Natural catastrophes have resulted in massive losses for Indonesia. The government lacks the capacity to pay all damages caused by the disasters. The purpose of this research is to map the literature on catastrophe risk finance and insurance, particularly in terms of financial instruments that can be deployed. The scoping review approach was used in this study to locate and map relevant material. The findings of this study revealed that there are still significant research gaps on the issue of catastrophe risk finance and insurance, beginning with the research aim, financial instruments mentioned, and research methodologies and procedures applied. This study is planned to serve as the foundation for future research on the subject of catastrophe insurance in developing nations.
Tujuan dari penelitian ini adalah untuk mengevaluasi peran masyarakat dalam pengawasan Dana Desa di Desa Jeungjing Kecamatan Cisoka Kabupaten Tangerang. Jumlah dana yang dianggarkan bagi Dana Desa dalam APBN 2017 mencapai Rp60 triliun, meningkat hampir 300% dibandingkan anggaran Dana Desa tahun 2015. Namun hasil pantauan ICW terhadap kasus korupsi desa selama tahun 2015-2017 menunjukkan tren peningkatan setiap tahunnya. Desa Jeungjing merupakan salah satu desa tertinggal di Kabupaten Tangerang yang mengalami kasus keterlambatan penyampaian laporan pertanggungjawaban Dana Desa Tahap 1 Tahun 2017. Permasalahan dalam pengawasan masyarakat di Desa Jeungjing dianalisis menggunakan teori akuntabilitas yang memandang suatu mekanisme akuntabilitas sebagai interaksi antara aktor yang bertanggung jawab dan forum yang bertanggung jawab. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus terhadap multiple unit analysis meliputi masyarakat desa, perangkat desa dan lembaga pengawas. Hasil penelitian menunjukkan bahwa pengawasan masyarakat Desa Jeungjing terhadap Dana Desa masih belum optimal disebabkan oleh karena tingkat pemahaman dan kepedulian masyarakat yang masih rendah serta akses informasi yang belum memadai. Sebagai konsekuensinya, diskusi yang terjadi antara dua pihak (aktor akuntabel dan forum akuntabel) serta konsekuensi yang muncul menjadi minimum adanya.
Tujuan penelitian ini untuk mengkaji perbedaan rata-rata jumlah peserta tender pekerjaan konstruksi bagi kualifikasi usaha kecil pada periode sebelum dan sesudah pemberlakuan Perpres 12 Tahun 2021. Untuk memastikan persaingan di pasar berjalan sesuai dengan tujuannya, pihak-pihak tertentu perlu melakukan intervensi dengan menetapkan aturan kompetisi. Peraturan Presiden 12 Tahun 2021 merupakan bentuk intervensi pemerintah untuk meningkatkan partisipasi usaha kecil dalam pengadaan pemerintah sebagaimana diamanatkan oleh Undang-Undang Cipta Kerja, yang bertujuan untuk memperluas kemudahan berusaha dan pemerataan ekonomi. Penelitian ini menggunakan data sekunder tender pekerjaan konstruksi di Kementerian Keuangan periode Januari 2019 – Oktober 2021. Makalah ini menggunakan uji statistik parametrik Independent Sample T-test. Hasil penelitian menunjukkan perbedaan yang signifikan rata-rata jumlah peserta sebelum dan sesudah pemberlakuan Perpres 12 Tahun 2021 dalam tender pekerjaan konstruksi untuk kualifikasi kecil. Bagi pemerintah, penelitian ini dapat menjadi gambaran awal dampak kebijakan Perpres 12 Tahun 2021 terhadap usaha kecil di Indonesia
West Papua has a relatively high risk of corruption during the implementation of its public procurement. It is critical to recognize that public procurement business processes are analyzed as an ecosystem with interactions between actors. This research aims to determine the need for a conducive ecosystem for public procurement (PBJP) in the West Papua province and propose recommendations for improving or increasing the credibility of public procurement. This research is qualitative because primary data are obtained through interviews and forum group discussions with selected participants. The results of the study show that the public procurement ecosystem consists of Budget User Authorities (KPA) or Contract Officers (PPK), Working Units for Public Procurement (UKPBJ), Vendors, Internal Control, and Regulators who are credible procurement actors as focal offers. Examining each actor's issues has led to the conclusion that to boost the credibility of public procurement goals. It is necessary to strengthen leadership commitment, improve the quality of human resources, and simplify laws. The research findings are expected to assist practitioners and policymakers in understanding why there is a lack of public procurement ecosystem in West Papua and propose the necessary corrective policies.
This study aims to determine the level of market concentration in construction work tenders in West Papua and to investigate the correlation between the market concentration index and the average participation in tenders, the number of work packages, and average tender savings. West Papua has privileges in procurement and has special autonomy funds for development. The study uses tender data from 2018-2022 and employs the Herfindahl-Hirschman Index (HHI) and Concentration Ratio 4 (CR4) to calculate market concentration. The results indicate that, based on HHI, the market concentration in the building construction and civil engineering subsectors is generally low, except for civil engineering in 2022. However, based on CR4, the market concentration in the building construction subsector is moderate, and in the civil engineering subsector, it is low, except for 2018. Moreover, there is a negative correlation between the number of packages and average participants, as well as between the number of packages and CR4 values. The findings of this study can be useful for construction providers to understand the competition in tenders and assist the government in developing competitive procurement strategies. Future research can investigate the economic benefits of local West Papua businesses when market concentration is low.
