IntroduçãoTraçar um balanço das políticas públicas destinadas aos jovens no Brasil torna-se particularmente oportuno se levarmos em conta, na atual conjuntura, o novo período político inaugurado com a eleição de Luiz Inácio Lula da Silva para a presidência da Repú-blica, cuja posse se deu em janeiro de 2003. Além das expectativas de mudança que sua eleição condensou, é preciso voltar o olhar para o que foi feito e considerar que já existiam no governo anterior um conjunto de iniciativas que merecem ser avaliadas para se evitar práticas que reiterem alguns dos desacertos evidentes das orientações anteriores. Mas é preciso considerar que o país também convive com mudanças expressas nas políticas de juventude que nascem de iniciativas municipais diversificadas e poderão confluir para a construção de um novo paradigma em torno da questão. Mais do que nunca, orientações que integrem esses caminhos poderão contribuir para o nascimento de novas percepções em torno dos direitos de juventude. O presente artigo esboça um esforço de compreensão abrangente, de modo a situar, com base em uma concepção democrática de realização da política e de uma clara defesa dos jovens como sujeitos de direitos, os caminhos percorridos nos últimos dez anos das iniciativas focalizadas nos segmentos juvenis da sociedade brasileira. Para tanto, a partir de algumas considerações em torno do tema "Juventude e políticas públi-cas", examinamos as ações federais observadas no período 1995-2002 e traçamos alguns dos caminhos percorridos no âmbito dos municípios em direção à constituição dessas políticas.
As cidades se apresentam como territórios privilegiados de ação social da juventude. Os jovens fazem a cada dia uma nova cidade que, em grande medida, é terra estrangeira para aqueles que não compartilham dos mesmos referenciais de identidade e se tornam impotentes para reconhecer a multiplicidade de sinais que emanam de suas múltiplas práticas. Diferentes enfoques teóricos e metodológicos se centraram em pressupostos biológicos, sociais, ou psicológicos, produzindo análises parcelares sobre a realidade das muitas juventudes possíveis. A identidade juvenil é apresentada não como algo que possa estar comprometida em determinada idade biológica, mas como um processo de contínua transformação, individual e coletiva, no jogo de experiências múltiplas.
IV ResumoO artigo discute resultados da etapa quantitativa da pesquisa Jovens fora de série: trajetórias truncadas de estudantes do ensino médio na cidade do Rio de Janeiro. A investigação tem como objetivo geral depreender e compreender trajetórias de escolarização e percursos biográficos de jovens estudantes de ensino médio de escolas públicas que se encontram em situação de defasagem escolar. Neste artigo, apresenta-se o perfil que emerge da aplicação do questionário estruturado a um universo de 593 jovens. A amostra exploratória e não probabilística foi distribuída entre 14 escolas localizadas nas zonas sul, centro, oeste e norte da cidade do Rio de Janeiro. Os jovens participantes da pesquisa fazem parte de classes de Educação de Jovens Adultos (EJA) e do programa de correção de fluxo denominado Autonomia. Enfoque especial de análise é dado à combinação entre trabalho, estudo e constituição de projetos de futuro. Verificou-se que o abandono escolar cria mais problemas para o fluxo da escolarização do que as reprovações. Os dados apontam para a existência de uma superposição entre os tempos de trabalho e escola na vida dos jovens. Nesse sentido, ocorre um duplo efeito do trabalho nas trajetórias dos estudantes. Se, por um lado, trabalhar e estudar representam um desafio para a continuidade dos estudos sem truncamentos do fluxo da escolarização, por outro, a experiência de trabalho cria disposições relacionadas com a independência, a conquista da autonomia e o delineamento de projetos de futuro. O artigo resulta de estudo de caso em escola pública de Ensino Médio no Rio de Janeiro. No texto, contextualizamos a educação de jovens frente às mudanças societárias. Aplicamos questionário e realizamos entrevistas individuais e em grupos com professores e estudantes. Buscou-se compreender a presença das redes sociais de internet (RSI) no cotidiano escolar. Os dados permitiram ampliar a compreensão sobre as múltiplas interações, convergências e conflitos entre os sujeitos da escola a partir das mediações dessas redes. Encontramos movimentos diferenciados de interação entre professores e estudantes e distintos níveis de habilidades docentes e discentes. Frente às redes sociais, professores expressam práticas que ainda não lograram se constituir numa reconfiguração do Projeto Político Pedagógico da escola investigada.
RESUMO: O artigo discute desafios enfrentados pelas políticas de educação para que a escola de ensino médio seja significativa para os jovens. As matrículas cresceram trazendo um público popular para escolas ancoradas em representações elitistas. A crise de sentido da escola é, em grande medida, resultante das distâncias entre representações adultas e reais caraterísticas organizadoras dos modos de ser e de se viver o tempo da juventude. A partir da análise de três filmes produzidos por alunos do ensino médio discute-se a questão da singularização, das formas de aprender e o lugar da escola como suporte existencial para os jovens. A escola necessita estruturar-se sob princípios de dialogia entre sujeitos de múltiplas experiências e saberes em constante interação.Palavras-chave: Ensino Médio. Juventude. Escola.The senses of the presence of young people in high school: school representations in three student-made films ABSTRACT: TThis paper discusses the challenges facing education policies if high school is to be meaningful for young people. Enrolment grew, bringing a public from the lower classes into schools which are informed by elitist representations. The school meaning crisis is, to a great extent, the result from the distances between adult representations and the actual ways of being and living the time of youth. Based on the analysis of three films produced by high school students, this paper discusses the issue of singularity, ways of learning and the role of schools as an existential support for young people. Schools need to be structured under principles of dialogism between subjects who have multiple experiences and knowledge which in constant interaction.
