Development of innovative activities in Russia's economy is determined by its character in regional socioeconomic systems, as a basis of national economy. Increased attention to regional management is caused by the fact that various problems and tasks of a certain area cannot be solved at another level. Basic problems of modern management include the development of innovative activities which ought to form favorable conditions for positive dynamics of innovational sphere that influences the competitiveness of the area and, consequently, of economic development. Orienting at the specifics of business activities, regional authorities, while taking into account the level of innovational activity of their area, should form effective tools for managing innovational processes. At present, management of innovational development of regional socioeconomic systems requires paying attention to peculiarities and factors of external and internal environment, according to economic, social, and political aspects of development of a territory and country on the whole. The authors offer the indicator "effectiveness of management of innovative activities in regional socioeconomic systems" and substantiate its content as a meaningful feature for managing innovative activities of an area, which is formed under the influence of endogenous and exogenous factors. Effectiveness of management of innovative activities in regional socioeconomic systems is determined by tandem usage of two values of "controllability of innovational process in region" and coefficient of effectiveness of management of innovative activities in regional socioeconomic systems.
Purpose At present, the development of information technologies changes the whole system of public functioning. Special attention is paid to the system of higher education, as it forms future highly qualified specialists, who will become the basis of digital economy. According to this, new remote technologies are implemented into the system of education each year, which are a basic prototype of smart technologies. The purpose of this paper is to determine the role of remote technologies in the development of the system of higher education and to form skills with the students. Design/methodology/approach Based on this, it is necessary to solve the following tasks: view the aspects, peculiarities and possibilities of remote education; distinguish the main tools of remote technologies in education; offer electronic final program as a remote method of evaluation of students’ knowledge. Findings In this study, the following methods are used: analysis, synthesis, logical method, abstraction and comparison. Scientific novelty consists in performing research in the sphere of significance and implementation of remote technologies in the system of higher education of the Russian Federation. Originality/value This research could be useful for public officers who form programs of development of higher education and for academic staff of higher educational establishments.
Purpose-The authors try to determine the institutional effect in development of regional innovational infrastructure on the basis of comparing the data on dynamics and geographical distribution of various types of the innovational infrastructure-technological parks, industrial parks, innovational territorial clusters, and small innovational companies for with higher educational establishments in the Russian regions. Design/methodology/ approach-The authors made an attempt on determining the institutional effects in development of regional innovational infrastructure on the basis of comparing data on dynamics and geographical distribution of various types of innovational infrastructure. Findings-The performed analysis allows concluding that institutional effects are present in the process of development of regional innovational infrastructure. Originality/value-We deem it expedient to use various methods of evaluation of the innovational infrastructure objects' effectiveness, as well as various approaches to regulating their functioning, which could be unified into an integrated mechanism of managing life cycle of innovational infrastructure institutes.
This article is based on the scientific literature about Russian innovative economy. It has the new conceptual content of innovative activity. The works of the native and foreign scientists are investigated and analysed in it and six main schools of sciences are presented there. The concepts of "innovations", "the innovative environment", "the innovative process", "the innovative activity" and their impact on the national innovative system are articulated there. In its turn this system has to create legislative and normative bases which interact with the system of the generation, the distribution, the introduction and the knowledge and results use and also with the innovative activity infrastructure, with the education, production and market spheres. Thus we confirm that the national innovative system has to lead the country to an innovative way as by dint of the national innovative system institutes the innovations have to be concentrated and directed where they are necessary. Also, the questions under consideration of these articles emphasize that the innovations are the main condition of the national economy economic growth of Russia. The question is carrying-out of priority innovative programs and projects, an increase of the scientific development use, manufacturing application of fundamental and applied researches results. It is important because of the innovative activity in Russia has increased under the influence of a great demand of scientific and technical products from the state and non-state sector of economy. Also it is important to accent that the innovative activity is of territorial natural though the regional innovative processes are inseparably linked with the solution of the national scientific and technological problems.
