This study contributes to a more comprehensive understanding of the functions of social media for ENGOs (Environmental Non-Government Organization). Recently, ENGOs’ presence on social media caught public attention due to the emergence of several offline protests that were initiated online. The research used content analysis on tweets posted by two ENGOs in Indonesia. The results showed that social media was used primarily to build public awareness regarding environmental issues in Indonesia. In this case, ENGOs tries to educate the public on the causes and consequences of environmental problems. One of the issues highlighted is infrastructure development which is currently underway in Indonesia. While infrastructure development fosters long term development, the process has been associated with detrimental effects on the environment. This research also found that the public can act as a vital source of informationon environmental issues. Social media allow the public to connect virtual with the real world , thereby giving them the opportunity to participate in policy debates even in the absence of physical presence. That said, while social media is an important alternative channel for communicating positions and ideals, ENGOs still principally rely on mainstream media to reach a broader public, largely due to the digital divide that prevents certain people from active participation.
Although numerous studies have established the importance of public participation in development, in practice, the government or companies in charge of infrastructure development often obscure public perception about its potential impact on development outcomes. This research aims to provide a more detailed description of the impact of toll road construction projects with low public participation. This research is study is a case study that employed qualitative research design approach. The study provides a deeper understanding the impact that ignoring public engagement has on the construction toll road. Results of this study underscore the importance of participatory public project planning and implementation on project outcomes and impact. Specifically, results of the study showed that public disengagement in the construction of road toll impacts public perception [during the project preconstruction and construction stages; willingness to accept change in land use change that is necessary to realize the project; and ultimately the social impact of similar project. Study results are valuable inputs into decision making process on the need for participatory infrastructure development to enhance project acceptability, effectiveness and social impact; the importance of good development planning that involves taking into consideration all the scenarios during the implementation phase.
This study aims to investigate how the digital advocacy process in responding to the Klitih occurrence in Yogyakarta, Indonesia, was executed in expressing public dissatisfaction on social media (particularly Twitter), who are the actors, and how it will contribute to future social problem resolution. This study seeks the public response on Twitter regarding the Klitih accident that occurred in early April 2022 in Yogyakarta, Indonesia, by using the Twitter API executed in Python programming language. The analysis tools use qualitative content analysis through statistical analysis, sentiment analysis, emotional classification analysis, and social network analysis. We found that collective public responses on Twitter have successfully formed digital communities. This study observes two advocacy fibers; vigilantism and punitive law enforcement. Massive negative sentiments, colossal anger, and fear over how the Klitih issues are being resolved have a dissatisfaction impact through advocacy. The study's findings contended that the next step for digital advocacy lies in the presence of popular government opinion leaders in welcoming the advocacy and how strategies may be advanced by the dissatisfied party in lifting the advocacy to a greater stage. Future scholars can broaden it by applying the same methodology to the non- digital advocacy spectrum
Pembangunan infrastruktur jalan yang melalui wilayah kabupaten merupakan kegiatan pembangunan multi pihak dan multi dampak, sehingga pemerintah harus memperhatikan banyak aspek apabila melaksanakan pembangunan. Dalam rangka mencapai tujuan perencanaan pembangunan infrastruktur jalan, diperlukan partisipasi atau keterlibatan seluruh masyarakat sebagai pelaku pembangunan. Keikutsertaan masyarakat dalam pembangunan adalah kesadaran yang tidak bisa muncul dengan sendirinya, oleh karena itu kesadaran tersebut harus dibimbing dan diarahkan dengan dukungan peraturan perundang-undangan yang tersistem dalam kerangka hukum nasionalIsu strategis yang menjadi permasalahan pokok perencanaan pembangunan infrastruktur jalan yang terjadi selama ini adalah : adanya inkonsistensi antar kebijakan, rendahnya tingkat keterlibatan para pelaku dan partisipasi masyarakat, ketidakselarasan antara perencanaan program dan pembiayaan, kurang transparan dan kurang efektifnya penilaian kinerja kebijakan. Secara umum mekanisme perencanaan pembangunan nasional, daerah, dan sektoral harus disesuaikan dengan kebutuhan, karakteristik, kondisi, potensi daerah, yang selanjutnya secara bertahap perencanaan pembangunan sektoral dan daerah menjadi bagian dari perencanaan pembangunan nasional. Perencanaan pembangunan sektoral, khususnya pembangunan infrastuktur jalan, tidak terlepas dari sistem perencanaan pembangunan nasional, karena perencanaan pembangunan sektoral yang dibidangi oleh kementerian negara maupun pemerintah daerah melalui mekanisme yang sama dengan sistem perencanaan pembangunan nasional.
