As águas subterrâneas apresentam uma notável importância para os ecossistemas, atuando na perenidade de rios e na sustentação da vida aquática, assim como no atendimento de vários tipos de necessidades humanas. Estas águas vêm sendo deterioradas nas últimas décadas, em especial nas áreas urbanas, colocando em risco suas funções e serviços ecossistêmicos. No Estado de São Paulo, a aplicação dos procedimentos de gerenciamento de áreas contaminadas (GAC), previstos na Lei Estadual 13577/2009 e demais instrumentos, contribuem para a melhoria das condições ambientais e propiciam condições seguras de uso do solo. Por outro lado, reconhece-se que as ações previstas no GAC não resultam na extração total de contaminantes do meio contaminado, em especial nas águas subterrâneas, o que propicia a criação de não conformidades com leis federais mais amplas, que exigem do responsável a reparação integral de um dano ambiental. Este trabalho objetiva apresentar um método de valoração dos serviços ecossistêmicos prestados pelas águas subterrâneas e aquíferos, servindo como parâmetro para a quantificação da reparação integral do dano ambiental. O método implica na realização do cálculo dos volumes de água subterrânea associados ao problema ambiental, multiplicados por um valor de custo unitário da água subterrânea. As equações utilizadas para a quantificação dos volumes de água são apresentadas, assim como uma discussão sobre a utilização dos valores unitários. O resultado final deste trabalho, avalia-se, é a criação de conformidades entre as legislações Estadual e Federal que tratam do tema.
This thesis shows the importance of ecosystem services, provision and regulation, of the groundwater and aquifers related to water security and agricultural production in rural areas in Brazil. It outlines that some initiatives can be taken by water resources management to adapt to the global climate change. Using data from the 2006 and 2017 Agricultural Census, the Water Insecurity Index (IIH) was calculated for the municipalities and from the absence of water sources within the agricultural establishments that were classified as very low, low, moderate, severe and acute. This Index helps the evaluation of the outcome of public water security policies and the improvement of water infrastructure. Also, based on the data of wells inside the establishments, the volume of groundwater consumed by agriculture per river basin and aquifer was calculated and it was possible to identify which agricultural sector consumes more groundwater through these wells. It was concluded that (i) the main user of groundwater, via wells, in agriculture is livestock (cattle, poultry and swine); (ii) that due to climatic changes that will affect the semiarid the consumption of brackish and saline groundwater will have a structuring character in the water security of this region since the reduction of rainfall will limit the storage of rainwater in cisterns; (iii) the sustainable management of rural aquifers is related to the adoption of sustainable practices by agricultural production.
Este trabalho apresenta resultados preliminares, derivados sobretudo de revisão bibliográfica e de um recorte dos resultados de um projeto de pesquisa executado em parceria entre as Universidades de Brasília (UnB) /DF, de Araraquara (UNIARA) /SP e de Buenos Aires (UBA) /ARG que teve como objetivo detectar as alternativas de comercialização dos agricultores familiares a partir de experiências de grupos formais e informais. O trabalho procurou analisar, por meio de levantamento bibliográfico e pesquisa documental, a relação da gestão pública local de Araraquara, SP com a dinâmica do abastecimento alimentar do município, tendo como foco a análise do comércio de alimentos in natura, principalmente a categoria FLV (frutas, legumes e verduras), nos equipamentos públicos de comercialização. Procurou-se descrever os processos intervencionistas (ou falta deles) da gestão pública que contribuiram para uma dinâmica de abastecimento alimentar que se encontra desestruturado, pouco receptivo para a agricultura familiar e que se coloca a responder demandas pontuais. Embora existam canais curtos de comercialização já consolidados no município, eles ainda não conseguem ser suficientes para incorporar de modo efetivo a agricultura familiar do município. Sendo assim, ainda que existam um número considerável de feiras, vendas informais, comércio atacadista e mercados institucionais, são canais de comercialização ocupados por poucos agricultores, sendo que a maior parte dos agricultores dos assentamentos rurais do município não acessam estas formas de comercialização.
Explorando os conceitos de segurança e soberania alimentar, o presente artigo busca questionar a abrangência de ambos os termos e mostrar sua insuficiência com relação ao acesso e ao custo da aquisição de alimentos principalmente para as camadas de baixa renda, o que remete ao paradoxo clássico do abastecimento alimentar. Nestes conceitos a circulação, distribuição e comercialização de alimentos, assim como o papel do consumidor são temas não tratados. Também, chama a atenção para o moderno sistema agroindustrial de produção de alimentos que rompe com o conceito cultural do que é comida e alimento, ocultando sua implicação direta em termos da saúde e das doenças que são desenvolvidas a partir deste padrão alimentar.
