La stratégie de Marché unique numérique de l’Union européenne recèle de nombreuses potentialités d’amélioration des conditions de vie des populations tant sur le plan de la consommation (gains de pouvoir d’achat, accès à une offre plus diversifiée) que sur le plan des services publics proposés aux citoyens (efficacité, fluidité des démarches, économies, etc.). Mais l’exemple français montre que, dans un pays plutôt bien positionné tant sur le plan des équipements que sur celui des usages, il subsiste un réel enjeu d’inclusion des publics dits fragiles 1 (personnes âgées, personnes handicapées ou souffrant de maladie chronique, allocataires de minima sociaux, habitants de zones rurales), qui restent sur le bord du chemin digital. Un accompagnement personnalisé et incarné semble indispensable pour éviter que les difficultés individuelles et sociales de ces publics ne s’en trouvent accentuées.
Créant de nouvelles normes, amenant des institutions à recomposer leurs stratégies, une nouvelle mesure se comporte comme un véritable analyseur lorsqu'elle apparaît dans le champ des politiques sociales. Toute création de mesure ou de dispositif, par les effets qu'elle produit sur le corps social et les modifications des façons défaire ou de vivre de ses destinataires, est un facteur révélateur de notre société. La mise en oeuvre du revenu minimum d'insertion, première mesure sociale d'envergure après la réforme de décentralisation, n'échappe pas à cette logique. On peut même penser qu'elle l'amplifie tant par les dispositifs de recherche qui lui sont associés que par l'ampleur des actions menées et des réactions suscitées dans les différents départements.
