Justice, including real-data perspectives in academic research. This study uses SNA, which is a popular approach in several areas of knowledge.
A deflagração de grandes operações de combate à corrupção pela Polícia Federal é resultado do fortalecimento no país da web of accountability institutions, rede de entidades que atuam na supervisão, investigação e punição de atos relacionados a condutas administrativas. Este artigo analisa o perfil de servidor público que atua no combate a crimes financeiros, indicando possíveis gaps entre habilidades desejadas e encontradas nesses profissionais. Também é objeto de investigação a percepção desses profissionais quanto à comparação entre contabilidade forense e perícia criminal. Para tanto, foi realizada uma pesquisa de campo por meio da aplicação de questionário estruturado no âmbito da Polícia Federal. O resultado apontou qualidades consideradas pelos policiais como relevantes para o combate a crimes financeiros e revelou que não há pleno alcance de algumas habilidades desejadas, principalmente no que se refere ao uso de ferramentas computacionais. Ademais, as evidências sugerem que há incerteza se a contabilidade forense e a perícia criminal são a mesma atividade. O avanço proporcionado pela pesquisa se revela no amadurecimento da discussão em torno do perfil profissional adequado para o enfrentamento dos crimes financeiros e na maior divulgação da contabilidade forense no Brasil.
