The Covid-19 disease that the World Health Organization (WHO) stated as a pandemic on March 11, 2020 impacts negatively on the tourism industry. It causes the foreign exchange earnings from the tourism sector to decline, and it is the duty of the Ministry of Tourism and Creative Economy to resolve this problem . The implementation of physical distancing as a solution to minimize the spread of the Covid-19 disease has changed society to do more activities online which speeds up the development of digital culture. The researchers examine the structure of relationships between social entities on Twitter regarding the planning of reopening Indonesian tourism. The data collection is conducted from 19 to 23 June 2020, in the transition era. The subject is the official Twitter account of The Ministry of Tourism and Creative Economy, @kamenparekraf. The netnography method was applied to understand social relations in social networks and analyze the structure and patterns of the relations between community members called actors (nodes) and the relations between members called ties. The results showed that the network formed 5 large clusters that were the clusters of @kamenparekraf, @jokowi, @susipudjiastuti, @wishnutama, and @zenicman. The high level of communication intensity on the planning of reopening tourism during the Covid-19 pandemic indicated that the communication network used Twitter as the favorite social media and formed a digital culture in content using #SobatParekraf so that every actor involved indirectly made social relations and became a member of the Twitter social media community. Indonesia seems to not be out of the crisis caused by natural and non-natural disasters, this indicates the need for a crisis communication strategy in the face of disaster. March 2020 Indonesia to become one of the positive countries Covid-19, requires a strategic approach and communication plan tailored to the characteristics of Indonesian society. This research uses the theory of communication networks to illustrate crisis communication and analyze communication actors during the Covid-19 disaster in Indonesia. This study was conducted in the period 13-17 April 2020, where Indonesia is still experiencing a Covid-19 pandemic crisis. The results of this study showed the existence of @BNPB_Indonesia account as the Indonesian Disaster Management Agency was very severe in campaigning #BersatuLawanCovid19 during the Covid-19 disaster crisis as an invitation to involve the community in the face of a Covid-19 disaster. The concept of network analysis during the Covid-19 crisis was illustrated by digital mapping #BersatuLawanCovid19 in the Twitter platform of the @BNPB_Indonesia account observed 716 nodes (actors) and 670 Edge (line/relationship), in addition to BNPB there are actors from the government as eigenvector which has a very high influence in the network (@kemenkesri, @jokowi, @fadlizon, @infomitigasi, @ramlirizal, @divhumas_polri) Actor is referred to as a virtual social group interconnected in computer-mediated communication. Communication channels through the Twitter platform can be used as a network of communication in the dissemination of information during the Covid-19 crisis.
Penelitian ini bertujuan untuk mengetahui jaringan komunikasi fenomena #Whatsappdown yang viral dan dijadikan bahan perbincangan publik di Twitter, tingginya mobilisasi pengguna media sosial mengakibatkan masalah pada aplikasi WhatsApp yang sempat turun menjadi trending di media sosial lainnya. platform, Twitter. Penelitian ini menggunakan teori Computer-Mediated Communication (CMC). Menurut AF Wood dan MJ Smith, CMC adalah segala bentuk komunikasi antara individu, individu, yang terhubung satu sama lain melalui komputer dalam jaringan internet, dan model Social Network Analysis (SNA) digunakan untuk melihat pola jaringan tersebut. untuk diteliti sehingga peneliti dapat diketahui siapa saja aktor kelas yang berpengaruh dalam jaringan komunikasi dari penelitian ini. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan paradigma positivistik. Hasil dari penelitian ini menunjukkan bahwa Kelas Modularitas #WhatsAppDown terbagi menjadi 5 kelas, dimana setiap kelas memiliki aktor penting yang menjadi pusat informasi. 5 aktor yang memiliki peran penting yaitu, @megasair, @whatsapp, @actuxiaomi, @akinyivivien, @annemariayritys. Akun @megasair sebagai aktor yang paling aktif menyebarkan informasi ini dan akun @anneamariayritys yang berperan sebagai penghubung yang menghubungkan satu aktor dengan aktor lainnya yang belum pernah terhubung sebelumnya. Jika aktor tersebut tidak ada, maka proses komunikasi dengan aktor lain akan terputus sehingga informasi tidak dapat dipublikasikan secara luas.
Penelitian ini bertujuan untuk mengetahui retorika pada pemberitaan kebijakan politik “Polisi Virtual” yang dibentuk untuk mengawasi media sosial dan mencegah perbuatan tindak pidana Undang-undang Informasi dan Transaksi Elektronik (UU ITE). Penggunaan Teori Retorika menurut Aristoteles menekankan pada tujuan persuasi khalayak dengan mempertimbangkan tiga bukti retorika: logika (logos), emosi (pathos), dan etika (ethos). Retorika pada sentimen pro dan kontra pada pemberitaan polisi virtual di CNNIndonesia.com menggunakan Discourse Network Analysis (DNA) dan visualisasi jaringan menggunakan perangkat lunak Visone. Hasil penelitian pemberitaan kebijakan polisi virtual sejak tanggal 25 Februari hingga tanggal 20 April 2021, terdapat 14 berita dengan 93 pernyataan retorika 13 aktor politik. Ditemukan kategori Hukum, Informasi dan Kebijakan, dengan pernyataan retorika positif 61% dan 39% pernyataan retorika negatif. Konsep retorika pada argumen kebijakan politik “Polisi Virtual” mengkritisi kebijakan politik “Polisi Virtual” harus dikaji dan dievaluasi lebih lanjut. Kesimpulan pada kebijakan politik “Polisi Virtual” menjadikan pengguna media sosial/masyarakat agar lebih bijaksana dalam memahami pemberitaan media dan juga dalam beropini terkait isu kebijakan politik dan bagi pemerintah pembuat kebijakan agar lebih komprehensif dalam membuat suatu kebijakan, sehingga dapat lebih baik dalam pemberdayaan masyarakat terhadap sosial media.
Isu viral “Transisi PSBB” DKI Jakarta dengan pelopor informasi utama Anies Baswedan sebagai pembuat kebijakan terkait Covid-19 cukup membuat pengguna media sosial Twitter antusias berkomentar dan membuat jaringan kampanye komunikasi berupa pro dan kontra. Penelitian ini bertujuan untuk mengetahui Nilai Eigenvector Centrality pada jaringan kampanye informasi “Transisi PSBB” Jakarta. Teori penggunaan Computer Mediated Communication (CMC) yang dijelaskan oleh A.F Wood dan M.J Smith adalah segala bentuk komunikasi antara individu, individu, dan kelompok yang berinteraksi melalui komputer di Internet dalam kampanye komunikasi “Transisi PSBB” Jakarta. Model Analisis Jaringan Sosial menyediakan alat statistik, tidak hanya untuk memeriksa data tentang karakteristik hubungan atribut setiap peserta tetapi juga untuk fokus pada menjelaskan pola hubungan antara peserta dan menganalisis pola struktural menggunakan aplikasi GEPHI. Metode dalam penelitian ini adalah kuantitatif, dengan paradigma positivis. Populasinya adalah pengguna Twitter aktif, dengan jumlah sampel sebanyak 1000 orang yang telah di-recall oleh Netlytic. Hasil penelitian ini ditemukan adanya eigenvector centrality pada akun @aniesbaswedan dan terdapat nilai 1.0. Fokus SNA adalah untuk mengetahui node yang terlibat yaitu akun @aniesbaswedan dan @psi_id, serta relasi yang terjadi melalui kaca tombol “Transisi PSBB”, sehingga distribusi dapat terhubung kuat dua arah. Dengan cara ini, akun @aniesbaswedan memiliki koneksi paling banyak, dan diameter celah antara setiap node dalam jaringan "transisi PSBB" adalah 10.
