The results-oriented management reforms fostered by the New Public Management movement are often argued to emphasize the search for efficiency, quality and other typical market values at the expense of democratic accountability. On the other hand, challenging this view, some authors claim that results-based management reforms have the potential to enhance political accountability and representative democracy. There is however, limited empirical evidence of this relationship. This article uses some of the findings from a comparative study of public management evaluation systems in four Latin American countries to illuminate this relationship in practice. We discuss the fact that, in two of the four countries surveyed, the design features of the new systems were based on the explicit search for increased political accountability and the deepening of democracy. We also discuss the possible causes for the finding that the outcome and performance information generated is not being applied for decision-making purposes yet, as expected.
El peso de las AsociacionesResumen 1 : Los arreglos institucionales a través de los cuales se implementan los servicios sociales pueden afectar la medida en que los derechos reconocidos son realmente ejercidos por las personas. Dado lo inexplorado de esta temática se realizó un catastro de los servicios sociales dirigidos a la infancia y a los adultos mayores en tres comunas de la región metropolitana de Chile. Se evidencia que la mayoría de los servicios sociales dirigidos a estos grupos son ejecutados bajo asociaciones público privadas (APP), que hay una presencia significativa de organizaciones no mercantiles así como gran heterogeneidad en los tipos de financiamiento de la provisión privada de los servicios y entre las institucionalidades comunales. A Case Study in the Framework of RightsAbstract: The institutional arrangements through which social services are implemented can affect the way recognized rights are actually exercised by people. Given that this issue is unexplored, a cadastre of social services for children and elderly people was conducted in three municipalities of the Metropolitan Region in Chile. It evidences that the majority of social services addressed to these groups is carried out under public private partnerships (PPP), that there is a significant presence of non-market organizations as well as high heterogeneity in the types of funding for private services supply and among the municipal institutionalities. The spread of information and, in general, its inaccessibility justified this kind of study as a first step to the evaluation of quality, equity and accountability of services, issues that imperatively need to be analyzed if we seek to determine to what extent services under PPP manage to make effective the established rights.
O presente artigo tem por objetivo examinar as novas formas de articulação das relações entre o Estado e a sociedade propostas pelo pensamento político contemporâneo. Partindo da constatação de que existe uma tendência à manutenção de uma abordagem instrumental destas relações, sob um enfoque neoconservador, afirma-se que outros paradigmas podem ser buscados. Entretanto, o conteúdo das novas fórmulas propostas ainda não estão fixados, ou são extremamente vagos, de modo que não contribuem necessariamente para conferir projeção diferente às relações, nem atribuem novos sentidos a uma e a outra esfera.
El artículo analiza los principios normativos de las políticas públicas con enfoque de derechos (PPED), su presencia en la reforma sanitaria chilena y las oportunidades y límites que su implantación abre al incremento de la equidad. Un análisis documental y de entrevistas en profundidad hechas a 40 directivos en cinco Servicios de Salud en tres regiones del país y autoridades nacionales, establecen que una insuficiente traducción de los principios de las PPED en los modos de organización y gestión del sector, hasta ahora no considerados en los análisis previos, crean significativas tensiones sobre la equidad. Se plantea la necesidad de atender a estos factores toda vez que esté en juego la implantación de una PPED.
ARTÍCULO / ARTICLERESUMEN El artículo analiza los nudos y desafíos organizacionales, de gestión e institucionales de la construcción de gobernanza sistémica en la implantación de políticas con enfoque de derechos. Adopta como caso la reforma sanitaria chilena iniciada bajo ese enfoque en el año 2004. La metodología integró un análisis cualitativo de normas legales, de instrumentos de gestión y de 40 entrevistas en profundidad efectuadas en 2009 a directivos de salud de distintos establecimientos en tres regiones de Chile. Los hallazgos muestran que en la reforma prevalece una conexión entre incentivos, cálculos privados de beneficios personales y mediciones que no favorece la gestión de las interdependencias y tiende a debilitar los valores de ayuda y cooperación mutua necesarios para alcanzar la integralidad en la solución de las problemáticas que los derechos interpelan. Se concluye, entre otros aspectos, que una aceptación acrítica de los modos de gestión y organización heredados de reformas institucionales previas, genera contradicciones con la necesidad de construir gobernanza para un enfoque de derechos.
