Human capital becomes the most competitive and unique resource in the modern context of development of high-tech industries and formation of the digital economy. The ongoing digitalization processes have an impact on the formation and development of human capital. The aim of this work is to analyze the influence of digitalization factors on human capital in the regions of the Russian Federation. Based on statistical data from the State statistics service of the Russian Federation, the authors collected data for calculating the Index of conditions for the formation and development of human capital (CFDHC Index) for 82 regions and 34 factors that characterize the development of digitalization in Russia for the period from 2014 to 2018. The authors construct a multivariate regression using the ordinary least squares (OLS) estimation for describing the relationship between the Index and digitalization factors. With allowance for the individual effects of the regions of the Russian Federation, models with random and fixed effects were built. The results of the regression analysis confirmed the hypothesis that to form and develop human capital in the regions, measures should be taken aiming at developing digital infrastructure, reducing digital inequality, supporting higher education and research institutes, developing electronic services to provide public and municipal services.
This work considered the economic security of an enterprise with regard to the valuation of intangible assets according to the International Valuation Standards (IVS). This study is essential due to a growing number of companies with intangible assets (trademarks, patents, know-how, etc.) as their main value. This study included analysis of the impact created by the value of intangible assets and intellectual property on company capitalization and economic security plus a regression model. An algorithm was developed to determine the economic security of a business based on the valuation of intangible assets according to the IVS. The suggested algorithm can allow a company to manage its intangible assets effectively using the IVS, which, in turn, will provide the required level of economic security for further development and achievement of strategic goals by the business entity.
In the conditions of the development of the digital environment, innovative activities become a priority area of economic development that draws not only substantial material and financial resources but also human capital. The existing models designed to assess innovative activities in a region do not give an assessment of conditions for innovative activities. The study aims to develop methods for the assessment of conditions for innovative activities in a region based on a complex consideration of knowledge management factors that allow determining priority areas of regional policy in the digital environment. With regard to the study problems, the authors used a set of basic general scientific methods: comparison, analysis, synthesis, systemization, formalization, statistical estimation, economic mathematical modeling, methods of verifying the reproducibility of the models used on calculation examples. The model presented in the article allows the authors to evaluate the very conditions of innovative activities from the position of knowledge management factors in the conditions of the digital environment. The model's practical application makes it possible to define priority areas for the development of the innovative sector. This, in turn, promotes the formation of the digital environment. The study results have been tested on the example of Russian constituent entities.
