Resumen��������������������������������������������������������-������������������������������������������������������po y plantear críticamente cuáles han sido las políticas de gobierno que se aplicaron para enfrentarla. Propongo algunas ideas para transformar o crear políticas públicas y comento algunos ejemplos de lo que estamos intentando, desde los espacios de la sociedad y la academia, para ordenar el territorio urbano y para conformar una política integrada de suelo y vivienda. Bajo esta perspectiva parto de esta pregunta: ¿cuál es el reto habitacional en el país?
El Índice de Ciudades Prósperas (City Prosperity Index, CPI por su sigla en inglés) de ONU-Hábitat propone una visión integral que considera las dimensiones económica, social y ambiental de la prosperidad. A partir del análisis comparativo de diversos índices, se considera al CPI como una herramienta eficaz para la elaboración de diagnósticos y para la identificación de retos y potencialidades de las ciudades, lo que permite apoyar los procesos de planeación; sin embargo, resulta limitado para incidir en el diseño, implementación y seguimiento de políticas públicas, ya que depende del fortalecimiento de las capacidades locales para traducir los hallazgos en acciones concretas. Algunos municipios de México han mostrado que, incorporando planes de largo plazo diseñados a partir de los hallazgos del CPI, es posible guiar a sus ciudades para hacer de ellas lugares más sostenibles, seguras, resilientes y prósperas.
