Currently, the Covid-19 pandemic is attacking various countries in the world. The tourism sector is one of the most affected by the COVID-19 pandemic. Gianyar Regency, Bali is one of the areas that has also experienced a slump in the tourism sector. The purpose of this research is to see how resilience was carried out by the Gianyar Regency Government in realizing sustainability in the midst of the Covid-19 pandemic. This research is using qualitative descriptive method to obtain a describe the efforts of the Gianyar Regency Government in adjusting the tourism sector for sustainable tourism. Research data directly from field studies and literature studies. The results of this study illustrate that the resilience of the Gianyar Regency Government in realizing sustainable tourism in the midst of a pandemic begins with overcoming problems arising by limiting the movement of tourists, controlling by adapting to the new normal, returning through slowly reopening tourism with strict prokes certification, outreach by reaching back to tourism targets. In its implementation, the resilience of the Gianyar Regency Government has a correlation with the concept of sustainable tourism as seen from the triple bottom lines aspect; Socio-cultural resilience and tourism through Gianyar socio-cultural culture, Ecological-environmental resilience and tourism through CHSE certification and economic- fiscal resilience and tourism with economic development. The resilience that is built should be able to maintain tourism activities in the long term and sustainable through the realization of the concept of sustainable tourism.
Pembangunan pariwisata menjadi bagian penting yang tidak bisa dipisahkan sebagai bentuk kebijakan di Bali. Hal ini disebabkan Bali menjadi destinasi utama pariwisata di level nasional dan menjadi tujuan wisatawan mancanegara. Salah satu Kabupaten di Bali yang berupaya meningkatkan pembangunan di sektor pariwisata adalah Kabupaten Gianyar. Potensi wisata yang dimiliki kabupaten Gianyar mampu bersaing dengan daerah lain di Bali. Salah satu bentuk kebijakan yang dilakukan yaitu pembangunan Kebun Raya Tematik di Desa kerta, Kecamatan Payangan, Gianyar. kebijakan tersebut bertujuan untuk mempertahankan dan menjaga lingkungan serta sebagai bentuk konservasi alam. Selain itu, pembangunan kebun Raya Tematik mampu memberdayakan masyarakat desa Kerta dan membangun tata kelola pemerintahan yang baik. Collaborative governance menjadi sesuatu yang menarik untuk dianalisis dalam kebijakan pembangunan Kebun Raya tematik tersebut, karena melibatkan berbagai organisasi pemerintah daerah, masyarakat desa Kerta, Swasta dan lainnya. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif melalui penentuan informasn secara purposive dan snowball sampling. Hasil dari penelitian ini adalah dimana pengelolaan Kebun Raya Tematik Gianyar masih hanya mengandalkan pemerintah saja, kontribusi dari pihak swasta masih minimal. Selain itu belum terdapat aturan yang jelas dari pihak desa adat sehingga masyarakat belum mempunyai peran yang jelas dalam pengelolaan Kebun
Traditional villages are original autonomous villages that control the self-government wheels within that are still alive and their position is recognized in the government system of the Indonesian Republic. The Covid-19 pandemic that is currently happening is causing an economic slowdown and a decline in public health. Bali Regional Government issued a policy in Bali Governor Regulation Number 15 of 2020 regarding the Policy for the Acceleration of Handling Covid-19 in the Province of Bali by reallocating a Traditional Village Fund of Rp. 300,000,000.00 for the response to Covid-19 by involving the soldiers and manners of the Traditional Village. The effectiveness of the Traditional Village Fund management is based on local wisdom, where the principles of Tri Hita Karana (Parahyangan, Pawongan, and Palemahan) as a philosophical foundation that are held in carrying out every activity, program, and policy are the focus of this research. This research uses a qualitative research method. Data were taken directly from field studies and literature studies. The implementation of Tri Hita Karana provides a new color in financial management in Indonesia. Technical implementation, reporting, prosecution of alleged fraud, and consultative accountability manner and rich in local wisdom values upheld by Bendesa, Prajuru Desa Adat, and Krama Desa positively impact influencing the community mindset and behavior in complying with existing regulations or policies set. However, it cannot be denied that there are still contradictions between Bali’s traditional village governance in generating accountable and transparent management of funds.
The rapid development of tourism in Badung Regency has caused it provision of tourism accommodation has increased particularly in villa accommodation. However, there are villas that are already operating but do not have business legality, therefore it is necessary to carry out strict supervision to prevent violations. The purpose of this study was to determine the performance of the Tourism Office in Supervising of Villa Tourism Accommodation in Badung Regency. The theory used is Mahsun's Theory of Performance which includes Input, Process, Output, Outcome, Benefit, and Impact. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews and documentation study. The results showed that the Performance of the Tourism Office in Supervision of Villa Tourism Accommodation has been running well but has not been optimal because there are still obstacles, namely limited human resources, narrow monitoring targets and the absence of strict sanctions given.
The tourism industry is the driving force behind the province of Bali's economic growth. Tourism development, on the other hand, is still concentrated in southern Bali. This leads to economic inequity in Bali's province. Sulangai Village is one of the villages in Badung Regency, Bali Province, that has begun to build its economy by using ecotourism as a means of improving its people's economic situation. However, many people in Sulangai Village continue to rely only on agriculture as a source of income due to the village's limited tourism opportunities. Village development must also be backed up with a reliable source of village income. To be able to create the economy from the smallest level, namely the family, various strata of the village community must be empowered. This will be attempted to be implemented in the form of community-based science and technology service activities. The village administration of Sulangai plays an essential role since, as a result of local autonomy, the village is no longer the aim of development but the development itself. As a result, the activity's goal is to stress community empowerment by teaching the concept of a creative economy based on environmental sustainability. This activity plan will also include plans for the creation of Village-Owned Enterprises and cooperatives as a way for locals to put their empowerment into action and become a driving force in Sulangai Village's economy. Then, in order for this action to have a substantial influence, it is required to examine the Village Medium-Term Development Plan (RPJMDes) and have it implemented in the following year's village revenue and spending budget.
