<p>En el presente estudio se cuantificaron y sistematizaron cuatro indicadores ambientales concernientes al quehacer diario de la Universidad Nacional de Costa Rica. Se estableció la línea baseen el año 2011 y a partir de esta se plantearon y ejecutaron medidas ambientales para alcanzar los objetivos y metas propuestas para prevenir, reducir, restaurar o compensar el impacto ambiental negativo que está ocurriendo. Específicamente, el objetivo de este estudio fue verificar el comportamiento de la demanda institucional de energía eléctrica, agua, combustible fósil y papel para el periodo 2011-2014 y así determinar si las acciones de mejora implementadas resultaron efectivas. Los datos mensuales utilizados en el análisis fueron suministrados por múltiples actores internos y externos para cada campus, recinto y estación, posteriormente se sumaron para obtener valores totales anuales; estos valores se dividieron por la población universitaria para obtener también indicadores per cápita. El principal resultado es que a nivel per cápita se continúa disminuyendo anualmente la cantidad de estos recursos consumidos en la institución. Los resultados obtenidos parecen ser un reflejo de mejoras en la implementación de políticas y acciones, que integran a la totalidad de la población universitaria –personal funcionario y estudiantes-, encaminadas hacia un desarrollo sustentable en la institución.<strong></strong></p>
Resumen: Para el análisis de los factores de éxito de la gestión de los residuos sólidos valorizables de la Universidad Nacional se realizó un estudio de la línea base sobre aspectos técnicos agrupados en cuatro áreas: planificación para la gestión, divulgación y promoción, operación y área financiera. Se elaboró una matriz de importancia relativa de elementos en la gestión de residuos de la institución con base en los resultados del estudio de los aspectos técnicos. La matriz mostró que el código de clasificación, el uso de medios para la divulgación, el transporte de residuos y el ingreso por venta de materiales son los elementos clave del proceso. El estudio también incluyó una autoevaluación cuyo índice de desempeño general se ubicó por encima de 87%. Se confeccionó un instrumento para valorar los conocimientos, actitudes y barreras que manifiesta la comunidad universitaria respecto a la gestión de residuos sólidos, de acuerdo con el cual no hubo diferencias significativas (p > 0,05) en los estratos estudiados; por tanto las estrategias de educación ambiental que se diseñen pueden ser aplicadas a los tres estratos. En cuanto conocimientos, existe confusión en relación con la separación de residuos, lo que a su vez se convierte en una de las principales barreras, además de la falta de tiempo para dedicar a actividades de capacitación. Finalmente, se realizó una valoración de externalidades y una aproximación de costos evitados que mostró cómo un escenario con proyecto de recolección selectiva tiene impactos ambientales más favorables pues logra que los costos evitados puedan generar ingresos, aunque no suficientes para conseguir un sistema autosostenible.
