The demographic factor of modernization, considered both as quantitative and qualitative aspects, is the basis of innovative growth in Russia. In the first decade of the XXI century there were positive developments in the main indicators of the natural reproduction of population fertility and mortality. The author substantiated the tasks that would improve the human potential of the Russians, and linked them to the urgent need to change the paradigm of social policy.
The article deals with the implementation and effectiveness of state youth policy in the context of preventing and combating extremism in modern Russia. Analyzing the situation in the Russian Federation, the author shows that a number of young people entering various organizations of extremist and terrorist nature continues to increase. The article stresses that presence of extremism in the Russian society is considered at the highest level of government as direct threat to the national security. The author considers the concepts of «extremism» and «youth extremism» pointing out the presence of obvious specificity. Particular attention is paid to the problem of increasing the efficiency of state youth policy as a tool in the fight against extremism, proving the thesis that the trend of young people being drawn into extremist activities is largely due to the ineffectiveness of this policy.
