Fernando Seabra Santos e Naomar de Almeida Filho, no livro “A quarta missão da Universidade: internacionalização universitária na sociedade do conhecimento”, publicado em 2012, trazem à tona os alicerces de uma perspectiva otimista sobre o papel da internacionalização no protagonismo da Universidade na sociedade contemporânea do conhecimento. Organizado em seis capítulos, o próprio livro, coeditado pela Imprensa da Universidade de Coimbra e Editora da Universidade de Brasília, é resultado de um processo de internacionalização universitária. Nesse sentido, os autores partem de três razões que justificam a crescente importância da internacionalização, enquanto missão da Universidade: massificação do acesso ao ensino superior; globalização da economia e da sociedade; processo de integração europeia. A partir desse contexto, as missões da universidade, os espaços – europeus e ibero-americanos – integrados de conhecimento, o contexto da educação superior no Brasil e os conceitos e as modalidades da internacionalização são abordados ao longo do livro.
Resumo O posicionamento das Instituições de Ensino Superior frente às demandas científicas, socioculturais, políticas e econômicas da globalização reflete a capacidade de adaptação da comunidade acadêmica às práticas educativas e às políticas universitárias. Com base nesse contexto, analisamos políticas de internacionalização e Planos de Desenvolvimento Institucional de nove universidades fundacionais de Santa Catarina, Brasil. Nessa análise documental, identificamos a missão institucional, assim como metas e estratégias de internacionalização, à luz de quatro tipos de ação: produção intelectual, intercâmbio científico-cultural, internacionalização do currículo e internacionalização integral. Os dados gerados apontam que falta uma concepção clara de internacionalização e que há ênfase nas estratégias de ação voltadas ao intercâmbio acadêmico-científico; ao mesmo tempo, compreendemos que existe, apesar de ainda incipiente, expansão nas políticas institucionais de internacionalização.
Nesta pesquisa de natureza qualitativa, orientada pelo método compreensivo, propomo-nos a analisar os processos de internacionalização da educação superior na Universidade Regional de Blumenau (FURB), instituição localizada em Santa Catarina, Brasil. Para tanto, apoiamo-nos nos estudos teórico-conceituais de Knight, De Wit, Leask, Santos e Almeida Filho. Em relação ao marco metodológico, a geração de dados ocorreu em duas fases. Na primeira fase, desenvolvemos estudo teórico em rede de cooperação internacional, envolvendo pesquisadores de nove países ibero-americanos, acerca dos conceitos de internacionalização; e, em paralelo, exploramos a realidade empírica local, realizando leitura de documentos públicos e entrevista semiestruturada com coordenador de relações internacionais da instituição investigada. Na segunda fase da pesquisa, ampliamos o número de documentos analisados, abrangendo políticas institucionais de internacionalização. Dessa análise, resultou a compreensão de que há dois principais eixos balizadores nos processos de internacionalização na FURB: a) acordos e convênios de cooperação internacional, visando à mobilidade acadêmica, com destaque para universidades da Alemanha, Suécia e Portugal; b) inserção de disciplinas ministradas em inglês nos currículos da Graduação e dos Programas de Pós-Graduação, bem como a oferta de cursos livres voltados à proficiência linguística. Esses eixos denotam os esforços da comunidade acadêmica em promover a internacionalização das ações de ensino, pesquisa e extensão, com o intuito de criar um ambiente global na instituição.
