The article considers the essential features of rural development as a multi-vector process, which not only involves economic growth in rural areas, but also requires its adaptation to human behavior, social and political structure of rural communities and their involvement in development processes. It also reflects systemic positive changes in rural areas, which are initiated "from bottom" and supported "from top". In this concept of rural development, inclusiveness is inherent. The authors show that the development of the concept of "inclusive rural development" took place in the process of enrichment and specification of the theoretical concepts of sustainable development, inclusive growth and inclusive development in relation to the rural sector of society. This concept denotes a development whose result consists in the creation of proper conditions for the rural population for such purposes as: the use of land and other local resources in the economic activities; adequate distribution of the results of economic growth in the agriculture and other sectors of the rural economy; and participation in social and public life for the consolidation of communities and observance of human rights. Such development leads to the reduction of poverty, overcoming the economic, social and political exclusion of people residing in rural areas. It is pointed out that ensuring the inclusive development is a function of the state regulation of national economy. To implement it in Ukraine, it is necessary to ensure, first of all, the implementation, in the regulatory and legal framework, of the global goals of sustainable development and the objectives for their achievement. Summary The government of Ukraine aims to transform the country into an ‘agricultural superpower at the international level’ with the hope that the sector will gain high foreign currency earnings and become ‘the engine of national economic development’. The large agribusiness corporations have willingly responded to these calls. However, placing hope solely in the corporate sector is inadequate as the key role of agriculture to create business diversity and achieve rural social and environmental objectives will remain unfulfilled. Many other national economies have experienced ‘the offensive’ of capital on agriculture during the twentieth century, with associated negative consequences, thus encouraging them to adopt more balanced agrarian policies which benefit the whole rural population. Utilisation of Ukrainian agricultural potential as an economic growth engine requires a fundamental change in the interpretation of its purpose, which is currently focused on profit‐making export‐oriented commercial activity. The multifunctional nature of the sector needs to be emphasised, the purpose of which is not only the production of agricultural and food products, but also the creation of public benefits, such as the development opportunities and means for existence for 14 million Ukrainian rural inhabitants, maintenance of ecological balance, regeneration of soil fertility and preservation of rural landscapes.
Uncertainty and variability are key challenges for climate change adaptation planning. In the face of uncertainty, decision-making can be addressed in two interdependent stages: make only partial ex ante anticipative actions to keep options open until new information is revealed, and adapt the first-stage decisions with respect to newly acquired information. This decision-making approach corresponds to the two-stage stochastic optimization (STO) incorporating both anticipative ex ante and adaptive ex post decisions within a single model. This paper develops a two-stage STO model for climate change adaptation through robust land use and irrigation planning under conditions of uncertain water supply. The model identifies the differences between decision-making in the cases of perfect information, full uncertainty, and two-stage STO from the perspective of learning about uncertainty. Two-stage anticipative and adaptive decision-making with safety constraints provides risk-informed decisions characterized by quantile-based Value-at-Risk and Conditional Value-at-Risk risk measures. The ratio between the ex ante and ex post costs and the shape of uncertainty determine the balance between the anticipative and adaptive decisions. Selected numerical results illustrate that the alteration of the ex ante agricultural production costs can affect crop production, management technologies, and natural resource utilization.
