O estudo tem como objetivo central analisar as interfaces entre o princípio da fl exibilização, advindo do neoliberalismo econômico,e a contrarreforma do ensino médio no Brasil regulamentada pela Lei n.º 13.415/2017. Partimos do pressuposto de que os ajustes neoliberais implementados no Brasil, especialmente a partir dos anos de 1990, redefi nem as ações do Estado para o atendimento das demandas educacionais, ao mesmo tempo em que concebem a educação como fator de produção capitalista. Nesse sentido, no tocante ao Ensino Médio, está em curso um movimento de contrarreforma, materializado na política educacional, que incorpora o princípio da fl exibilização como elemento estratégico para a manutenção das relações de dominação na sociedade capitalista, com ênfase na formação para o empreendedorismo e no estímulo à mercadorização da educação. O presente estudo está pautado, nos seguintes autores: Gentili (1998), Behring (2008), Harvey (1996), Dardot e Laval (2018) Laval (2019) e Chauí (2021). Trata-se de pesquisa qualitativa, do tipo explicativa, com a realização de análise de documentos (nacionais e internacionais) presentes no contexto de infl uência da referida Lei, tendo a fl exibilização como categoria analítica.A partir do estudo realizado pode-se dizer que a contrarreforma do Ensino Médio no Brasil, materializada na Lei n.º13.415/2017, expressa os interesses das relações sociais e de produção capitalistas e está alinhada ao processo de mercadorização do Ensino Médio, bem como ao ideário formativo para o empreendedorismo em curso na educação pública brasileira, de inspiração neoliberal.
O artigo problematiza a adoção dos Planos de Gestão Escolar (PGEs), que versam sobre a nova forma de escolha do gestor e estratégia de governança das escolas públicas estaduais catarinenses, instituídos a partir de 2013, identificando as contradições e disputas que permearam sua implementação. Trata-se de pesquisa qualitativa, do tipo explicativa, realizada a partir de estudo bibliográfico e documental; os dados foram submetidos às técnicas da Análise de Conteúdo, de Bardin (2016). Evidenciou-se que, apesar da anunciação dos PGEs como instrumentos de gestão democrática, sua origem e operacionalização estão alinhadas às reformas neoliberais, que concebem a educação como um instrumento de dominação e não de emancipação humana.
Este artigo evidencia a relevância do enfoque epistemetodológico em pesquisas científicas no campo da política e gestão da educação, apresentando reflexões teóricas e conceituais sobre a Análise de Conteúdo (AC) e sua utilização como estratégia metodológica. Destaca suas etapas, regras e procedimentos com base em autores, como Bardin (2016), Moraes (1999), Câmara (2013), Silva e Fossá (2015) e Franco (2005), que apontam para os aspectos a serem observados nas análises que utilizam as técnicas e os procedimentos propostos pela AC. Descreve-se como suas técnicas foram utilizadas na construção de uma pesquisa dissertativa, detalhando o processo de seleção do corpus documental, leitura e interpretação dos dados. As categorias inferidas possibilitaram evidenciar as entrelinhas que permearam a implementação dos Planos de Gestão Escolar, o novo modelo de escolha do gestor e estratégia de governança adotada nas escolas públicas estaduais de Santa Catarina a partir de 2013, esse, apesar de anunciado como democrático, apresenta elementos e utiliza instrumentos da Nova Gestão Pública, que concebe a gestão da escola pública de forma semelhante à gestão empresarial. Assim, apontam-se as potencialidades e limites da AC; conclui-se que a AC corresponde a um conjunto de técnicas complexas e rigorosas, todavia apresenta de modo didático a sua aplicabilidade como possibilidade epistemetodológica em estudos do campo da política educacional.
