Dans la première partie de ce travail, après avoir sommairement rappelé les techniques utilisées, les auteurs précisent un fait fondamental : la théorie de Debye primitive invoquait l'existence de dipôles liés à l'orientation de molécules ou de groupements d'atomes. Il convient désormais de faire intervenir un deuxième type de dipôle : les dipôles liés aux défauts du réseau cristallin. Ce point de vue résulte des travaux expérimentaux et théoriques de Breckenridge [7] sur les halogénures et de nos travaux sur les oxydes [14], [17], [19], [20], [22], [26]. Cela permet de montrer que l'absorption hertzienne constitue un nouveau et excellent moyen d'étude des défauts dans la structure des réseaux cristallins (parallèlement aux méthodes spectrales usuelles, aux techniques de conductibilité, de diffusion, etc.). On peut prévoir des applications pratiques de cette spectroscopie hertzienne des solides. Dans la deuxième partie , nous indiquerons les résultats préliminaires obtenus par spectroscopie hertzienne sur le problème de l'eau libre et de l'eau liée et sur le problème connexe de l'adsorption par les solides. Des articles ultérieurs traiteront de façon détaillée de l'étude hertzienne des solides présentant des défauts de réseau, complétant ainsi le présent Mémoire

Sommaire.-Dans la partie I de cette mise au point, nous avions souligné que la notion de « défaut de réseau » permettait d'envisager sous un jour nouveau l'interprétation de l'absorption Debye hertzienne des solides. Cette interprétation, indiscutable aujourd'hui pour les cristaux ioniques et les semiconducteurs, peut-elle s'étendre aux cristaux moléculaires et à l'eau solide en particulier ? C'est ce qu'examine la présente mise au point qui essaie de rassembler les résultats expérimentaux de divers auteurs relatifs à l'absorption hertzienne de l'eau sous diverses formes : eau libre, eau liée dans le réseau cristallin, eau liée par adsorption sur les solides. Le problème examiné ici présente non seulement un intérêt théorique mais également une importance pratique : ciments, argiles, humidité des matériaux, eau en biologie végétale et animale, etc. Le présent exposé est complété par une autre publication [32]. Nous nous proposons de rassembler ici les principales données, acquises par de nombreux chercheurs, relatives à l'absorption hertzienne de l'eau libre et de l'eau liée.
