According to the actual data of Ukraine, an analytical study of the main indicators of the Sustainable Development Goals 2 (SDG 2) was conducted on their impact on ensuring the achievement of the SDG. Depending on the type of indicator and the availability of information, the study period covers from 5 to 20 years. The study argues that food and agriculture are at the heart of the 2030 Agenda for Sustainable Development, proves and establishes key aspects of the SDG’s relationship with food security and agriculture in the global dimension and in Ukraine. In general, Ukraine has the same problems in the implementation of the SDGs and their relationship with the SDG2 as in the world, which allows the use of already developed international protocols and tools to improve the situation and ensure the achievement of the set goals. At the same time, there are a number of differences that require significant efforts from national and regional actors in solving the issues facing Ukraine in achieving the goals of sustainable development. First, the presence of contradictions, the causes of which often lie in the plane of political and/or economic corruption, and therefore it is difficult to resolve them. Second, outdated management system and the huge resistance of this system to any reforms, especially in the field of public administration. Particular attention should also be paid to established facts concerning significant differences in the values of the analyzed indicators in relation to rural and urban areas in Ukraine. The content of these processes requires deeper research and scientific discussion in further research, because only the establishment of cause-and-effect relationships will allow us to develop an effective strategy to eliminate the existing inequality for residents of urban and rural areas.
Мета. Метою дослідження є встановлення обсягу втрат продовольства та харчових відходів в Україні за 2016 р., що дозволить у подальшому розробити пропозиції щодо зменшення обсягу втрат продовольства та харчових відходів. Для досягнення поставленої мети визначено обсяг втрат продовольства та харчових відходів у розрізі видів продукції та регіонів на кожному етапі ланцюга створення вартості продовольства (харчовий ланцюг) у фізичному обсязі та кілокалоріях. Методологія / методика / підхід. Фактичні обсяги втрат продовольства та харчових відходів обчислюються за даними офіційної статистики України за методологією ФАО, яка базується на розрахунках елементів постачання (виробництва, імпорту та експорту, запасів) визначення внутрішнього споживання та елементів використання (споживання, корм, насіння, переробка, відходи), що визначає харчування (у свіжому вигляді та після переробки) з урахуванням вагових відсотків втрат продовольства та харчових відходів (у відсотках від того, що включено в кожен етап) для Європи та коефіцієнта конверсії. Розрахунки проведено в розрізі: видів продуктів (картопля, овочі, крупи, молоко, фрукти, м’ясо); регіонів з їх рейтингом щодо усереднених і загальних показників країни; етапів харчового ланцюга (виробництво, переробка та упаковка, доставка та продаж, споживання). Обсяг і структура втрат харчових продуктів і харчових відходів визначаються у фізичному обсязі та кілокалоріях. Результати. У Київській області частка втрат продовольства та харчових відходів за усіма видами досліджуваної продукції перевищує питому вагу регіону за обсягами виробництва продовольства. Вищою від усереднених даних в Україні є частка втрат продовольства та харчових відходів у Вінницькій, Волинській, Донецькій, Житомирській, Закарпатській, Івано-Франківській, Київській, Кіровоградській, Львівській, Полтавській, Рівненській, Херсонській, Хмельницькій і Чернівецькій областях. Натомість у Дніпропетровській, Запорізькій, Луганській, Миколаївській, Одеській, Сумській, Тернопільській, Харківській, Черкаській і Чернігівській областях спостерігається перевищення питомої ваги виробництва продукції цими регіонами над часткою втрат у них продовольства та харчових відходів. Така строкатість визначається переважно обсягами виробництва та, відповідно, втратами й відходами зерна, оскільки саме ця група займає найбільшу питому вагу за її обсягом у перерахунку на кілокалорії. Оригінальність / наукова новизна. Дістали дальшого розвитку експериментальні дослідження оцінки обсягу втрат продовольства та харчових відходів в Україні, визначені за методикою ФАО для усіх регіонів України за основними групами продовольства (зерно, картопля, овочі, плоди та фрукти, молоко, м’ясо) на кожному з етапів харчового ланцюга (виробництво, зберігання, переробка й упаковка, доставка та продаж, споживання). Практична цінність / значущість. Одержані результати дозволять у подальшому розробити пропозиції щодо зменшення обсягу втрат продовольства та харчових відходів у країні в цілому та для кожного з регіонів, ураховуючи їхні особливості.
The survey identified vulnerable categories of households based on their level of food security: households located in rural areas; households with four or more persons; households with four or more children; and households with average per capita total income per month below the statutory subsistence level. The results of the study confirm the hypothesis that the level and structure of food consumption is significantly influenced by the economic affordability of products. Households in rural areas as well as households with large numbers of persons have significantly lower incomes than other household groups, and these households are characterized by the lowest quality of food.
The consequences of the COVID-19 pandemic were the most devastating for food security and nutrition as a result of unprecedented depth and scale of economic downturns caused by pandemic measures. They have caused an economic downturn in 2020 in most countries around the world: per capita incomes have fallen more than ever in recent years.There is not enough scientific work aimed at comprehensively solving the problem in the economic, technological, environmental and social spheres that determine the factors and, accordingly, measures to eliminate or mitigate the effects of economic downturns, increase the resilience of food systems. The aim of this work is to deepen theoretical and methodological approaches and develop policy measures, determine the expected results and systematize implementation tools aimed at addressing food security and malnutrition in a slowdown and economic downturns. The study found that policy measures aimed at addressing food insecurity and malnutrition in the context of slowing economic growth and economic downturns include: policy measures aimed at the main channels of transmission of the impact of slowing economic growth and economic downturns; stimulating complex structural transformations in order to reduce economic vulnerability; cross-sectoral policies aimed at tackling food insecurity and malnutrition, with a special focus on poverty and inequality; making the most of trade for food security and nutrition. The main expected results of such measures are: curbing the rise in food prices or compensating for its consequences; stimulating job creation and increasing incomes; financial feasibility and sustainability of countercyclical policy; developing a balanced policy and ensuring balanced investments in favor of complex transformations. Poverty reduction policy measures are proposed, focusing on each of the main aspects of food security: physical availability of food; economic and physical access to food; food use; stability of the other three dimensions over time.
Along with conflicts and wars in many parts of the world, climate variability and increasingly complex, frequent and powerful climatic extreme weather events are undermining and undermining our achievements in the fight against hunger and malnutrition. The problem of hunger is much more acute in those countries where agricultural systems are extremely sensitive to changes in rainfall and temperature and severe drought, and agriculture itself is a source of livelihood for a large part of the population. In modern scientific thought, domestic scientists in solving the problem of extreme weather events and climate change focus on improving the productivity of specific products or industries. However, scientific work aimed at comprehensive solutions to economic, technological, environmental and social issues that determine the factors and, accordingly, measures to eliminate or mitigate the effects of climate change, increase the resilience of food systems to them, is not enough. The purpose of this work is to deepen theoretical and methodological approaches and develop measures to increase resilience to climate change in order to ensure food security and quality nutrition. According to the results of the study: 1) identified the main manifestations of climate variability and extreme climatic events that affect the formation of food potential in recent decades, increasing temperatures and amplitudes of their fluctuations, strong spatial variability of precipitation, changes in seasonality, severe droughts, severe floods and storms); 2) systematized manifestations of climate variability and extreme climatic events that affect the formation of food potential and nutrition (increasing malnutrition due to severe droughts; increasing susceptibility and vulnerability to extreme climatic events; declining productivity; falling production; volatility in food prices; loss of income by the population); 3) identified factors to ensure the effectiveness of policies and measures to eliminate climate risks (assessment of climate risks as a basis for planning policies, programs and methods of work; scientific and interdisciplinary knowledge to support technological decisions; accumulation and dissemination of knowledge about best practices in creating resilience to external influences, approaches to local decision-making with a wide range of stakeholders, empowerment of women and vulnerable groups, integration of measures to increase resilience to climate change of the food system as a whole, organization of stable long-term large-scale funding); 4) proposed tools and measures for the implementation of policies and measures to address climate risk and climate warning systems and early warning systems, emergency preparedness and response measures, measures to reduce vulnerability, social protection systems to help cope with shocks, transmission mechanisms risk and organization of financing based on forecasts; management mechanisms to help cope with climate risks and natural disasters).
