O artigo questiona as modalidades de constituição e desenvolvimento dos estudos sobre o Estado e sobre políticas públicas no Instituto de Ciencia Política da Universidad de la República, instituição de referência nesta área no Uruguai. Este caminho se inclui no processo geral de formação da sub-área, dando atenção especial às orientações particulares das dimensões de ensino e pesquisa, como objetos de estudo priorizados, bem como perspectivas teóricas privilegiadas e metodologias aplicadas. Busca-se, finalmente, identificar algumas perspectivas neste processo de definição da identidade, vinculadas a sua relação com o conjunto da Ciência Política e com o próprio objeto de estudo, e delinear os desafios para seu desenvolvimento futuro.
El presente artículo tiene como objeto de análisis la enseñanza de las políticas públicas en las licenciaturas de Ciencia Política de 11 países de América Latina. Se abordan los perfiles de los docentes, los enfoques privilegiados, los autores y textos más citados, y el sitial asignado al conocimiento producido dentro y fuera del subcontinente. Tras el análisis de 109 programas de 63 universidades, se constatan distintas matrices de formación superior de los docentes –en unas predominan las titulaciones locales y en otras las del exterior–. Lo anterior se asocia con la influencia relativa que otorgan a la producción académica nacional y extranjera al momento de elaborar las bibliografías de sus cursos. Se comprueba también la insuficiente recepción de textos producidos en otros países de la región, aunque las referencias a la producción latinoamericana han crecido progresivamente. Con diferentes grados según el país, las manifestaciones de asimilación lineal de marcos y enfoques teóricos producidos en y para los países del norte, la autorreferenciación de la producción nacional y la escasa conexión con otras propuestas latinoamericanas aparecen como los principales obstáculos para construir una “ciencia de las políticas” que, al mismo tiempo, se instituya en diálogo con la producción internacional más influyente, y resulte apta para dar cuenta de las particularidades de cada experiencia nacional y de las dinámicas regionales.
Resumen: Este artículo estudia la formación de los Licenciados en Ciencia Política de la Universidad de la República (UdelaR) y lo hace en clave comparada, a través de la consideración de un total de 154 planes de estudio de doce países iberoamericanos. También plantea la voz de los egresados de la UdelaR y sus empleadores respecto a la formación y la inserción profesional de los politólogos, mostrando los aspectos que se valoran como claras fortalezas y aquellos que se perciben como debilidades a superar en el futuro. El análisis adopta un enfoque histórico de mediana duración respecto a los procesos de construcción de una carrera y asume una perspectiva "mixta" sobre el currículum, atendiendo tanto a la presencia de contenidos como de competencias.Palabras clave: Licenciatura en Ciencia Política; inserción profesional de politólogos; ciencia política en Iberoamérica.Abstract: This article focuses on undergraduate education in Political Science in Universidad de la República (UdelaR) through a comparative approach that uses collected data on BAs in Political Science (154) in twelve Ibero-American countries. Furthermore, the study brings up the evaluation made by political scientists and their employers on education and professional work in this field, and identifies its strengths and weaknesses. The article assumes a "mixed" conception on curricula with emphasis on both contents and skills and applies a historical approach on curricula development.
Nicolás BentancurResumen En la década anterior, en Argentina, Chile y Uruguay se definieron e implementaron transformaciones de entidad en sus sistemas educativos, vinculadas a aspectos medulares como las modalidades de gestión, el mejoramiento de la calidad y equidad y la reestructuración de las formas de financiamiento, que fueron categorizadas como reformas educativas. Los nuevos gobiernos de estos tres países han prohijado recientemente revisiones profundas de dichas reformas, involucrando en la discusión, con distintos formatos, a múltiples actores políticos y sociales. De esos debates ya han derivado nuevas leyes de educación (Argentina), recomendaciones para una futura ley a enviarse al parlamento en el presente año (Uruguay) y un proyecto de ley enviado al Congreso (Chile). En la ponencia se indagará, desde una perspectiva comparada, sobre la significación y alcance de estas novedades. AbstractDuring the 90s, the governments of the three Latin American Southern Cone countries defined and implemented fundamental transformations in their education systems entailing core aspects such as management modalities, improvements in equity and quality and changes in financing mechanisms, which were categorized as education reforms. The governments of Argentina, Chile and Uruguay have recently promoted extensive reviews of such reforms, involving in the discussions, in different formats, multiple political and social stakeholders. As a result of those debates there are already new education laws (Argentina), recommendations for a future bill to be introduced into parliament in the current year (Uruguay) and a bil introduced into Congress (Chile). This paper examines, from a comparative perspective, the significance an scope of these novelties.
