Currently, Turkish population has been ageing and the number of the elderly people who are placing into nursing homes has been increasing. Due to urbanization, women's increased participation in labour force and ideational change from collectivism to individualism, the nursing home, as one of the bureaucratic organizations taking over the previous functions of the family, has been emerged as a facet of population ageing. However, the issue on how and by whom the elderly care is performed is standing upon an ambiguous base in Turkey, where filial piety as a cultural norm has still been of great importance while modern lifestyles may restrain families from providing caregiving for their elderly members. Hence the issue concerned in this study can be approached from two distinct theoretical frameworks. Nursing homes in Turkey can be conceptualized as a remedy for the changing intergenerational relationships, as well as a total institution which reflects the very idea of institutional settings receiving negative public attitude.
Today there is a continuing increase in both absolute and relative numbers of old people in the Turkish population. Paradoxically, this category of people is devalued and portrayed through deficiency and insufficiency in modern capitalist society. It is critical to emphasize that old age groups have some agency that helps to transform society. Certainly, one of the most important kinds of agency they have is a political one, depending on parameters such as gender, level of educational attainment, residential area, and health status. The research included a field study drawing upon the quantitative data gathered through structured interviews conducted with a sample of 416 people aged 65 and above, and the qualitative data gathered through in-depth interviews conducted with 16 people chosen from the same research population. Drawing upon Giddens' Structuration Theory, this article revealed that although majority of old people are not highly engaged to politics, heterogeneity among old people should be taken into consideration while examining the forms and the levels of political agency. Particularly old people who are living at the urban center, having a higher degree of educational attainment, and being healthier and male are much more likely to have a higher political agency.
The family in reflexive modern societies has undergone huge changes in terms of its structure, functions and interactions. Therefore, fertility displays a rapid and irreversible downward trend at the global scale. Besides, recent decades are marked by a transition from an altruistic ideational system, in which familism-the tendency in which demands and interests of the community are given high priority-is emphasized, to an individualistic ideational system, in which self-realization is prioritized. In this context, the Second Demographic Transition Theory argues that any analysis towards populations with below replacement level fertility requires to consider the micro level dynamics such as individuals' changing preferences for family-formation and fertility behaviors, in addition to the macro level dynamics such as industrialization, urbanization and migration. The aim of this paper is firstly to stress that the motivations behind low level fertility from the aspects of new value orientations such as the transition from familism to individualism, which is generally under-explored in the literature, should be approached; and secondly to provide a holistic theoretical perspective in which macro and micro explanations are sought together to suggest solutions regarding the problem in question.
After the discovery of "population" in modern society, domination over the body has been enacted by a set of interventions which are called regulatory control, or bio-politics by Michel Foucault. From the eighteenth century onwards, bio-politics has involved any kind of intervention which acts as means for forming the population according to the wills of those with power. This has led to an era of bio-politics in which fertility in particular has become regulated in accordance with political economy. Hence the body, especially the female body, has been reduced to an economic object by detaching her identity, personal aspirations and desires. In turn, sexuality becomes a subject of economic interventions through pronatalist and/or antinatalist politics. In either way, those interventions should be methodologically regarded as instruments of bio-politics. This paper specifically focuses on pronatalist and antinatalist politics as bio-political instruments in the well-known Romanian case and the Chinese case by drawing upon the Foucauldian perspective of bio-politics.
