This research aims to have a strategic approach to the barriers that have hampered the development of the tourism industry in Iran. This study shows the application of MADM and strategic management tools in national tourism policy-making. In this research, PESTEL analysis is used to identify and classify the barriers that hamper tourism development in Iran. Then the Friedman test is carried out to rank the barriers. Then, the DEMATEL technique is used to determine cause and effect relationships between different types of barriers. After that, Importance-Performance analysis is done to identify the barriers that are the first priority of the country and need immediate attention. Finally, a set of strategies are proposed, evaluated, and ranked by CRITIC and VIKOR methods. This study identifies the most important issues and barriers to tourism development in Iran and proposes the most effective strategies to overcome those barriers. As the current tourism development strategies in Iran are proved to be ineffective and the situation of Iran in the international tourism industry is not comparable with the high potentials of this country, a strategic approach to tourism development barriers is absolutely necessary and valuable.
Over the past four decades, portfolio selection has been one of the most important concerns of researchers, project managers, project-oriented companies, and public agencies around the world. Although numerous studies have been done in this field, still there is a room for more improvement in both theory and practice. One of the yet unspoiled topics in this field is improving and balancing the efficiency of sub-portfolios while paying attention to portfolio optimization. This study employs data-mining tools to categorize projects into sub-portfolios and rank them. Multiple Criteria Decision Making (MCDM) methods are also used to weigh the criteria on which the ranking process is based. Finally, a novel multi-objective model is designed to optimize the efficiency of sub-portfolios and the gain of the main portfolio. The model is solved by NSGA II algorithm. This study introduces a hybrid framework by which project portfolio selection process can be carried out regarding strategic alignment, cost, and risk.
Cross docks play an important role in goods distribution. In most of the common models, the capacity of vehicles is not completely used as they assume that each node is met only by one vehicle. Also, due to high cost of purchasing vehicles with high capacity, rental vehicles are used in collecting section. In this paper, a novel mathematical model is presented in which, each node can be possibly visited by different vehicles (splitting). Besides, in the proposed model, existence of open routes in pickup section has been supposed. Then, one meta-heuristic method based on the simulation annealing algorithm with two different approaches has been developed. For testing the performance of the proposed algorithm, the obtained results compared with the exact answers in both small and large scales. The outcomes show that the algorithm works properly.

PurposeThis research proposes a framework by which universities can define and implement projects that transform them into entrepreneurial universities. The framework helps decision-makers identify suitable goals and strategies, gather a list of projects to fulfill the goals and strategies and prioritize the projects and form a portfolio.Design/methodology/approachIn the proposed framework, importance–performance matrix, hierarchical strategic planning, Delphi technique, DEMATEL-based ANP and a multi-objective model are used. The mathematical model consists of four objective functions including efficiency, quality and balance maximization and also cost and risk minimization. The proposed framework is applied to Amirkabir University of Technology, Tehran, Iran, and the results are brought in this paper.FindingsThe output of the proposed framework is a portfolio of projects that aims to transform a traditional university into a third-generation one. Although the final portfolio must be customized for different universities, the proposed steps of the framework can be helpful for almost all cases.Originality/valueThe suggested framework is unique and uses both qualitative and quantitative techniques for project portfolio selection.
