Con la implementación de la Ley de Víctimas en el año 2011 se pretendía la construcción de una paz estable y duradera, a través del reconocimiento y la definición de dinámicas sociales, económicas, políticas e institucionales que permitieran el goce efectivo de derechos como la verdad, la justicia y la reparación con garantías de no repetición. Con este panorama, el objetivo que se planteó en este estudio fue realizar un análisis crítico del discurso de la Ley de Víctimas, basado en el Modelo Multidimensional de Paz. El estudio está enmarcado en una metodología cualitativa, por medio del método Hermenéutico; el análisis se desarrolló a través de la Teoría Fundamentada a partir de codificación abierta, axial y selectiva con el software NVivo12; donde se definieron siete ejes de indagación, correspondientes a las dimensiones: biopsicosocial, socioeconómica, sociopolítica, sociojurídica, sociocultural, socioambiental y seguridad. Dentro de los resultados más relevantes se encontró que el Estado propende una mejora para las víctimas, pero este no asume su responsabilidad frente a lo sucedido. Con relación al presupuesto designado para el cumplimento de esta Ley, se observa que ha variado de forma significativa en el tiempo con una implementación deficiente. Los resultados demuestran que las dimensiones del Modelo son abordadas tangencialmente, mas no de forma horizontal (algunas de ellas representan una mayor extensión en comparación con otras). Se concluye que la Ley de Víctimas se ha consolidado bajo una estructura de Paz Negativa.
