A strategy the villages on local tourism management is needed. This about the existence of a big payoff later tourism, If the government in a village can do a proper strategy and also the management of, course, the tourist places that already exist could well be organized. In writing this, the writer researched the government strategy villagers in local tourism management in Karangpatihan Village Balong District, Ponorogo Regency. The kind of research used in this research was descriptive qualitative. In determining, informants researchers used purposive, sampling techniques where informants. determined based on certain characteristics and data collection, use of observation, documentation, interview. The strategy took by the village administration Karangpatihan local tourism about which there is to make him tourist sites better known to more people and also with form POKDARWIS (Kelompok Sadar Wisata) Later on a tourist attraction that there could well order. And another is to promote through several media print, social media, and electronic media. Management done also is also working with POKDARWIS (Kelompok Sadar Wisata). Done by adding the spacecraft and of facilities and infrastructure. And of course, the spacecraft conducted to or facilities that are in tourist destinations.
Invesatasi sering disebut penanaman modal, merupakan pengeluaran perusahaan secara keseluruhan untuk membeli barang-barang modal riel, baik untuk mendirikan perusahaan baru maupun untuk memperluas usaha yang telah ada, dengan tujuan untuk memperoleh keuntungan khususnya pada sector pariwisata. Antusiasme pemerintah daerah belum sepenuhnya di barengi dengan agenda-agenda yang jelas dan komprehensif yang secara internal kreasikan sendiri oleh pemerintah daerah. Perumusan kebijakan investasi, penyempurnaan peraturan dan regulasi, penyusunan master-plan investasi, pengembangan sistem informasi investasi, pelayanan one-roof system atau one-stop shop, pengembangan partnership, belum kembangkan secara optimal oleh pemerintah daerah. investasi Sektor Pariwisata dimana investasi yang lakukan bidang pariwisata untuk mendukung pengembangan pariwisata terutama dalam memfasilitasi sarana parasana pariwisata dan juga destinasi pariwisata. Invetasi bidang pariwisata Indonesia sangat menjajikan hal ini di karenakan Negara Indonesia merupakan salah satu tujuan wisata yang minati oleh tourism mancanegara khususnya sector pariwisata Kota Batam.Penelitian ini bertujuan untuk; meningkatkan investasi sektor pariwisata pemerintah Kota Batam, Penelitian investasi sektor pariwisata ini menggunakan pendekatan kualitatif. Dalam analisis data, diawali dengan menghimpun data melalui metode kepustakaan (dokumentasi), observasi dan wawancara.Hasil Penelitian ini menyimpulkan; dalam mengelola sector pariwisata untuk menarik investasi pariwisata khususnya di Kota Batam dengan memberikan fasilitas baik sarana dan prasarana guna untuk menunjang prosedur pelayanannya kepada para investor dalam menanamkan modal usaha disektor pariwisata. Pemerintah Daerah Kota Batam sudah merealisasikan beberapa kegiatan kepariwisataan guna investasi dalam mengembangkan obyek pariwisata yaitu meningkatkan pengembangan obyek wisata yang dimiliki Kota Batam. Selain itu juga guna untuk investasi penguatan modal pelaku pariwisata Kota Batam.Penelitian ini merekomendasikan; Diharapkan Pemerintah Kota Batam mendorong pertumbuhan investasi sektor pariwisata, serta semakin meningkatkan pergerakkan investasi sektor pariwisata serta Pemerintah Kota Batam diharapkan lebih fokus memperhatikan perkembangan pembangunan sektor pariwisata yang dapat menyerap tenaga kerja lebih banyak lagi pada sektor pariwisata.
ABSTRACT The method used in this study is a descriptive method with a quantitative approach. Sampling technique in this research is to use porpusive sampling. The sample selected in this study were 4 companies from the banking sector belonging to State-Owned Enterprises (BUMN), which were listed on the Indonesia Stock Exchange (IDX) continuously in the 2015-2017 period. The results of the analysis that have been carried out show that the average rate of return on individual shares (Ri) of 4 shares of banking companies owned by State-Owned Enterprises (BUMN) is greater than the average market rate of return (Rm). While the average risk of 4 banking companies owned by State-Owned Enterprises (BUMN) there are 2 banking companies with risk below 1 (βi<1), namely Bank BNI and Bank BTN, then 2 banking companies with risk above 1 (βi>1 ). And the average interest rate of Bank Indonesia is at 0.51% which is the risk-free rate of return (Rf). Furthermore, by using the Capital Asset Pricing Model (CAPM) analysis method, the results obtained from the estimation that of the 4 shares of banking companies owned by State-Owned Enterprises (BUMN), there are 2 banking companies that are classified as efficient stocks, namely Bank BNI and Bank BTN shares, while The other 2 banking companies, namely Bank BRI and Bank Mandiri, were classified as inefficient stocks during this period. Keywords: Capital Asset Pricing Model Method and Investment Decision Making  ABSTRAK Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kuantitatif. Teknik pengambilan sampel dalam penelitian ini adalah dengan menggunakan porpusive sampling. Sampel yang dipilih dalam penelitian ini adalah 4 perusahaan dari sektor perbankan milik Badan Usaha Milik Negara (BUMN), yang terdaftar di Bursa Efek Indonesia (BEI) secara terus menerus pada periode 2015-2017. Hasil analisis yang telah dilakukan menunjukkan hasil bahwa rata-rata tingkat pengembalian saham individu (Ri) dari 4 saham dari perusahaan perbankan milik Badan Usaha Milik Negara (BUMN) lebih besar dari pada rata-rata tingkat pengembalian pasar (Rm). Sedangkan rata-rata risiko 4 perusahaan perbankan milik Badan Usaha Milik Negara (BUMN) terdapat 2 perusahaan perbankan dengan risiko di bawah 1 (βi<1), yaitu Bank BNI dan Bank BTN selanjutnya 2 perusahaan perbankan dengan risiko di atas 1 (βi>1). Serta rata-rata tingkat suku bunga Bank Indonesia berada pada 0.51% yang merupakan tingkat pengembalian bebas risiko (Rf). Selanjutnya dengan menggunakan metode analisis Capital Asset Pricing Model (CAPM), diperoleh hasil dari estimasi bahwa dari 4 saham perusahaan perbankan milik Badan Usaha Milik Negara (BUMN), terdapat 2 perusahaan perbankan yang tergolong saham efisien, yaitu saham Bank BNI dan Bank BTN, sedangkan 2 perusahaan perbankan lainnya, yaitu Bank BRI dan Bank Mandiri tergolong saham yang tidak efisien pada periode ini. Kata Kunci: Metode Capital Asset Pricing Model dan Pengambilan Keputusan Investasi
Strategic management is the formulation of the comprehensive plan on how to promote tourism sector and to attract investors as done by the Department of Culture and Tourism of Mataram City to increase the number of tourist visits. One of the reasons to support this tourism sector is because it is very beneficial for the growth and the development of both central and local governments. Though it is understood that developing tourism is important, in practice there are a variety of fairly complex problems which require serious attention from the local government. Such problems as the promotion of tourism itself and the investments intended for tourism sector are common matters that often appear to the public. Based on this situation, the problems of the study are then formulated. They deal with the strategies of the Department of Culture and Tourism of Mataram City in the promotion and the investment on tourism sector and the ways to manage the promotion to attract the investments.This study aimed to: (1) know the strategies of the Department of Culture and Tourism of Mataram City, and (2) describe the promotion policies the tourism sector. The study used a qualitative approach in which the data were collected by library studies, observations and also interviews.The study concluded the followings. The strategies of the Department of Culture and Tourism of Mataram City to promote tourism and attract investment were varied. They included the promotion in national and international levels, the promotion through printed media and electronic media (internet), the promotion through exhibition and tourism events, art festivals and cultural performances on the tourism objects. The ways of doing the promotion were in the forms of improving the infrastructure on tourism objects, creating regulatory guidance and supervision of the business climate in tourism, and also developing cooperation with BPPD, IHRA, ASITA and other related institutions. The obstacles that the local government faced were related to the limited number of tourism objects that Mataram has especially when compared to the other regencies in the province of West Nusa Tenggara, the inadequate human resources on tourism, the limited number of tourism experts, the limited facility and infrastructure in the objects, the lack of public’s awareness on the importance of tourism, and lack of management of the street vendors in the tourism objects.The study provides some recommendations. Firstly, it is expected that the local government improves the promotion especially on the attractions or objects which are still unknown to many tourists and increase the awareness and the active participation of the community in the tourism activities as an effort to improve the quality of tourism attractions. Secondly, considering the poor quality and quantity of human resources in the tourism sector, the central and local governments are expected to seriously address the identified problems by professionally structuring the employees with consideration on the quality and quantity of the experts in the field of tourism.
