Penelitian ini bertujuan untuk mengetahui kontribusi kohesivitas kelompok dan komunikasi interpersonal, baik secara sendiri-sendiri maupun bersama-sama terhadap komitmen organisasi guru SMA Negeri di Kecamatan Bagan Sinembah Kabupaten Rokan Hilir. Penelitian ini dilakukan di Kabupaten Rokan Hilir dengan subjek penelitian adalah guru SMA Negeri di Kecamatan Bagan Sinembah. Metode yang digunakan adalah survei dengan teknik korelasional. Populasi adalah semua guru SMA Negeri di Kecamatan Bagan Sinembah yang berjumlah 133. Dari populasi tersebut diambil sampel sebanyak 100 dengan cara Simple Random Sampling. Teknik pengumpulan data menggunakan kuesioner. Kemudian kuesioner dilakukan uji validitas dan reliabilitas untuk menentukan valid dan reliabel. Validitas butir diuji dengan menggunakan rumus Pearson Product Moment dan koefisien reliabilitas dihitung dengan menggunakan rumus Alpha Cronbach. Kesimpulan hasil penelitian menunjukkan bahwa : (1) terdapat kontribusi yang signifikan kohesivitas kelompok terhadap komitmen organisasi guru SMA Negeri di Kecamatan Bagan Sinembah Kabupaten Rokan Hilir, yaitu sebesar 34,5%; (2) terdapat kontribusi yang signifikan komunikasi interpersonal terhadap komitmen organisasi guru SMA Negeri di Kecamatan Bagan Sinembah Kabupaten Rokan Hilir, yaitu sebesar 25,7%; dan (3) terdapat kontribusi yang signifikan kohesivitas kelompok dan komunikasi interpersonal secara bersama-sama terhadap komitmen organisasi guru SMA Negeri di Kecamatan Bagan Sinembah Kabupaten Rokan Hilir, yaitu sebesar 40%. Hasil penelitian ini diharapkan berguna bagi perbaikan dan peningkatan komitmen organisasi guru SMA Negeri di Kecamatan Bagan Sinembah Kabupaten Rokan Hilir dengan cara meningkatkan kohesivitas kelompok dan komunikasi interpersonal.
Penelitian ini bertujuan untuk mengetahui: 1) hubungan antara motivasi kerja (X1) dengan kinerja guru (Y), 2) hubungan antara kompensasi (X2) dengan kinerja guru (Y), 3) hubungan antara motivasi kerja (X1) dan kompensasi (X2) secara bersama-sama dengan kinerja guru (Y). Metode analisis yang digunakan dalam penelitian ini adalah metode kuantitatif, kemudian data dianalisis dengan mengunakan analisis deskriptif, analisis statistik inferensial dan pengujian hipotesis. Koefisien reliabilitas instrumen dihitung dengan menggunakan rumus alpha cronbach. Metode penarikan sampel menggunakan rumus Slovin dimana populasi dalam penelitian adalah guru di Sekolah Menengah Pertama Negeri se Kecamatan Mandau Kabupaten Bengkalis yang berjumlah 190 orang dan diambil sebanyak 129 orang sebagai sampel. Berdasarkan hasil penelitian diperolah simpulan: menunjukkan adanya hubungan positif antara motivasi kerja dengan kinerja guru sebesar 0,226, dan terdapat hubungan positif antara kompensasi dengan kinerja guru sebesar 0,191. Sedangkan secara simultan hasil penelitian menunjukkan adanya hubungan positif antara motivasi kerja dan kompensasi dengan kinerja guru sebesar 0,332.
The objective of this study was to analyze the implementation of ‘Permenpanand Birokrasi’ No. 16/2009 on Teachers’ Functional Position and their credit points and itsimpacts on elementary school teachers’ career development at state elementary schools (SDNs)in Kandis Sub-district, Siak District. The study focused on (1) teachers’ understanding of thecontent of the ministerial decree, (2) the procedures of teacher promotion in accordance withthe ministerial decree, (3) the impacts of the implementation of the ministerial decree on theteacher promotion. The study employed the qualitative approach with descriptive method andthe data were collected using interview, observation and documentation. The interview dataindicated that more than fifty percent of the government employed teachers did not understoodthe contents of the ministerial decree because they were not much kept informed by thegovernment through the department concerned. Half of the remaining respondents did notbother about their promotion. The findings of the research also showed that a small number ofteachers understood the contents of the ministerial decree but they found it difficult to deal withthe promotion process. The Ministerial Decree for Empowerment of National Apparatus andBureaucracy No. 16/2009 has given a positive impact on teachers’ promotion and careerdevelopment and also has given a negative impact on the teachers’ career development in theform of no payment for their professional allowance and the postponement of promotion withinsix years.
The focus of this research is the implementation of community-based education (PBM) in PKBM Hangtuah and PKBM Sari with research subfokus: (1) Understanding of institution leadership on PBM; (2) Implementation of planning process, organizing, leading and controlling curriculum in PKBM studied; (3) The way of institution leadership in ensuring all PKBM learning activities to be run in accordance with the work program (running a smooth ship). This research uses a qualitative approach where researchers describe the phenomena obtained during the research on the implementation of PBM in PKBM studied. Data collection techniques used include (1) interviews, (2) observation, (3) documentation study. As for techniques to check the validity of the data using triangulation data. Data analysis techniques using data reduction, data presentation, verification or conclusion. The conclusion of this study are (1) Understanding PKBM leaders Hangtuah and PKBM Sari pertained good to PBM. The leaders of both institutions understand the concept of PKBM established from, by and for the community, knowing operational guidelines for the implementation of PKBM and has conducted the management of PKBM in accordance with the technical guidelines, knowing the technical service program and the obligations of PKBM and knowing the community needs around PKBM; (2) The leaders of both institutions have done a good planning, organizing, leading and controlling process. In the process of planning, the leaders of both institutions have set goals but do not include all the existing stakeholders, have institutional development strategies, although they are incomplete, and have job descriptions and schedule of PKBM activities. In the organizing process, both leaders of PKBM institutions have been managing in accordance with their vision and mission, determining strategies and targets that include the outcome criteria, quality and time constraints even though the document on this matter is not fully owned, and holds an internal meeting of the agency to carry out the review this is not done routinely. In the process of controlling, the leaders of both institutions often control the activities of the agencies in the field, often check the conditions in the field and explore information about the course of an activity to know the weaknesses and mistakes in the field, directly reprimand and make corrections to the mistakes that occur and provide input and warning to tutors and residents learn. (3) The leaders of both institutions have ensured that all learning activities work well through observation and direct action to the field and by communicating with staff, study residents and tutors consistently from time to time, rarely assessing tutors or teachers, assessment is done, it is well documented, has supervision in the academic field but this is not done regularly or consistently, PKBM Hangtuah leadership has conducted supervision in the field of lifeskills consistently by joining the field during the event held, while the leadership PKBM Sari do not do it consistently.
Sejalan dengan diberlakukannya UU No. 6 Tahun 2014 tentang Desa dan Peraturan Pemerintah Nomor 43 Tahun 2014 tentang Peraturan Pelaksanaan UU No. 6 Tahun 2014 telah membawa perubahan di bidang hukum dan administrasi, yang ditandai dengan adanya pengakuan akan otonomi desa dalam penyelenggaraan pemerintahan di desa. UU Desa juga memberi jaminan yang lebih pasti bahwa setiap desa akan menerima dana dari pemerintah melalui anggaran negara dan daerah yang jumlahnya berlipat, jauh diatas jumlah yang selama ini tersedia dalam anggaran desa. Kebijakan ini memiliki konsekuensi terhadap proses pengelolaannya yang seharusnya dilaksanakan secara profesional, efektif dan efisien, serta akuntabel yang didasarkan pada prinsip-prinsip manajemen publik yang baik agar terhindar dari risiko terjadinya penyimpangan, penyelewengan dan korupsi. UU Desa membawa misi utama bahwa negara wajib melindungi dan memberdayakan desa agar menjadi kuat, maju, mandiri dan demokratis sehingga dapat menciptakan landasan yang kuat dalam melaksanakan pemerintahan. Dengan demikian pembangunan desa diharapkan dapat meningkatkan kesejahteraan masyarakat dan kualitas hidup manusia Indonesia. Pembangunan desa akan berdampak positif bagi upaya penanggulangan kemiskinan melalui penyediaan pemenuhan kebutuhan dasar masyarakat, pembangunan sarana dan prasarana, pengembangan potensi ekonomi lokal dan pemanfaatan sumberdaya alam dan lingkungan secara berkelanjutan.
