Introduction. This research examines the process, form, ideology, and implications of power relations in the development of the open source software. The power relations are between library actors and programmers. So far, research on critical aspect of open source software is rarely done. Data Collection Method. This study used 17 (seventeen) internal and external library actors spread across 4 (four) universities in Bali as interviewees in a structured manner. Data Analysis. This study uses Foucault's theory of power relations as a 'genealogy' method and Derrida's deconstruction. Through these methods, it is hoped that the power of the actors and their relationships will be clearly identified, so that the phenomena behind the development of open source software can be uncovered Results and Discussions. The results showed that the development of university open source software starts from the idea and knowledge of the default system programmer, while the implementation in the library by the head of the library. The power relations of actors are not always parallel, but also in hegemonic and counter-hegemonic relationships. Therefore, Foucault's perspective of power relations is not absolutely applicable in the development. This power relation is influenced by the ideology of librarian, free, mutual cooperation, open source, and capitalist which has implications for libraries, librarians, and visitors. Libraries and librarians have begun to be marginalized, while the information seeking behavior of visitors has changed with the presence of open source software as an electronic library system. Conclusion. The process of developing open source software for universities in Bali shows the power relations of actors based on knowledge. Within these power relations work various ideologies that show forms of relation. The relation has implications related to the social, economic and cultural aspects of society.
Introduction. Previous research on the quality of search engines through a combination of three supporting theories is limited. This research which used the three theories aims to measure the quality of search engines based on user perceptions, utilization, and recall and precision values. The three supporting theories include recall and precision analysis, TAM (Technology Acceptance Model) and WebQual. Research methods. This study used a quantitative inferential method with questionnaires, observations, and online search. Data analysis. This study used inferential statistical data analysis techniques which used to determine the relationships among research variables. Results and discussion. Search engine Yahoo shows the highest recall value, while Google shows the highest precision value. The two search engine are well accepted and used frequently by users. The usability quality dimension has a significant effect on the utilization of Google and Yahoo, while the interaction quality dimension has no significant effect on those two search engines. Meanwhile, the dimension of information quality has a significant effect on Yahoo, however, it has no a significant effect on Google. Conclusion and suggestions. The two search engines are accepted by user. They used as online learning media in universities to provide ease of use and support user interaction.
This study examined how librarians at university libraries in Bali used e-DDC. This objective of the study was to ascertain how often e-DDC is used among university libraries and what factors affect that utilization. This study used a descriptive quantitative approach. All members of the library staff or librarians who had utilized e-DDC at university libraries in Bali made up the population and samples used in this study. Total sampling was the chosen sample method. The data were obtained through questionnaires, observations, and interviews. The findings of this study demonstrated that the library personnel preferred using printed DDC over electronic ones. As a result, they do not profit fully from using e-DDC. This was due to the fact that the information in printed DDC is more comprehensive than that in electronic form, making e-DDC utilization less than ideal. External factors like user training, accessibility, term clarity, and convenience of use affected how e-DDC was used. The DDC system must be re-maximized (upgraded) as a result, and the librarian or other library personnel must also be more receptive and adaptable to the current system in the library. The main purpose of using e-DDC is to make it simpler for users to find the needed classification numbers and to improve the processing section's unit.

Aspects related to competency, motivation and performance of the librarians need to be increased, particularly, English skills and academic in the field of librarianship. Conclusion. Work experience does not affect competency and work motivation on the performance of the librarians so that the library management needs to re-evaluate the competency of the librarian.
