Argentina was the first country that enacted regulatory criteria to assess if organisms resulting from new breeding techniques (NBTs) are to be regarded as genetically modified organisms (GMOs) or not. The country has now accumulated 4 year of experience applying such criteria, reaching a considerable number of cases, composed mostly of gene-edited plants, animals, and microorganisms of agricultural use. This article explores the effects on economic innovation of such regulatory experience. This is done by comparing the cases of products derived from gene editing and other NBTs that have been presented to the regulatory system, against the cases of GMOs that have been deregulated in the country. Albeit preliminary, this analysis suggests that products from gene editing will have different profiles and market release rates compared with the first wave of products from the so called "modern biotechnology." Gene editing products seems to follow a much faster development rate from bench to market. Such development is driven by a more diverse group of developers, and led mostly by small and medium enterprises (SMEs) and public research institutions. In addition, product profiles are also more diversified in terms of traits and organisms. The inferences of these findings for the agricultural and biotechnology sectors, particularly in developing countries, are discussed.
El trabajo explora la dinámica de la interacción público-privada, para la generación y difusión de conocimientos entre laboratorios de investigación y empresas en Argentina. A partir de la metodología de estudios de caso, se analizan cualitativamente cuatro consorcios público-privados, en el sector de la biotecnología agropecuaria. El estudio permitió identificar factores que favorecieron el buen desempeño de los mismos, entre ellos, los que promueven el acercamiento entre investigadores y actores del sector productivo, los canales y mecanismos que facilitan los procesos bajo estudio y los aspectos que inciden en la obtención de resultados y la generación de retornos positivos de las inversiones realizadas. Otro aspecto observado se refiere al papel renovado que ejercen ciertos organismos de vinculación y la actuación destacable de recursos humanos con capacidades de traducción de saberes.
Los agentes intermediarios cumplen un papel destacado para gestionar los procesos de innovación sistémicos. En este marco, el artículo analiza los resultados y la sustentabilidad de las acciones realizadas, de un instrumento de política CTI implementado por el gobierno argentino y apoyado por el Banco Mundial, cuyo destinatario fue un importante agente de intermediación del país. Los recursos invertidos se orientaron a fortalecer las capacidades de gestión de la innovación del Área de Vinculación y Transferencia de Tecnologías del Consejo Nacional de Investigaciones Científicas y Tecnológicas (CONICET), a partir del financiamiento de actividades de formación y capacitación de los recursos humanos y el rediseño organizacional. Metodológicamente, se diseñó un estudio cualitativo en base a entrevistas en profundidad y revisión documental. Entre los resultados, se observó la implementación de actividades que elevaron las habilidades profesionales y avances importantes en la estructura organizacional, así como limitaciones en torno a las capacidades de gestión generales y la retención de recursos humanos altamente formados. Los resultados también invitan a reflexionar acerca de cuál es la forma jurídica apropiada de los agentes intermediarios, así como la necesidad de generar la información para evaluar y rendir cuentas a la sociedad de los resultados de las inversiones públicas.
