As across the world, in Turkey, several studies have been carried out by local government to use sustainable and 100% zero-emission public transport following increased public awareness. Increasing greenhouse gas emissions (GHG) due to transportation systems in the world make it necessary to establish “zero-emission sustainable transportation systems” in Turkey. In this study, an economic analysis based on actual field data is presented for Istanbul Electricity, Tramway and Tunnel General Management (IETT) to seek the suitability of an electric bus concept for Istanbul conditions. For this purpose, a dynamic model based on the Total Cost of Ownership (TCO) from well to wheel has been proposed for the three groups of transportation, namely diesel, CNG (compressed natural gas) and electric buses. The data source used in the proposed approach is created by performing actual field performance tests for diesel, CNG and electric buses under real Istanbul road, time, and trip conditions. Afterwards, the Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PB) methods considering TCO values and updated unit prices are carried out for the investment versus profitability analyses to compare the different public bus concepts. The results show that the electric bus concept with a charging station depot achieving sustainable and zero-emission goals will be the driving force to advance the electric bus concept for Istanbul Public Transport.
Özet Sürdürülebilir ulaşım konsepti, dünya geneli toplu ulaşım sistemleri içerisindeki önemi her geçen gün artan ve verimliliği ön planda tutan bir yaklaşım olarak göze çarpmaktadır. Günümüzde ulaşım teknolojileri alanındaki gelişmelere bakıldığında içten yanmalı motorlu araçlardan elektrik motorlu araçlara doğru bir geçiş süreci izlenmektedir. Azalan fosil kaynaklı yakıtlar, enerjinin tedarikini zorlaştırmakta, alternatif enerjiye olan yönelimleri arttırmaktadır. Özellikle çevre kirliliği üzerinde büyük etkisi bulunan içten yanmalı motorlara sahip geleneksel ulaşım sistemlerinde, konsept değişikliğine dair geçiş denemeleri bütün dünyada olduğu gibi ülkemizde de elektrikli tahrik sistemine sahip toplu taşım araçları başta olmak üzere her geçen gün artmaktadır. Dünyanın kentsel nüfusu artmaya devam ettikçe, sürdürülebilir, düşük maliyetli ulaşım seçeneklerini belirlemek daha kritik hale gelmektedir. Bu açıdan elektrikli otobüsler, zararlı ulaşım kaynaklı egzoz emisyonları azaltmanın ve şehirlerdeki hava kalitesini iyileştirmenin yansıra düşük işletme maliyetleri ile ön plana çıkmaktadır. Bu çalışmada Türkiye kamu toplu ulaşım otoriteleri tarafından ülke genelinde kullanılan elektrik tahrikli olan lastik tekerlekli ulaşım sistemlerine dair mevcut durum detaylı olarak ortaya konulmuştur. Türkiye'deki mevcut elektrikli otobüs üreticileri, yapılan ihalelerde ortaya konulan teknik şartnameleri esas alan, İdarelerin elektrikli otobüsler için belirlediği tercih kriterleri ile ortaya konulan sonuçları, ilgili İdareler başta olmak üzere alım süreçlerindeki yapılan yaklaşımlar ve kamu toplu ulaşım sistemleri için elektrikli otobüs konseptine geçişte mevcut durumdaki zorluklara dair genel görünüme yer verilmiştir. Bu anlamda kamu ölçeğinde sunulan toplu ulaşım hizmetlerinde lastik tekerlekli ulaşım sistemlerde elektrikli otobüs kullanmak isteyen yerel yönetimler için referans niteliği taşıyan bu çalışma ile Türkiye ölçeğinde mevcut durum analizi ortaya konulmuştur.
Sürdürülebilir ulaşım konseptlerinin ön plana çıktığı günümüzde, kullanılan enerji kaynakları için etkin yönetim ve muhtemel tasarruf potansiyellerine dair birçok yaklaşım sunulmaktadır. Uluslararası Enerji Ajansı tarafından yayınlanan güncel verilere göre dünya genelinde birincil enerji kaynaklarının yaklaşık 25 % ulaştırma sektörü tarafından tüketilmektedir. Ayrıca bu sektörde kullanılan akaryakıt miktarlarına bağlı olarak meydana gelen sera gazı salınımı bir önceki yıla göre 7,01 % oranında arttığı belirtilmektedir [1]. Bu durum yerel yönetimlerin önemli faaliyet alanlarından olan toplu ulaşım hizmetlerinde % 100 sıfır emisyon konseptine esas verimliliği arttıracak farklı yaklaşımların geliştirilmesini zorunlu kılmaktadır. Bu çalışmada, İstanbul’da sunulan lastik tekerlekli toplu ulaşım hizmeti kapsamında mevcut sistemde henüz yer almayan, elektrikli otobüs konseptine dair, yenilikçi bir yaklaşım sunulmuştur. İstanbul, İETT özelinde araç alım ve garaj işlettirme modellerini esas alan hibrit bir yaklaşımla, konvansiyonel motorlu otobüsler yerine elektrikli otobüslerin kullanımına imkân sağlayacak, referans alınan reel maliyetler doğrultusunda model ortaya konulmuştur. Öngörülen hibrit modele esas 1,45 Euro/km birim maliyet ile elektrikli otobüslerle anahtar teslim toplu ulaşım hizmeti sağlanabileceği ortaya konulmuştur. Bu sonuç İstanbul lastik tekerlekli toplu ulaşım sisteminin etkin, verimli, sürdürülebilir bir yaklaşım fırsatı sunmaktadır.
The trend toward electric buses worldwide is increasing day by day. Along with it, sectoral infrastructure elements are developing rapidly. Electric buses offer advantages in terms of operating costs and environmental emission values. Despite this, the most important disadvantage is that the purchasing costs have not yet reached the expected level compared to other internal combustion engine buses. Many country and especially city-based targets have been determined for electric solutions in rubber-tyred public transportation systems in the world. Only in Shenzhen city of China, 100% transition to electric bus solution has been achieved in public transportation. In this study, a different perspective has been put forward for the acceleration of the transition to the use of electric buses and the increase in the prevalence of public transportation enterprises. The concept of retrofit. This is conversions of the conventional powered (diesel and CNG) buses into electric buses, which are currently used. For the concept in paper, the actual project costs for one of the world’s most important public transportation companies have been revealed. According to the analysis results obtained, for Payback Period (PB) method are based on a fleet of 100 vehicles in total, the return time of the investment required for the results based on this approach which retrofit from CNG to Electric, is calculated as 8.74 years. For the Payback Period (PB) approach, it has been concluded that for the 5 years, which is envisaged to be taken as a reference, retrofit concept (from CNG to Electric) should be based on 100000 € per vehicle based on the current operating conditions. This retrofit approach based on the concept of sustainable public transportation is expected to become widespread with the results obtained.
