This article concerns digital inclusion projects in developing countries and, in particular, focuses on processes of institutionalization of such projects. Three case studies are described and analysed. The first is the Akshaya telecenter project in the state of Kerala in India. The second is a community-based ICT project in a town in a rural area of South Africa. The third is the efforts of various agencies on telecenter projects in the mega-city of São Paulo in Brazil. The cases are analysed through a simple theoretical schema derived from institutional theory. The analyses are used to derive four key processes of institutionalization, which are argued to be of relevance to all digital inclusion projects: getting symbolic acceptance by the community, stimulating valuable social activity in relevant social groups, generating linkage to viable revenue streams, and enrolling government support. AbstractThe electronic voting system of Brazil is understood to be widely trusted by the citizens of the country and international observers. More precisely, it is seen as a trustworthy mechanism of producing elections results that accurately represent the choices of the electorate. In this paper we discuss briefly the concepts of trust and trustworthiness and focus to examine the formation of beliefs regarding the latter. We argue that the belief of trustworthiness is only partly attributable to the perception of the merits of the technical system and its enactment procedures. Significant role in the formation of this belief in the case of the Brazilian electronic elections has played the the reputation of the institutional actors responsible for the elections -the Superior and the Regional Electoral Courts. We therefore conclude that, unlike common assumptions about the potential of e-government in developing countries to restore trust in government institutions which are considered untrustworthy, the production of trust in ICT-mediated government services relies on citizens' perceptions of their trustworthiness.
As Tecnologias de Informação Móveis, Sem Fio e Ubíquas figuram entre os principais temas atualmente discutidos na área de Sistemas de Informação, tanto no meio empresarial quanto no meio acadêmico. A crescente aplicação dessas tecnologias faz emergir uma série de questões relativas à sua criação, escolha, adaptação e conseqüências de utilização. Contudo, por serem tecnologias relativamente recentes, há certa confusão conceitual em torno de termos como: Tecnologias Móveis (Mobile), Tecnologias Sem Fio (wireless), Tecnologias Ubíquas, Comércio Móvel (m-commerce) e Negócios Móveis (m-business). Esses termos são utilizados em profusão, tanto no mercado quanto na pesquisa acadêmica, muitas vezes sem definição clara do seu significado. Diante desse contexto, este artigo realiza um mapeamento do estado-da-arte da pesquisa sobre as Tecnologias de Informação Móveis, Sem Fio e Ubíquas, apresenta as definições dos principais conceitos relacionados a essas tecnologias, bem como identifica lacunas de conhecimento existentes, indicando oportunidades de pesquisa. Para isso foi realizado um Levantamento (survey) na literatura existente. Os resultados revelam que o estudo dessa temática ainda se encontra em estágio inicial, sendo diversas as possibilidades de pesquisas futuras.

Resumo Este artigo tem como objetivo analisar como medidas de disponibilidade de acesso à internet e de competência de uso influenciam o uso de serviços de governo eletrônico no Brasil. A pesquisa se baseou na abordagem das capacidades de Amartya Sen para a análise dos microdados da pesquisa TIC Domicílios coordenada pelo Centro Regional de Estudos para o Desenvolvimento da Sociedade da Informação (CETIC.br), referente ao ano-base de 2013. Para o tratamento e a análise dos dados, empregou-se um conjunto de técnicas estatísticas multivariadas. Os resultados indicam que nas classes C, D e E o aumento da chance de uso de serviços de e-gov é fortemente influenciado pela disponibilidade de acesso à internet em casa ou no trabalho (acesso individual), assim como pela maior competência de uso de outros recursos da internet.
