Life activity of parents raising a child with a disability as an important element of their health protectionDiagnosis of a child’s disability becomes a cause of stress that applies to the whole family, above all the mother, who most often deals with the care and upbringing of the child. Disability absorbs the physical and mental resources in the family, because much of the attention is focused on the child. Parents, and above all mothers, are tired both physically and mentally. Life activity, understood as professional activity, as well as spending free time away from home, enables disengagement from the child’s disability, which may have a beneficial effect on the improvement of well-being. The aim of the article is to present the professional activity of parents bringing up a child with disabilities, free time, tourism, and leisure outside the place of residence. The study was based on unpublished data from the Household Budget Survey BBGD 2014 and data from the study “Entrepreneurial and Consumer Behaviors in Families Caring for Children and Teenagers with Disabilities” financed by the National Center for Science OPUS 4 and individual interviews.
The presence of a child with disabilities in a family presents more challenging conditions than the presence of a non-disabled child. One of the difficulties is of financial nature. One of the parents often has to give up their job to care for the child, which shrinks the household income. At the same time, the family has higher expenses resulting from, e.g. costs of treatment. All this increases the risk of falling into poverty. The goal of this paper is to analyse the financial situation of households with a disabled child, mainly in the context of poverty, and compare it to the financial situation of households with non-disabled children. The study is based on data from Polish Household Budget Survey, covering two years, 2014 and 2016. The study revealed that families with a disabled child are generally poorer than families with non-disabled children. The financial situation improved over the studied period in both types of families, but the improvement in the families with a disabled child was much greater. The main factor in reducing the risk of poverty in both types of families is the education attainment level of the reference person (the household head), which should be at least upper secondary.
Streszczenie: Celem artykułu jest przedstawienie sytuacji dochodowej rodziny wychowującej dziecko z niepełnosprawnością na tle sytuacji dochodowej rodziny wychowującej dzieci bez niepełnosprawności oraz określenie stopnia zaspokojenia potrzeb w obu badanych grupach gospodarstw. Postawiona hipoteza zakłada, że poziom finansowy życia rodziny opiekującej się dzieckiem z niepełnosprawnością jest niższy w porównaniu z rodziną opiekującą się dziećmi bez niepełnoprawności, pomimo otrzymywanych świadczeń socjalnych, których jednym z celów jest wyrównanie poziomu dochodów. Ważną kwestią jest, z punktu widzenia udzielanego wsparcia przez państwo, określenie, jak duża jest dysproporcja między dochodami w obu typach rodzin. Druga hipoteza zakłada, że stopień zaspokojenia potrzeb, szczególnie w odniesieniu do czasu wolnego, jest niższy w gospodarstwach z dzieckiem z niepełnosprawnością. Obliczenia zostały dokonane na podstawie nieopublikowanych danych z Badania Budżetu Gospodarstw Domowych (BBGD) realizowanego przez Główny Urząd Statystyczny w 2014 r. Nierówności dochodowe w obu badanych grupach są na podobnym poziomie, jednak poziom dochodu w gospodarstwach z dzieckiem z niepełnosprawnością jest niższy w porównaniu z gospodarstwami z dziećmi bez niepełnosprawności. W przypadku gdy analiza dochodu dokonana zostanie w rozbiciu na percentyle, można zauważyć wyższy dochód w gospodarstwach z dzieckiem z niepełnosprawnością jedynie w dwóch dolnych percentylach. Gospodarstwa z grupy referencyjnej dużą część dochodu pobierają ze świadczeń publicznych -co w przypadku 16,1% tych gospodarstw stanowi główne źródło utrzymania. Zaspokojenie potrzeb w tej grupie jest niższe w porównaniu z grupą gospodarstw z dziećmi bez niepełnosprawności, szczególnie jeżeli chodzi o czas wolny i wyjazdy na wakacje.Słowa kluczowe: rodzina z dzieckiem z niepełnosprawnością, poziom życia, nierówności dochodowe.
Performing paid work is beneficial in many ways, but not every person has equal access to it because of their social and economic situation. Discrepancies in this field are especially visible in the case of mothers. The aim of the study is to assess the impact of the child’s disability on the probability of the mother taking up paid employment. The empirical analysis used a decomposition method derived from the Blinder and Oaxaca approach and the logistic regression. The analysis was based on individual household-level data from the representative Household Budget Survey for the years 2005–2020. When analysing the average from all the years, the employment rate of mothers of children without disabilities reached 70.9%, and that of mothers of children with disabilities only 40.2%. This gap was widening throughout the studied period. The lower employment rate among mothers of children with disabilities is caused in the most part directly by the child’s disability (and the resulting factors). However, the variable that had the greatest impact on the economic activity in both groups of mothers was education.
