A possibilidade de se publicar revista científica em meio eletrônico e em acesso livre, com apoio das tecnologias de informação e comunicação (TICs), tem acarretado mudanças substanciais no processo de comunicação científica. Um aspecto ainda pouco discutido nessa nova configuração, diz respeito aos modelos de gestão de periódicos, para os quais convergem questões, tanto de custos quanto de garantia de qualidade do conteúdo. Ambas as dimensões colocam em foco a sustentabilidade dos periódicos eletrônicos em acesso livre, que é o tema abordado no presente artigo. O ponto de partida retoma uma discussão sobre o nascimento e morte dos periódicos científicos brasileiros e como isso pode se reconfigurar à luz das modificações em curso no campo. Dos modelos clássicos de gestão, passa-se à descrição de um amplo portfólio de alternativas disponível atualmente, o que pede uma reflexão sobre a sustentabilidade dos mesmos. O artigo finaliza com apontamentos sobre a importância de colocar esse tema na agenda das políticas públicas de ciência e tecnologia e informação no Brasil e, mais especificamente, na agenda de prioridades de pesquisa em saúde pública.
Today, one of the main narratives in science is making access to research data universal, especially studies funded with public resources, a common motivation that underlies the open access to scientific information movement that began in the late 1990s. Without losing sight of the fact that the opening of research data in Brazil is part of a recent discussion, its implementation is necessary, not only because this has to do with offering open access to the outcomes of public funding, but also to meeting the commitment to do science under the inspiration of an open philosophy, supported by the infinite possibilities of information and communication technologies, which encourage collaborative, shared production among researchers, especially through the reuse of data. In December 2017, after the 8th Luso-Brazilian Open Access Conference, which was held at its premises in Rio de Janeiro, the Oswaldo Cruz Foundation (Fiocruz) gave another unequivocal demonstration of its commitment to Open Science when it presented the Open science and open data: Mapping and analysis of policies, infrastructures, and strategies from a national and international perspective (Santos, Henning e Almeida, 2017) report on an analysis of international initiatives on policies, governance, and open data infrastructures as a result of the research carried out by the Working Group on Open Science, which has ties to the office of the vice president for Education, Information and Communication, in partnership with the Center for the Integration of Data and Knowledge in Health (Cidacs). The Cidacs, which is based in Fiocruz Bahia, is part of one of the institutional strategies to subsidize the formulation and implementation of a policy that guides the opening of scientific data. It conducts research, develops new investigative methodologies, and promotes professional and scientific training based on interdisciplinary projects grounded on the integration of large databases (big data) to expand the understanding of the population's health issues and to provide evidence to support decision-making in public policies. This study systematizes the experience of eight countries-Germany, Australia, Brazil, Canada, the United States, the Netherlands, Portugal, and the United Kingdom-and the initiatives promoted by the European Commission through its Horizon 2020 Research and Innovation Program to open data to society, aiming at the advancement of an open, collaborative, and shared science that guarantees the integrity of research and is coordinated with the social and economic sustainability of the nations. Introdução: Sociedade da informação e sociedade do conhecimento tornaram-se termos do senso comum, perdendo-se a capacidade de problematizá-los ou reconhecer sua historicidade. Ações e políticas voltadas ao acesso aberto ao conhecimento e ao trabalho cooperativo em rede podem ajudar na recuperação do processo de construção teórica e prática de ambos os termos. Objetivo: Este trabalho tem como foco a reflexão sobre a formação de redes de cooperação entre países lusófonos, mediante a apresentação de estudo de caso que teve como objetos a informação e a formação de recursos humanos para a promoção da saúde, caracterizadas em experiências de trabalho em rede da Fiocruz, Universidade do Minho e instituições que se projetaram no movimento pelo acesso aberto ao conhecimento científico. Métodos: O método utilizado foi a pesquisa documental e bibliográfica, a fim de se identificarem redes de cooperação Sul-Sul, o registro da atuação da Fiocruz em redes para formação em saúde, a abordagem sobre as origens dos Recursos Educacionais Abertos, as experiências de Portugal e da Universidade do Minho na institucionalização do movimento pelo acesso aberto. Resultados: Ao tratar do trabalho cooperativo em rede, a pesquisa bibliográfica concentrou-se na obra de Manuel Castells. Na discussão argumentamos que o trabalho cooperativo deve ser considerado como modelo para o acesso aberto, tanto na sua dimensão política e estratégica, quanto na criação da infraestrutura técnica para sua operação, o que tem sido determinante para o êxito das redes objeto deste estudo. Conclusão: Constata-se novas perspectivas para uma antiga questão, o direito ao conhecimento, entendido como direito do cidadão ao acesso à educação, ao saber. Pode-se afirmar que esse é também um dos temas centrais para a construção das relações entre países, a cooperação internacional, e a defesa da democracia e da soberania nacional nas sociedades contemporâneas
Este artigo analisa questões do direito autoral relacionadas a dados de pesquisa subjacentes a artigos de revistas científicas. A análise é feita tendo como pano de fundo a abertura e o compartilhamento de dados de pesquisa, operação que também comporta práticas colaborativas em nível internacional. Tais práticas podem esbarrar em diversos tipos de proteção jurídica, de diferentes legislações nacionais, de cultura e interpretações distintas, que acabam gerando áreas de diferença que podem inibir o reúso de dados subjacentes. Desta forma, efetuamos um estudo do direito autoral como possível proteção de dados de pesquisa, sob a perspectiva da comunicação científica. Para tanto, foram realizadas pesquisas bibliográfica e documental. A bibliográfica incluiu livros e artigos nas áreas jurídica, biomédica e biológica, por meio de buscas no repositório PubMed Central da Biblioteca Nacional de Medicina do National Institutes of Health dos Estados Unidos e em outras bases bibliográficas que abrigam periódicos dessas áreas, como o Portal de Periódicos da Capes, Springer Link, entre outras. A pesquisa documental consistiu em consultas a leis sobre direitos autorais, direitos sui generis sobre bases de dados e proteção a dados pessoais da União Europeia; lei de direitos autorais dos Estados Unidos; leis brasileiras que regulam o direito autoral e a proteção a dados pessoais; e a Constituição brasileira. Conclui-se que o direito autoral, naturalizado e, ao mesmo tempo, pouco pesquisado como elemento formador da área científica, revela-se provavelmente inadequado para regular relações jurídicas no universo científico cuja matéria-prima é a produção de conhecimento.
