El Índice de Ciudades Prósperas (City Prosperity Index, CPI por su sigla en inglés) de ONU-Hábitat propone una visión integral que considera las dimensiones económica, social y ambiental de la prosperidad. A partir del análisis comparativo de diversos índices, se considera al CPI como una herramienta eficaz para la elaboración de diagnósticos y para la identificación de retos y potencialidades de las ciudades, lo que permite apoyar los procesos de planeación; sin embargo, resulta limitado para incidir en el diseño, implementación y seguimiento de políticas públicas, ya que depende del fortalecimiento de las capacidades locales para traducir los hallazgos en acciones concretas. Algunos municipios de México han mostrado que, incorporando planes de largo plazo diseñados a partir de los hallazgos del CPI, es posible guiar a sus ciudades para hacer de ellas lugares más sostenibles, seguras, resilientes y prósperas.
Actualmente, existe un debate sobre la concentración de la población y el desarrollo en las ciudades, pues éstas muestran una tendencia a la desigualdad, lo que compromete la estabilidad social, económica y política de estas en el futuro próximo. En este sentido, es necesario dar un seguimiento y diseñar políticas adecuadas para mantener a las ciudades como un modelo equilibrado de desarrollo bajo un enfoque ambiental, social, económico y urbano. Esta investigación muestra un diagnóstico de productividad de Querétaro y su zona metropolitana, bajo el enfoque de la concepción de la prosperidad de ONU Habitat y logra identificar áreas vulnerables y definir propuestas de atención.
