This paper aims to identify several changes in the labor market structure in COVID-19 pandemic times. The context of the research is represented by the influence of the COVID-19 pandemic in the economic field, especially at the labor market level. This difficult situation could generate a negative impact in the sphere of traditional jobs and economic sectors. The main challenge for sustainable development in this new global situation is represented by human sustainability. Related to human sustainability, we emphasized the role played by the labor market and employability in mantling an optimal function at the social and economic level. For measuring the impact of the COVID-19 pandemic in the economic sphere, we used a quantitative design based on descriptive and inferential statistics. The research variables are represented by unemployment rates in the EU-28, employability rates, educational levels, gender, economic growth, labor mobility, material deprivation, economic freedom, and human development indicators. Empirical findings present the situation of a deep economic crisis generated by economic degrowth and by high levels of unemployment rates in the EU-28. Moreover, we have observed several predictors of employability in the new pandemic context as: material deprivation by age (in the field of young people), employment rate by education (tertiary education), and economic freedom. Another important finding is related to the gender perspective. Statistical correlations estimate a positive linear correlation between gender (women) and low rates of employability in the EU-28. All these empirical results could prove valuable for scholars interested in the relations between employability and sustainability and for political decision makers involved in the effort of reducing the negative effects of the COVID-19 pandemic within national and trans-national economic systems.
This paper aims to measure the quality of all Romanian cities’ websites in 2019 and 2022, before and after the disruptive event of COVID-19. Since the official websites are the core instrument of e-governance, the changes in the quality of Romanian cities’ websites reflect the changes in the development of urban e-governance in Romania. The COVID-19 lockdowns and contact restrictions and the moving of most activities into the online environment had the potential to impact the performance of Romanian cities’ websites significantly and catalyze the progress of local e-governance. The quality of Romanian cities’ official websites was measured using an adapted survey instrument proposed by Holzer and Kim and Manoharan, Melitski, and Holzer. The tool covers five critical criteria of website quality or performance: personal data security, usability, content, services, and citizen participation. The research results may seem contrary to expectations: the improvements of websites have been incremental rather than transformational. Although our research provides only a case study, we may assert that the reform of traditional administration remains a step-by-step process. Our study’s main contribution consists in showing that the progress of e-governance is an incremental process even in a situation of emergency that requires the moving of most activities into the online environment.
The issue of employability and the development of entrepreneurship presents a real challenge, given that today’s labor market is highly dynamic. Projections made for the next twenty years indicate important changes. The present study capitalizes on a research carried out in the Romanian academic environment, within three universities. The sample included students and employers from the public sphere. Our research reveals that the services available in three Romanian universities are developing in two main directions: one concerns working with students and developing their skills to become attractive on the labor market. Another direction is one that mediates between the academic world and the business environment. The results obtained through our research capture the policies and services of higher education in order to better train students and increase their employment opportunities. The options and expectations of students regarding the insertion on the labor market are contrasted to those of employers. This is the only way we can think of functional and flexible models for educating future employees in order to be able to face the new challenges of the labor market.
Liminality is a sufficiently comprehensive concept to allow the description and interpretation of how we experience change as existing in a “betwixt and between time”. A situation of liminality implies an intrusion, always difficult to manage, of chaos, of the erratic, into the harmony of everyday life. The activation of ecological sensitivities can lead to spontaneous liminal experiences, triggered by the awareness that the world around us is a changing environment. We intend to show that notions from phenomenology, such as home-world and alien-world, allow the interpretation of climate change as a situation of liminality that we experience due to the de-familiarization of the environment. The way we understand and interpret the world we live in is based on its normality, understood as constantly experienced in our daily bodily behavior. The notion of the home-world expresses the inter-subjective way in which we experience the natural world, as a world that is already given to us. Because its environmental meanings are actively imprinted in our lived corporeality, the home-world becomes a foundational standard against which changes in the natural environment are always cognitively compared within intuitive, already-constituted terms. The same world may appear alien to us when we become aware of sufficiently significant changes in the normality of our everyday experience, associated with discontinuities or disturbances. Because it places the familiar and known in tension with the unfamiliar and unknown, a liminal experience is always, at a subjective level, epistemologically transformative. To the extent that the surrounding natural world loses its already-given character, we will perceive it as an alien-world, more or less different from the one in which we lived our daily lives.
