Abstract. The purpose of the article is to describe an economic background of the formation of the strategy of sustainable development by means of central place theory, in particular, a target of the progress of human resources. In this article, there were considered the elements of SWOT-analysis in the strategy of sustainable development of Ukraine, and by this consequence, a strong side through such a positive influence of an internal environment as the population of the country was determined. Only the population is available to resist the main negative influence of inner and outside surroundings on Ukraine: to form necessary and replace an existing management; to shift intercivilisational direction towards the border of Ukraine. There was also made a statistical analysis of result of process of forming and development of human resources in Ukraine (the dynamics of population size, its natural movement, and the level of unemployment) and, as a sequence, we can argue the absence of accordance of real conditions of the socialeconomic conditions by those people who are available to certain types of works, necessary expert knowledge and its improvement and use of acquired capability of human resources during the creation of welfare in considering of standing changes during the activities. It leads to migration, and that's why there is a risk for sustainable development. And it leads to losses of active-age population, facilitates the reduction of births. By the statistics of migration processes and processes of forming of run and supplies of educational services by the countries, we validate the hypothesis about central place theory, which is reasonable to use in practice not only in regard to inhabited localities and also in regard to countries. Practical importance of the scientific research results lies in reconsideration of the tasks of forming and developing of human resources in strategy of sustainable development of Ukraine in the light of central place theory, which is important for successful social-economic development of the state and concurs to screen out the factors, which prevent a social-economic development, facilitates the development and following improvement of regulatory framework. In view of the stated above, the scientific researchers in this area are relevant and timely within the period of search for the priorities of national economic policy. Methodology. Methodological backgrounds of research formation of standing development of Ukraine are scaled by means of complex scientific knowledge, which let to consider this problem as a complicated phenomenon. On the background of studying about internal and outside surroundings of the country (SWOT-analysis), central place theory, and others scientific approaches, an idea of standing development of Ukraine is a complicated systematic category.
The purpose of this article is to analyse the current state of fighting corruption as one of the negative phenomena that hinder the economic development of the state, parasitizing the whole body of Ukrainian society. It is emphasized that existing in society, being a product of social relations, corruption permeates various social spheres of society, deforms various groups of social relations. It is appropriate that a narrowly chosen approach to preventing such a negative phenomenon significantly reduces the effect of such an activity and, as a result, does not enable to form an autonomous system that would be resistant to other accompanying risk factors. It is worth paying attention to the problems that are gaining the objective acuteness in recent times and are to oppose the state regulation of the economy by administrative methods and the so-called “freedom” of the development of economic relations. The need for operational intervention in the economy by state institutions through the adoption of managerial decisions, taking into account the growth of the global economic crisis, produces a separate phenomenon – economic corruption. However, the strong link between the social and economic spheres indicates the need for a comprehensive counteraction to such a socially dangerous phenomenon. Along with this, the determinants of the spread of corruption in Ukraine are characterized by their social nature, and less – by an economic one. It is stressed that corruption can be considered as a kind of social corrosion, which erodes and destroys public authorities, in particular, the state and society as a whole. The article reveals the content and significance of corruption, its types and forms. It is indicated that corruption – a social phenomenon that has a social conditionality and rules of social development and influence on social processes. The social nature of corruption manifests itself first of all in the fact that it has historical origins and social preconditions. Practical importance of the scientific research is to find out the causes and consequences of corruption for the economic development of the state, which is extremely important for improving the current legislation of Ukraine, which cannot be effective without conducting a high-quality anti-corruption expertise, built on a clear mechanism for conducting such an examination and reliable, validated methodologies. Methodology. The methodological foundations of the study of corruption are determined by a set of methods of scientific knowledge, which allow considering this problem as a multidimensional, multidisciplinary phenomenon. The research strategy, which is the basis of the integrated approach, grounds, first of all, on the following methodological principles: the formulation of a general theoretical concept; the development of cross-cutting concepts and categories that ensure the unity of the approach to the research object.
Police authorities and units are a separate link in the system of ensuring all levels of national security, including a transport one. Globalization, technological progress and urbanization are leading to an increase in vehicular transports and freight carriage, which makes it necessary to ensure transport safety. The purpose of the academic paper is as follows: to identify the factors that affect transport safety and the impact of police authorities and units of the European Union on transport safety. In order to achieve the purpose outlined the following methods have been used, namely: statistical analysis, correlation, factor analysis, generalization and analogy. It has been established that there is a positive interrelationship between the number of police officers, the number of road traffic accidents and the number of casualties on the road in Cyprus. A negative interrelationship has been proved between the number of police officers and the number of road traffic accidents in Germany, Finland, Greece, Belgium and Sweden. The positive interdependence has been revealed between the number of police officers and casualties of road traffic accidents in Cyprus, Germany, Finland, and a negative interdependence in Greece, Belgium, Sweden. It has been found that there is a low level of interdependence between the number of cars and the number of road traffic accidents in Sweden and Germany, a negative interrelationship in Cyprus, Greece, Belgium and Finland. Factors influencing transport safety have been established, namely: legislative regulation, level of introduction of innovative digital technologies, transport infrastructure, geographical location, length of roads, psychophysical factors of drivers, social ones. It has been proved that police authorities and units, taking into account other factors that affect transport safety, do not sufficiently ensure transport safety in the European Union
The article addresses the basic concepts of administrative liability for environmental crimes based on international experience and practice through the investigative method of sociological analysis. Administrative sanctions that have a positive effect on the existing legislation of countries and those that have a positive effect only in certain regions were identified. It is argued that there are administrative and legal norms that do not have much influence and effectiveness in addressing environmental problems based on the structural and comparative research methods of the system. The issue of the consciousness of man and society in violation of environmental law is emphasized as a kind of administrative responsibility due to logical-semantic and formal-logical research methods. The key elements of the effectiveness of administrative responsibility in the field of environmental crimes are highlighted. It is concluded that the analysis of the implementation of environmental policy and its relationship with the practice of administrative responsibility for environmental crimes through the use of a dialectical research method ensures maximum efficiency in the identification of the topics of this study.
