Many countries face with a shadow economy today. This phenomenon is a real problem for the governments, especially in the context of significant upheavals, reducing fiscal potential, distorting the development indicators and complicating any analytical conclusions about the state of the economic system. Given these facts the study analyses the problem of shadow industry in the Ukraine’s regions, in particular by evaluating the integral index of financial and economic security of the industry. Its goals are: 1) development of the theoretical and applied approaches to the impact of the shadow economy on the public administration in relation to financial and economic security of industry in the regions of the country; 2) improvement of the methodology for governmental policy analysis of the level of the shadow economy in the said industry. Recommendation of the public policy measures to reduce the level of shadow industry in the regions were also presented. The method of analytic hierarchy process, the expert methods and the method of calculating the integral index as research methods were used in the study. Based on the analysis conducted, the matrix of strategic zones “Level of the shadow economy - level of the financial and economic security” was constructed. The proposed matrix should be useful in taking public management decisions, depending on the strategic area in which the region is located.
The article is concerned with identifying and studying factors affecting digital business formation and development process in order to form tools for affecting the digital business. The novelty of this research paper is establishing causes increasing the volume of digital business and the dependence of its growth rate on the existing factors. The authors define the concept of digital business as an entrepreneur activity (providing electronic commerce, electronic services) in the Internet for making a profit with the help of information and communication technologies that blur boundaries between the real and virtual worlds. The digital business structure is studied and analysed. It is generally distinguished 4 sectors (electronic financial services; electronic commerce; electronic education and training; other electronic transactions). The authors prove that modern digital business model has been transformed from a 4-sectoral into a 3sectoral one, including electronic commerce, electronic financial services, electronic education and training. It is suggested to study and define factors affecting the development of digital business according to sevenstage sequence of digital business evaluation. The hypothesis concerning a set of digital business factors is proposed and 24 factors affecting digital business are identified, among which 8 factors mostly affect the digital business market of the European Union. The authors also distinguish influencing factors which are common for all three sectors of digital business, such as: Internet use by individuals, proportion of people using the Internet to order goods or services, the level of household Internet access. The methodology of the given research is based on scientific and verification principles, comparative, structural and system analysis.Applying economic and mathematical methods, it has been investigated the correlation between the digital business and the main factors affecting it. The correlation density between the outcome feature and influencing factors using a determination coefficient is estimated. The given research proves that factors are multicollinear between each other. It has been revealed the correlation between the EU digital business volume and chosen factors.
Abstract. The article presents the research into the issues of operation and modernisation of fixed assets that is of particular importance in conditions of investment development by machine-building enterprises at the modern stage of the economic development of Ukraine. Investments targeting particular facilities (buildings, transportation means, and equipment) stress the relations between investments and fixed assets. Modernisation seen as improvement of functional features of equipment, taking into account the stimulating factors, helps increase the production quality indicators.Key words: modernisation, fixed assets, fixed assets operation, life cycle of fixed assets, factors of modernisation, improvement of fixed assets, machinebuilding enterprises, depreciating of fixed assets. Problem statementThe importance of material factors of production -the fixed assets -has increased during the past years. The increase of production volume occurs due to the effective use of productive fixed assets. Economic efficiency of machine-building enterprises depends on certain indexes. One of the basic indicators is production capacity of fixed assets. The basic problem of fixed assets operation is their maintenance, renovation and successful exploitation for further work at the enterprise. The solution of this problem can be facilitated through extensive study and research into modernisation as renovation of the active (productive) part of fixed assets and improvement of production quality indicators (labour productivity, quality of products, operating lifetime). Considering that repair works can fully renew primary properties and prevent premature wear one can state that there is possibility to maintain successful operation of fixed assets. Today management of machine-building enterprises of Ukraine practically does not use the system of preventive maintenance, that negatively affects maintenance, modernisation and use of fixed assets. So the issue of fixed assets operation efficiency comes to the forefront in studying and researching the enterprise activirties. The article is presented the empirical research of modern mechanisms for the implementation of public-private partnership models in foreign economic activity, based on the analysis of the world practice of implementing such projects. The research hypothesis is formulated as follows: to restore the national economy of Ukraine in the post-war period, it is expedient to define a system of features of public-private partnership projects. The methods of scientific research were applied to research the private and public partnership models: theoretical generalization and systematization, comparison and grouping, graphic images, etc. (to empirical research of modern mechanisms for the implementation of public-private partnership models in foreign economic activity); methods of comparison, grouping and systematization (to determine the specifics of the implementation of each of the PPP models). The study is due to the growing importance of public-private partnership projects in the world, which are considered tools for solving urgent problems between the public and private sectors in various types of economic activity of the national economy. Based on the results of the research, the classification of types of public-private partnership has been improved, and the features of public-private partnership models have also been determined. The research highlights the elements of the theoretical system of PPP models in foreign economic activity for Ukrainian economy at the conditions of post-war period. The obtained results impact to develop the recommendations for the formation and implementation of modern PPP models for Ukrainian economy at the conditions of post-war period. The division of PPPs in foreign economic activity was carried out according to the following characteristics: according to the purposefulness of the formation of partnership relations; by the nature of interaction in foreign economic activity; by types of industrial activity, to which foreign economic entities (states) contribute; by the degree of private sector participation; depending on the spatial dimension.
