En los últimos 30 años, la integración regional de América Latina y el Caribe ha sido un tema fundamental en la agenda de desarrollo y una prioridad para el Banco Interamericano de Desarrollo y sus países miembro. La vinculación de las cadenas de valor regionales y globales se ha intensificado de forma considerable en las últimas décadas y por ello la infraestructura, en combinación con los servicios logísticos, se pone de relieve como principal habilitante para el aprovechamiento de las sinergias de mercado. En especial, en el contexto del COVID-19, el trinomio de infraestructura, inversión e integración adquiere una dimensión preponderante, pues a través de la reconfiguración y relocalización de las cadenas de valor globales hacia América Latina y el Caribe (“nearshoring”), tiene el potencial de detonar la recuperación de los países, así como de cerrar las brechas y desigualdades preexistentes entre y dentro de las economías.

Las cadenas de valor regionales y globales se han intensificado de forma considerable en las últimas décadas y por ello la infraestructura en combinación con los servicios logísticos, se presentan más que nunca como los principales habilitantes para el aprovechamiento de las sinergias de mercado. La pandemia del COVID-19 y la consecuente interrupción de algunas cadenas de suministro en los distintos eslabones logísticos, deben darnos un impulso adicional para acelerar el proceso de cierre de brechas y desigualdades preexistentes entre las economías. Los países de Centroamérica y la República Dominicana tienen una amplia oportunidad de posicionarse como enclaves estratégicos dentro de las dinámicas del comercio global. A manera de ejemplo, durante 2020 países como Costa Rica, Guatemala y Honduras observaron aumentos en sus exportaciones en productos como los dispositivos médicos, equipos de protección personal y productos agropecuarios. En este contexto, apostar por el fortalecimiento de infraestructuras físicas clave como el Corredor Pacífico, por la inversión en los puertos del Caribe, considerando el alto flujo de carga hacia su principal socio comercial los Estados Unidos y por aumentar los estándares y capacidad de los aeropuertos, no solo garantiza un desarrollo logístico que aportaría a la recuperación económica de la región, sino que ofrecería la posibilidad de traducir la reconfiguración de las cadenas de valor en empleo, mayor calidad de vida, atracción de capital humano y resiliencia ante el cambio climático.
La pandemia COVID-19 generó una interrupción de las cadenas de suministro en todos los eslabones del transporte, la movilidad y la logística, tanto de carga como de pasajeros y en escalas local, nacional e internacional. A diferencia de otros procesos críticos o períodos contingentes por desastres naturales, conflictos políticos, institucionales, captura de sectores ilegales, entre muchos otros para Latinoamérica, esta suspensión probó consecuencias sobre la economía y el desarrollo con efectos que se extenderán por más tiempo que el necesario para superar la crisis de salud pública. Visibilizó la necesidad urgente de mejorar la infraestructura, la tecnología, la operación, el servicio y la gobernanza del sector, en las diferentes escalas y con un enfoque de integración, inclusión y garantía de acceso.
En el 2021, el Grupo de Infraestructura de Integración de la División de Transporte coordinó con los especialistas sectoriales el desarrollo de cuatro notas técnicas que consisten en un análisis de la infraestructura física y logística existente en Centroamérica, Países Andinos, Cono Sur y el Caribe para determinar inversiones necesarias que cierren las brechas de infraestructura en cada una de estas regiones. Se estudiaron las principales cadenas de valor y sectores productivos de valor agregado que son catalizadas por infraestructuras de transporte, teniendo en cuenta las perspectivas de comercio extra e intrarregionales. Asimismo, se identificaron proyectos de infraestructura de integración clave para fortalecer dichas cadenas de valor, así como se prefiguraron prioridades estratégicas para el desarrollo de una logística que abone a la recuperación económica de la región.
Este documento presenta el mapeo de cadenas y corredores logísticos para el Cono Sur base para el análisis de brechas, oportunidades y restricciones en la inversión en infraestructura de integración en la región. El ejercicio, intensivo en el análisis de información, ofrece un conjunto de mapas pioneros en el registro de cadenas logísticas corredores, que permiten dimensionar las dinámicas logísticas de la región e identifica variables clave para el análisis y comparación de los corredores como guía para la priorización de carteras de intervención.
