Purpose Facilities management (FM) has become a revolutionary profession, which adds value to the built environment. Compared to other industries, the development of the FM industry is at a preliminary stage owing to poor adaptation of digitalisation. Although FM procurement process has improved over time, it is still complex, inefficient and challenging with the lack of digital innovations. Blockchain technology has emerged as a revolutionary digital technology under “Procurement 4.0”. The purpose of this paper is to develop a framework that enables the effective use of blockchain technology for FM procurement process. Design/methodology/approach Data collection using interviews was performed in two stages adopting a mono method qualitative methodological choice using case studies and survey strategies. Template analysis and content analysis techniques were used to analyse the collected data. Findings Through the findings, main steps in the current FM process were identified. It was revealed, manual procurement has issues related to, efficiency, data security, communication and transparency. Similarly, e-procurement systems also have issues related to data security, poor integration and transparency. FM industry has identified the requirement of transforming into an advanced digitalised technology-based procurement system. This study revealed, blockchain features to overcome these issues and the application of blockchain technology in different steps of the procurement process through the developed framework. Originality/value The developed framework offers a solution for the future technological transformation of FM procurement using blockchain technology.
Project-based industries face major challenges in controlling project cost and completing within the budget. This is a critical issue as it often connects to the main objectives of any project. However, accurate estimation at the beginning of the project is difficult. Scholars argue that project complexity is a major contributor to cost estimation inaccuracies. Therefore, recognising the priorities of acknowledging complexity dimensions in cost estimation across similar industries is beneficial in identifying effective practices to reduce cost implications. Hence, the purpose of this paper is to identify the level of importance given to different complexity dimensions in cost estimation and to recognise best practices to improve cost estimation accuracy. Design/Methodology/Approach: An online questionnaire survey was conducted among professionals including estimators, project managers, and quantity surveyors to rank the identified complexity dimensions based on their impacts in cost estimation accuracy. Besides, in-depth interviews were conducted among experts and practitioners from different industries, in order to extract effective practices to improve the cost estimation process of complex projects. Findings: Study results show that risk, project and product size, and time frame are the high-impact complexity dimensions on cost estimation, which need more attention in reducing unforeseen cost implications. Moreover, study suggests that, implementing a knowledge sharing system will be beneficial to acquire reliable and adequate information for cost estimation. Further, appropriate staffing, network enhancement, risk management, and circumspect estimation are some of the suggestions to improve cost estimation of complex projects. Originality/Value: The study finally provides suggestions to improve cost estimation in complex projects. Further, the results are expected to be beneficial to learn lessons from different industries and to exchange best practices.
Purpose The total essence of apparel manufacturing buildings (AMBs) is highly influenced by fire incidents which are caused direct or indirect impacts to the present building structure or even in old age. Hence, the purpose of this paper is to evaluate the fire risk of AMBs in Sri Lanka. Design/methodology/approach A literature review was conducted to explore the local and international fire incidents in AMBs and identify 24 factors that contribute to fire risk of AMBs. A questionnaire survey with professionals who have the knowledge and experience related to past fire incidents and 18 interviews with professionals of fire safety management were carried out. Content analysis was involved to evaluate interviewees’ opinions and relative importance index was involved to rank identified factors that contribute to the fire risk of AMBs. Findings The results revealed that due to the business nature of AMBs hold a high risk for fire incidents. The study discovered 83.4% of high fire risk prevailing in AMBs in Sri Lanka. Faulty wiring, welding work with electrical sparks and accumulation of waste fabric, paper and other garbage recognized as the top three factors that contribute to the fire risk of AMBs in Sri Lanka. Finally, the strategies proposed to eliminate identified all 41 factors that contribute to the fire risk of AMBs in Sri Lanka. Originality/value The paper helps to guide facility owners regarding the fire safety of AMBs in Sri Lanka.
Purpose: In this present globalised era, outsourcing has become a very popular and much sought after procurement strategy for Facilities Management (FM). Generally, a sustainable procurement system should be capable enough to deliver the services free of disruptions. However, outsourcing can bring about changes in working patterns, organisational culture and management styles which can possibly disrupt the activities of an organisation. In order to avoid such disruptions, organisations need to adopt a measured approach towards this change. Accordingly, this research aims to investigate the importance of change management to enable sustainable outsourcing of FM services. Design/Methodology/Approach: Within commercial building context, the questions of 'why change is not managed during outsourcing of FM services' and 'how can it be managed' are investigated through case studies. Findings: Organisations encountered various disagreements due to inadequate management of change during outsourcing. If the changes emanating from outsourcing are not managed satisfactorily, it would result in possible disruptions. However, to make changes happen successfully is one of the most challenging tasks faced by the leadership and corporate management of the organisations. Value: In order to facilitate the practitioners in the industry, this paper finally offers a framework for change management during outsourcing based on the findings.
