Introduction. The development of the New Ukrainian School requires the search for productive technologies that support students' personal growth. Reading skills are leading and form the basis of students' educational and cognitive activity. W artykule omówiono podstawowe strategie wielopoziomowej polityki edukacyjnej Kanady dotyczące kształcenia zawodowego nauczycieli do pracy w klasach podstawowych w odcinku historii lat 1950-2010. Ujawniono podstawowe cechy regionalnego poziomu polityki edukacyjnej i jej wpływ na zmianę w odniesieniu do organizacji, merytoryczno-technologicznego zapewnienia procesu kształcenia nauczycieli szkół podstawowych w prowincji Alberta. Ustanowiono wzmocnienie więzi między instytucjami oświatowymi a wartościami publicznymi w jurysdykcji prowincji i instytucji państwowych. Wyjaśniono wpływ finansowania publicznego na rozwój form kształcenia nauczycieli, zgodnie z ówczesnymi priorytetami państwowej polityki edukacyjnej. Według wyróżnionych i scharakteryzowanych przez nas w poprzednich badaniach etapów stwierdzono, że do kształtowania polityki edukacyjnej w kontekście kształcenia nauczycieli szkół podstawowych zaangażowano środowisko eksperckie, Rady Rodziców, społeczności lokalne i urzędnicy (prowincje). W liberalnych warunkach ówczesnej przestrzeni edukacyjnej Kanady nastąpiło powstanie szkół czarterowych (Charter schools), które zostały założone przez nauczycieli, rodziców lub stowarzyszenia społeczne i działały zgodnie ze statutem we współpracy z władzami lokalnymi lub krajowymi. Ustalono, że polityka edukacyjna dotyczyła również szkolenia, rekrutacji i edukacji nauczycieli. Badane są strategie instytucjonalnego regulowania przygotowania nauczycieli do pracy w klasach podstawowych, a mianowicie: rekrutacja i szkolenie nauczycieli, edukacja nauczycieli (podstawowa i ciągła), rozwój edukacji zawodowej, zatrudnienie i warunki pracy, motywacja, zachęty i nagrody, standardy nauczyciela, zarządzanie szkołą. Zgodnie z wynikami badań historyczno-pedagogicznych polityka edukacyjna rządów Kanady została ujawniona w wybranych ramach chronologicznych, mających na celu przezwyciężenie braku personelu zawodowego, dominację imperatywu polityczno-ekonomicznego w kształtowaniu publicznej polityki edukacyjnej, sfery prywatnej na zasadach wielokulturowości, uwzględnienia różnorodności i restrukturyzacji, zmian demograficznych.

У статті висвітлено порівняльну характеристику навчання учнів у початкових школах Канади та України. Розкрито особливості освітньої політики Канади щодо організації навчального процесу у початкових школах, що функціонують у різних провінціях та на територіях цієї країни. Кожен із федеративних суб'єктів має законодавство, що забезпечує освітню політику, навчальні програми та практику початкової та середньої освіти. Охарактеризовано структуру систем початкової освіти та подано її найсуттєвіші особливості в географічних та територіально-адміністративних межах Канади. За результатами компаративного аналізу з'ясовано та подано особливості організації навчання в початкових школах та їх структур, оцінювання навчальних досягнень учнів, вимоги до навчального простору та взаємодії з батьками в початкових школах Канади й України. Ключові слова: Канада, організація навчання, освітня політика Канади, початкова освіта, провінції, система освіти.
The article analyzes the demographic and economic ties and describes the social and cultural factors that in Canada in the 1950 -1990s determined changes in the tasks, organization, and training of teachers to work in primary school, taking into account the cultural needs of the population and government education policies. The application of historical and genetic as well as comparative methods of documentary sources analysis made it possible to identify the social and cultural-regional conditionality of the tasks and content of teacher training and their preparation for work in primary schools in different provinces. The article highlights the main contexts according to which the professional training of Canadian primary school teachers was carried out: historical, multicultural, traditional cultural, pedagogical, and religious. As a result of the comparative analysis of historical development, it was found that in Canadian cities such as Montreal, Toronto, and Vancouver there were concentrated large settlements of migrants, which played a dominant role in social and cultural development of Canada. Two main vectors of teacher training, multicultural and cross-cultural, which met the requirements of Canadian social environments and educational policy of Canadian governments, are studied. The training programs for primary school teachers in the provinces of Quebec, Ontario, and British Columbia, initiated mainly by the federal government of Canada, are described. The Government of Canada, together with the Ministries of Education, colleges and universities, has been found to have influenced the training of Canadian primary school teachers by creating a variety of educational programs best suited for the needs of society.
