O objetivo deste artigo é avaliar a qualidade do serviço de transporte rodoviário interestadual semiurbano de passageiros da Região do Distrito Federal e dos Municípios de seu entorno. Para isso é utilizado um Modelo Multicritério de Apoio à Decisão Construtivista (MCDA-C) construído em conjunto com especialistas do Programa de Pós-graduação em Transportes da Universidade de Brasília – UnB. O serviço de transporte interestadual semiurbano de passageiros do Distrito Federal e dos Municípios de seu entorno transporta diariamente milhares de usuários, desde suas moradias nas cidades do Estado de Goiás no entorno do Distrito Federal, até seus locais de trabalho e de estudo em Brasília, e nas Cidades Satélites. Esse serviço precisa ser prestado com qualidade, visto que deve considerar o nível de satisfação de todos os atores envolvidos. Os resultados mostram que os usuários não estão satisfeitos com a qualidade dos serviços prestados pelas empresas operadoras, além de indicar os pontos que precisam ser priorizados para que se melhore a qualidade do serviço semiurbano do Distrito Federal.
RESUMOO aumento das áreas impermeabilizadas e a consequente redução da vegetação nos bairros dos centros urbanos diminuem a qualidade ambiental. O trabalho teve por objetivo mapear e classificar um bairro em três tipos principais de espaços (espaços não edificados, espaços edificados e espaços de integração viária), visando inferir a qualidade ambiental. Os espaços edificados foram subdivididos quanto ao porte e número de pavimentos e presença ou não de vegetação adjacente. Os espaços não edificados foram classificados de acordo com a estrutura da vegetação (arbórea, arbustiva e herbácea), solo exposto e solo impermeabilizado.O recorte espacial utilizado foi o Bairro Alto na região nordeste de Curitiba-PR, que foi classificado e mapeado em ambiente SIG (ArcView 9.3.1), por meio da interpretação de imagens de satélite (Google Earth) com escala aproximada de 1:5.000. A legenda detalhada, bem como o mapa de cobertura da terra, permitiram a espacialização da qualidade ambiental no Bairro Alto que se apresentou relativamente boa, exceto na porção oeste onde a cobertura da terra condicionou uma baixa qualidade ambiental. ABSTRACT:Satellite altimetry is becoming a major tool for measuring water levels in rivers and lakes offering accuracies compatible with many hydrological applications, especially in uninhabited regions of difficult access. The Pantanal is considered the largest tropical wetland in the world and the sparsity of in situ gauging station make remote methods of water level measurements an attractive alternative. This article describes how satellites altimetry data from Envisat and Saral was used to determine water level in two small lakes in the Pantanal. By combining the water level with the water surface area extracted from satellite imagery, water volume fluctuations were also estimated for a few periods. The available algorithms (retrackers) that compute a range solution from the raw waveforms do not always produce reliable measurements in small lakes. This is because the return signal gets often "contaminated" by the surrounding land. To try to solve this, we created a "lake" retracker that rejects waveforms that cannot be attributed to "calm water" and convert them to altitude. Elevation data are stored in a database along with the water surface area to compute the volume fluctuations. Satellite water level time series were also produced and compared with the only nearby in situ gauging station. Although the "lake" retracker worked well with calm water, the presence of waves and other factors was such that the standard "ice1" retracker performed better on the overall. We estimate our water level accuracy to be around 75 cm. Although the return time of both satellites is only 35 days, the next few years promise to bring new altimetry satellite missions that will significantly increase this frequency.
RESUMOO serviço de transporte rodoviário interestadual semiurbano de passageiros entre o Distrito Federal e os Municípios do Entorno transporta diariamente milhares de usuá-rios. Para funcionar a contento, o nível de serviço oferecido pelo operador precisa trazer satisfação aos atores envolvidos: usuários e órgãos gestores e fiscalizadores. Assim, este trabalho teve como objetivo a construção de um modelo de avaliação da qualidade dos serviços prestados pelas empresas para classificá-las por nível de serviço. O trabalho foi desenvolvido basicamente em duas etapas: construção do modelo de avaliação com a utilização da Metodologia Multicritério de Apoio à Decisão -Construtivista (MCDA-C); e verificação da aplicabilidade do modelo. Para tanto, foi realizado um estudo de caso com a aplicação de formulários junto aos usuários. Os resultados mostraram-se consistentes e indicaram que a metodologia pode ser utilizada para classificar as empresas que operam o serviço de transporte interestadual semiurbano de passageiros do Distrito Federal e dos Municípios de seu entorno. ABSTRACTThe semi-urban interstate bus passenger service between the Federal District and the municipalities of their surroundings daily carries thousands of users. This service needs to be provided with quality, as should consider the satisfaction of all stakeholders. This work aimed to build a model of evaluation of the quality of services provided by companies to sort them by level of service. The work was mainly carried out in two stages: construction of the evaluation model with the use of Multi Criteria Methodology Decision Support -Constructivist (MCDA-C); and verify the applicability of the model, therefore we conducted a case study with the application forms with the users. The results were consistent and indicated that the methodology can be used to classify the companies operating the semi-urban interstate transportation of passenger service of the Federal District and its surrounding municipalities.
