The relevance of the subject matter derives from the need to select the most effective technical solution at the stages of pre-design studies and design of irrigation systems when performing innovative projects. The purpose of this study is to develop a decision support system (DSS) that would serve as an analytical and advisory tool for conducting complex research at the stages of pre-project preparation and design of irrigation systems. The leading approach underlying the solution of the subject matter is the functional modelling methodology integration definition for function modelling (IDEFo). This article presents the architecture of the software product, which shows the main subsystems of the DSS and reflects their interrelations. The implementation of the DSS in the form of a software product based on the provisions of the recommendations will automate the process of selecting alternatives (analogues) for elements of irrigation systems in specific conditions and provide information support for decision-making at the stages of pre-design studies and design, and also increase quality control and improve efficiency of managerial decision-making by 10-15% and reduce the total cost of organizing pre-design studies and designing irrigation systems by 3-5%. Purpose: to analyze the main documents affecting water relations in land reclamation industry when using the concept “canal”, to identify the existing contradictions in connection with the ambiguous interpretation of this concept, to make proposals on amendments to the Water Code of the Russian Federation. Materials and Methods. The material for the research was legislative documents, data from reports of the Federal State Budgetary Scientific Institution “RosNIIPM”, open sources on the Internet, scientific and technical literature, reference dictionaries. Research methods were data collection, processing, analysis and synthesis of data. Results: the conducted research has shown the consequences of the formulation of insufficiently defined positions in the legislative documents of the highest level. The evolution of the term “canal” definition is considered. The reasons which consist of the substitution of concepts and the inaccuracy of definitions, and often their absence, due to which reclamation canals cannot be water bodies are considered. Significant essential signs of the difference between natural water transporting objects (river, stream) and artificial (canals) are given. A proposal to make amendments to the Water Code of the Russian Federation has been developed. Conclusions: during the study, the need to make amendments to the Water Code of the Russian Federation in Article 5, p. 2, sub. 2: “…2. Surface water bodies include... 2) watercourses (rivers, streams, canals)...”. According to the authors, these formulations should be changed to: “…2. Surface water bodies include... 2) watercourses (rivers, streams, canals included in the List of canals classified as water bodies...”. The list of canals classified as water bodies must be established by order of the Russian government.
Цель исследования-провести анализ научной и нормативно-технической литературы для выявления этапов применения типовой проектной документации при строительстве мелиоративных объектов на оросительных системах и выявить достоинства и недостатки систем типового проектирования. В результате исследований установлено, что типовая проектная документация имеет ряд преимуществ в использовании, таких как экономические, технологические и социальные, но также имеет и отрицательные стороны в использовании в части соблюдения авторских прав. В современных условиях принципы типового проектирования претерпевают изменения и в практику внедряется проектная документация повторного использования, экономически эффективная проектная документация повторного использования и модифицированная проектная документация, ориентированная в первую очередь на капитальные сооружения. Системные мероприятия, в т. ч. применение типового проектирования, проведенные руководящими структурами страны в 60-х гг. прошлого века, позволили сократить сроки ввода в эксплуатацию оросительных систем и увеличить их площади более чем в четыре раза. Масштабное внедрение типового проектирования оросительных систем позволило добиться разносторонних положительных результатов в экономической, технологической и социальной сферах. Типовое проектирование оросительных систем в современных условиях претерпевает тенденции перехода на новые принципы, которые пока сдерживаются уровнем потребности в орошаемом земледелии, недостаточностью развития законодательной и нормативно-технической баз.
