RESUMO A partir das contribuições de teóricos institucionais, a proposta generalizada, iniciada com o trabalho de Celso Furtado, de que o expressivo crescimento da indústria de transformação brasileira na década de 1930 aconteceu sem intenção ou consciência da administração federal, pois derivou da política de defesa da exportação do café, é criticada. Por isso, depois de reconstruir o pensamento de Furtado sobre o assunto, argumentamos que naquela década havia evidências empíricas suficientes para mostrar a intenção e a administração em direção à industrialização, de modo que não possa ser considerado um mero “subproduto” das políticas monetária e cambial a defesa da economia cafeeira.
From 1860 to 1964, but particularly after 1930, Brazilian society changed from an agrarian to an industrial society and from an emphasis on the export sector to becoming focused primarily on the domestic market. During this period, there were significant changes in accounting that were largely imposed by the State. This note explores the main political, economic and social factors that influenced the development of accounting in Brazil during this period. In a legalist country such as Brazil the development of accounting cannot be effectively studied without considering how accounting affects, and is affected by, the political and social context. The note ends with a call for further accounting history studies about Brazil based on archives and primary sources.

Brazil : 25 years of catching-up, 25 years of falling behind. The present paper discusses the Brazilian industrial development under a neo-schumpeterian perspective in the period after 1955. The hypothesis is that, in the last 50 years, Brazil spent the first 25 years catching up and, next, the following 25 years falling behind. The 1955The -1980 period, by means of international funding, allowed catching up with the paradigm in maturation within the fourth technological revolution. However, in this period, it was determined the main debilitating elements for the country's entrance in the new techno-economical paradigm of the fifth technological revolution which emerged in the middle of the 70s. It is in the strategy to internationalize the economy, granting the mutinational companies the key-sectors of the national economy dynamics during the catching up period, the main element of dependence in the journey that conditions the current performance, responsible for technology subordination and keeps the Brazilian economy with low dynamism.Keywords: Brazilin industrialization; catching up strategies; technological change.JEL Classification: O14; O33; O54. A maior parte da literatura sobre o governo de João Goulart atribui as baixas taxas de crescimento e a elevação da inflação do período a razões estruturais, enquanto a política econômica normalmente é vista como errática e hesitante. Contrariando estas teses, procura-se aqui resgatar a importância da política econômica dentro da conjuntura, mostrando que a mesma possui uma racionalidade, a qual inclusive se manifesta na constante troca de ministros da área econômica. Para tanto, recorre-se ao modelo de credibilidade de Barro e ao conceito de legitimidade de Max Weber para reconstituir os impasses do governo e seus reflexos na condução da política econômica.
Most of the literature on the Goulart Administration relates the low growth rates and rise of inflation in the period to structural reasons, while the economic policy is usually viewed as erratic and hesitant. In opposition to these theses, we attempt to restore the importance of the economic policy inside the conjuncture, showing its rationality which is manifested in the constant changing of ministers in the economic area. In order to do so, we use Barro’s credibility model and Max Weber’s legitimacy concept to re-establish the predicaments of the Administration and their reflections on the guidance of the economic policy
Developmentalism and new-developmentalism. This paper starts from the conceptualism of New Developmentalism which was proposed by its formulators and their criticism of the "old" developmentalism in order to compare both. It is elaborate in both theoretical and historical levels. In the former, it explores the theoretical streams that contributed to the formulation of economic policies that designated the Latin American developmentalism. In the latter, it focuses on the economic policy of the Brazilian import-substitution industrialization and advocates the impropriety of associating it to the irresponsibility in the management of the foreign exchange, fiscal and monetary policies, as the proposers of New Developmentalism assert. Finally, in a third stage, it resumes the propositions of the New Developmentalism and debates the pertinence of some of its policy propositions based upon theoretical considerations and the Brazilian experience which were mentioned in the previous stages.Keywords: developmentalism; new developmentalism; Brazilian economy. O artigo retoma variáveis sobre o desempenho recente da economia brasileira com o propósito de enfocar a questão se, a partir dessa análise conjuntural, pode-se detectar que o país estaria resgatando, sob nova roupagem, uma matriz de políticas desenvolvimentistas. Para ensaiar resposta à questão, parte-se de uma análise sobre o desempenho recente da economia e da contextualização do referido debate para, por fim, elaborar um contraponto entre o governo Lula e os traços estruturais da experiência histórica da economia brasileira no período que ficou conhecido na literatura como "era do desenvolvimentismo", esta entendida como cinco décadas, a partir de 1930, de elevado crescimento e de modernização do país.
Goulart (1961-64) são usualmente considerados como exemplos típicos do populismo no Brasil. A maior parte da literatura considera as políticas econômicas neles implementadas como "hesitantes", "irracionais" ou "ambíguas". Entretanto, a análise das políticas econômicas dos dois governos permite que sejam detectadas certas regularidades, que podem ser compreendidas como o resultado de equilíbrio em um modelo de credibilidade. Observa-se que a condução das políticas econômicas parte de uma mesma estratégia de convencer os agentes privados quantoà prioridade no combateà inflação.À medida que o tempo avança, essa prioridade vai gradualmente sendo afrouxada, iniciando-se uma segunda fase, de randomização. Essa política oscilatória contribui para abalar a credibilidade dos governos e inaugura uma terceira fase em que, vendo a crise aprofundar-se, estes acabam por abandonar a opção pela estabilidade.The Vargas' second administration (1951-54) and Goulart's administration (1961-64) are considered typical examples of populism in Brazil. Because of the political problems both presidents had to face, the literature usually defines their economic policies as "hesitating", "irrational" or "ambiguous".
