The growth in international research on public service motivation (PSM) raises a number of important questions about the degree to which the theory and research developed in one country can contribute to our understanding of PSM in other counties. To help address this issue, this study revisits the conceptual and operational definitions of PSM to address weaknesses previously noted in the literature. Although some important steps have been taken to both improve and internationalize the PSM scale, this work has been done incrementally. In contrast, this study takes a more systematic and comprehensive approach by combining the efforts of international PSM scholars to develop and then test a revised measurement instrument for PSM in 12 countries. Although the resulting four dimensional 16-item measure of PSM reported here provides a better theoretical and empirical foundation for the measurement of PSM, our results suggest that the exact meaning and scaling of PSM dimensions are likely to differ across cultures and languages. These results raise serious concerns regarding the ability to develop a single universal scale of PSM, or making direct comparisons of PSM across countries.Its earlier versions were delivered at the Annual Conference
This article contributes in three ways to our understanding of public service motivation (PSM) and its effects. In the first place, it applies an abridged version of Perry's measurement scale in the Dutch public sector. Although the results of the analysis show that PSM is a valid concept in this context, doubts arise as to whether one should use the same four dimensions as in the USA. Second, the analysis shows that — contrary to expectations — PSM is of equal importance in the segments of the Dutch public sector that were investigated. Third, the effect of PSM on three performance-related behavioural outcome variables (commitment, willingness to exert effort and perceived job performance) is analysed. In addition to PSM, a measurement of PSM fit is included. The hypothesis that PSM fit mediates the relationship between PSM and the outcome variables is rejected. In practice, it appears that both PSM and PSM fit have independent effects on these outcome variables. Points for practitioners Public organizations have to attract people who are motivated to work for the sector. In the Netherlands, the Ministry of the Interior is running a recruitment campaign to achieve this. This article shows the value of this strategy as workers with such a motivation (`public service motivation' or PSM) are more committed to the organization, more willing to exert effort and have a higher perception of their performance. Probably this will reflect in better public service delivery. However, the article also shows that recruiting PSM-oriented workers is not enough. It is also important that workers will be able to really `use' their PSM in their work. If not, they will become frustrated, which in the end will have adverse effects for the quality of public service delivery.
This article examines the validity of the assumption that employees' perceptions of those people management activities of their supervisor that impact on employees' abilities, motivation and opportunities to perform influence employee extra‐role behaviour. The results of a longitudinal survey with data from 3,368 employees provide support for this assumption. This study's distinctive features – the concept of people management that involves the management of HR implementation, the longitudinal research design, and the use of the AMO framework for specifying the linkages between HRM and performance – make it possible to address the core questions in the HRM‐performance debate that still remain unanswered according to Guest.
The first part of this chapter discusses the Job Demands-Resources (JD-R) model in general terms. We address several variations of the model, including the JD-R model of burnout and the revised JD-R model. Moreover, we discuss several extensions of the model (engagement, performance and personal characteristics). The evidence for these models is presented and discussed. The second part of the chapter focuses on the application of the model in the context of educator stress. Based on a literature search and the JD-R framework, we provide an overview of the most important findings on the task-specific, organizational and personal antecedents and consequences of educator stress. We conclude that in spite of its considerable promise as a heuristic tool in research on educator stress, as yet the potential of the JD-R model has not fully been exploited.
