In March 2008, the passage of a law to amend grain export taxes in Argentina led to a clash between rural organizations and the national administration. Given its characteristics and political consequences, this clash was one of the most significant events of the Kirchnerist administrations and one of the most outstanding agrarian conflicts in Argentine history. An analysis of it in the context of Argentina’s specific pattern of capital accumulation, in which land appropriation by the industrial sector is significant in explaining valorization capacity, shows how economic determinations affected the political actions of the pertinent social subjects and how the conflict was resolved in favor of the rural bloc. En marzo de 2008, la aprobación de una ley para modificar los impuestos a la exportación de granos en Argentina condujo a un enfrentamiento entre las organizaciones rurales y la administración nacional. Dadas sus características y consecuencias políticas, este choque fue uno de los más significativos durante las administraciones kirchneristas y uno de los conflictos agrarios más destacados de la historia argentina. Un análisis del mismo en el contexto del patrón específico de acumulación de capital en la Argentina, en el que la apropiación de la renta de la tierra por parte del sector industrial ayuda a explicar la capacidad de valorización, da cuenta de cómo los factores económicos afectaron las acciones políticas de sujetos sociales pertinentes y cómo fue que se resolvió el conflicto a favor del bloque rural.
En este trabajo buscaremos analizar el contenido del conflicto suscitado en la Argentina en torno a las semillas de soja genéticamente modificada, que involucró a una multiplicidad de actores sociales. En efecto, si bien el reclamo por el pago de regalías fue liderado por Monsanto, los criaderos de variedades también exigirían lo propio, aliándose con aquélla. Estas pretensiones serían enfrentadas por distintas organizaciones, entre las que destacan la Sociedad Rural Argentina y la Federación Agraria Argentina. Por su parte, también el gobierno kirchnerista enfrentaría estas exigencias, aunque con distinta vehemencia. Tras caracterizar brevemente la dinámica del conflicto, valiéndonos de documentos, notas periodísticas y entrevistas, procuraremos explicar su contenido a partir del análisis de la riqueza social en juego en el contexto de la especificidad que toma la acumulación de capital en la Argentina.
En este trabajo nos proponemos analizar algunas de las transformaciones en la producción de semillas de soja vinculadas con el conflicto desatado en la Argentina en torno al cobro de regalías por el uso propio. En particular, presentaremos la diferenciación de los capitales que intervienen en la producción de dichas semillas tras la consolidación de la biotecnología en la rama agrícola. Esto, a su vez, profundizó algunas tendencias que ya habían comenzado a manifestarse anteriormente, tales como el incremento de la inversión privada en el desarrollo de nuevas variedades y la centralización de los capitales. Esto desató una serie de conflictos, ya que los agricultores pueden reproducir semillas de soja conservando inalterada su carga genética, lo que dio lugar a la emergencia de nuevas formas de apropiar ganancias por parte de los capitales, sobre la base de limitar o impedir el uso propio.
La concepción según la cual la producción agraria argentina está dominada económica y políticamente por grandes terratenientes quienes, sobre esta base y a su turno, tienen la capacidad para influir decisivamente en el curso de la economía nacional, ha sido una constante en la historia argentina. En este artículo se realiza un examen crítico de las bases empíricas y los argumentos en que se fundamenta esta concepción en la actualidad. Con tal objetivo, en la primera parte de este trabajo se examinan los argumentos y la principal evidencia empírica que se presenta para fundamentar la existencia de una clase terrateniente económicamente poderosa. Sobre esta base, en la segunda parte del artículo se examina la potencialidad política de lo que comúnmente se reconoce como la principal organización política de la clase terrateniente argentina: la Sociedad Rural Argentina. El resultado que arrojan ambos análisis es que no existen argumentos sólidos ni evidencia empírica que fundamenten la existencia de una clase terrateniente económica y políticamente poderosa en Argentina.
