SummaryThere is growing international focus on how to support more integrated approaches to addressing climate change in ways that capture synergies and minimise the trade-offs between climate change mitigation, adaptation and development. These aims are embodied in the concept of climate compatible development (CCD). But what does this look like in practice in Kenya?With a National Action Plan on Climate Change, a Vision 2030 Strategy, a new constitution and a revised Energy Policy, Kenya is at a critical cross-roads with respect to defining its energy future for the years to come. The challenge is to enable a just transition to a lower carbon economy that delivers poverty reduction and climate resilience at the same time. But thinking about who sets the terms of transition and for whom, raises key political questions about the role of actors, interests and institutions in the energy sector. In other words, who has the power to change power?Drawing on 29 interviews with government officials, donors and businesses conducted during 2013, insights gleaned from an interactive workshop with practitioners on the themes of the research, as well as available academic and grey literature, this paper explores the role of politics, actors and institutions in enabling or frustrating the pursuit of climate compatible energy development in Kenya. This is a critical time for Kenya in deciding its energy future and whether and how it will aim to make it 'climate compatible'. Issues of power and political economy will play a key role in determining technological and social outcomes: the winners and losers from different energy pathways and on whose terms and how the trade-offs between competing policy objectives are resolved. In particular political economy analysis helps to understand the potential for energy systems to meet climate, development and adaptation needs simultaneously.

The agricultural sector which contributes between 20-50% of gross domestic product in Africa and employs about 60% of the population is greatly affected by climate change impacts. Agricultural productivity and food prices are expected to rise due to this impact thereby worsening the food insecurity and poor nutritional health conditions in the continent. Incidentally, the capacity in the continent to adapt is very low. Addressing these challenges will therefore require a holistic and integrated adaptation framework hence this study. A total of 360 respondents selected through a multi-stage random sampling technique participated in the study that took place in Southern Nigeria from 2008-2011. Results showed that majority of respondents (84%) were aware that some climate change characteristics such as uncertainties at the onset of farming season, extreme weather events including flooding and droughts, pests, diseases, weed infestation, and land degradation have all been on the increase. The most significant effects of climate change that manifested in the area were declining soil fertility and weed infestation. Some of the adaptation strategies adopted by farmers include increased weeding, changing the timing of farm operations, and processing of crops to reduce post-harvest losses. Although majority of respondents were aware of government policies aimed at protecting the environment, most of them agreed that these policies were not being effectively implemented. A mutually inclusive framework comprising of both indigenous and modern techniques, processes, practices and technologies was then developed from the study in order to guide farmers in adapting to climate change effects/impacts.
The impacts of global climate change on agricultural production and food security are serious source of worry to farmers in sub-Saharan Africa. This is because their economies mainly depend on agriculture which is now affected by climate change catastrophes. The paper examines why farmers find it difficult to adapt to climate change impacts. A multi-stage random sampling technique was used in selecting 120 farmers that participated in the study. Both descriptive and inferential statistics were used in analyzing data. Major results show that the most difficult challenges faced by farmers in adapting to climate change impacts in the State were: lack of improved agricultural technologies, low adaptive capacities, and unsustainable agricultural practices. Furthermore, a framework for climate change adaptation shows that a mix of agronomic best practices, technology and innovation development and institutional and policy reforms were proposed as capable of improving farmers' adaptation capacity to climate change. The paper concluded with the recommendation that farmers' adaptation capacities to climate change need to be urgently strengthened by extension service so as to sustain agricultural production and food security even in the event of climate change.
