В целях ресурсосбережения на п редприятии нефтегазовой отрасли разработаны мероприятия по снижению постоянных затрат с помощью изменения топливного режима Узловой котельной Южного филиала ООО «Газпром энерго». Произведено нормативное и техническое обоснование процесса. Внедрение в практику хозяйствования обоснованного плана мероприятий позволит снизить эксплуатационные затраты, оптимизировать численность персонала, сократить размер имеющихся материальных запасов, снизить арендную плату, что в целом будет способствовать ресурсосбережению и улучшению конечных показателей деятельности Южного филиала ООО «Газпром энерго», повышению экономической эффективности.
The article considers the current and expected conditions of using tools of data processing by the oil producing company’s employees; it is stated that their level of IT knowledge does not fully correspond to the dynamic functioning and development of a system of continuous improvements. The main features and potential of Pivot Tables, VBA, Power Query, Power Pivot and Power BI tools are examined for their further application. There is described the investment process, its main difficulties and problems including the requirement to increase the level of detail of information, expand the list of reporting forms, as well as the transition to a matrix organizational structure by ensuring the interaction of project teams and structural functional units, which ultimately serves as a prerequisite for optimization. The main elements of optimizing the investment process are identified, including the formation of a data model, ensuring the collection of the necessary information, automation of data consolidation and developing final reports, a data storage and dashboards for analyzing the investment process results. A data model has been developed that includes a set of interrelated budget tables and directories providing a high level of detail in data analytics. Modules of registering budget information for the user experience have been created including a convenient user interface, automated calculations, protection against changes, a standardized form for entering comments, a system for coordinating information and a change log. A complex model of information processing has been presented including means for consolidating data and preparing final reports. A data storage has been formed that provides structuring of the results of the investment process and the ability to quickly extract information when constructing summary / comparative analytical information. A dashboard for monitoring the execution of IP has been developed available to interact by using web technologies as well as built-in on the user’s mobile phone, which doesn’t violate the corporate privacy policy. Approaches to assessing the qualitative and quantitative effect from the introduction of the described de-velopments are defined.
The article focuses on the importance of the Russian fisheries sector as a strategically important industry for the country and a guarantor of Russia's food security. Integration processes that permeate the Russian economy inevitably involve fisheries enterprises in soft and hard integration relationships, forming business associations in various organizational and legal forms. By engaging with each other, the fishing industry enterprises, and after them the country's economy as a whole, get a number of advantages and the positive potential for further development. To build a system of prerequisites for the integration of business structures into the fishing industry of the Russian Federation, there has been carried out the study of historical factors and events of the state regulation of the industry. It has been stated that throughout the history of the Russian fisheries sector, its competitiveness has been ensured by the state support measures. Evidence for this can be found in studying the periods of industry collapse and recovery in post-communist Russia. As a result of systematic measures taken by the state in the field of legislation and institutional decisions, the Russian fisheries sector has undergone some positive changes over the past decades: reducing corruption, restoring positive dynamics in all areas of industry development, increasing investment potential, and increasing catch volumes. There have been identified the historical and institutional prerequisites for the integration of business structures in the fishing industry of modern Russia. The developed system of prerequisites will become the basis for further research in terms of substantiating promising forms of business associations, the implementation of which can have a positive impact on the country and world competitiveness of the Russian fisheries sector
The stimulation of inventive and rationalization activities in Russia should contribute to the transition of the country's economy to an innovative type of development. The foreign experience of stimulating inventive and rationalizing activities is being investigated. The tools, examples of measures to support and stimulate inventive and rationalization activities carried out at the state level in developed countries are considered. Foreign experience shows that the state supports the system of stimulating inventive creativity, both of individual inventors and creative, scientific collectives. The state acts as a sponsor of innovation activities, the instruments of material interest are used to ensure the acceleration of the introduction of inventions into production processes. Legal and methodological regulations stimulating inventive and rationalization activities in the Russian Federation, at oil and gas enterprises are being investigated. The existing methods of supporting inventive and rationalization activities in Russia are not specialized. The promotion of invention in Russia is regulated by legal acts and a methodological framework partially developed in the USSR, as well as in recent years in the Russian Federation. The main methods of direct and indirect government incentives that can be used to support innovation and invention at oil and gas enterprises: budget financing of research organizations and universities, financing of business incubators, technology parks, public procurement of innovative products and services, investment in the capital of financial institutions involved in the creation of innovative projects, the provision of tax incentives, the allocation of preferential government loans and credit guarantees. The necessity of participation of four levels of management in the process of improving the stimulation of inventive and rationalization activities at oil and gas enterprises is substantiated - the state level, the level of subjects of the Russian Federation, the industry level and the level of oil and gas industry enterprises, which will lead to the activation of this direction in the Russian Federation, increase in its activity, the revival of the high social status of inventors and innovators.
