АннотацияВ данной статье предпринята попытка разработки системного подхода к квантификации рисков проектов в условиях возможной интенсификации добычи углеводородных ресур-сов (в первую очередь нефти и газа) в Арктике. Целью и предметом исследования явля-ется построение логически последовательной методической концепции квантификации рисков, которые имеют место при реализации арктических проектов нефтегазодобычи. Методически статья основывается на риск-ориентированном подходе к оценке рациональ-ности и целесообразности интенсификации добычи углеводородных ресурсов в Арктике. В статье сформирован системный научно-методический подход к квантификации рисков арктических проектов с использованием широкой совокупности аналитических и прогно-стических методов исследования. Компании ТЭК проявляют всё больший интерес к раз-ведке и добыче углеводородных ресурсов в Артике, что в целом является закономерным: российские запасы этих энергоносителей весьма высоки и в условиях роста спроса на энергетические ресурсы требуют рационального и интенсивного их освоения. Компании-операторы, осуществляющие непосредственные проекты добычи углеводородных ресурсов в Арктике, практически не публикуют информацию, связанную с рисками этих проектов. Но реализация арктических проектов характеризуется высокими рисками, эти риски весьма сложно оценивать количественно, поскольку получение исходной информации затруднено. В статье предложен системный научно-методический подход к квантификации и оценке рисков арктических проектов нефтегазодобычи. В методике структурированы основные типы и виды рисков, а также предложены инструменты их квантификации на основе ис-пользования методов экономико-математического моделирования и математической статистики. Результаты статьи могут быть использованы для анализа и квантификации рисков арктических проектов, связанных с добычей углеводородных ресурсов (а также других капитало-, ресурсо-и экологически емких инвестиционных проектов в сфере нефте -и газодобычи).
