The data from a high counting rate neutron monitor has been analysed to study the nature of galactic cosmic-ray transient modulation associated with three classes of magnetic clouds, i.e., clouds associated with shock, stream interface and cold magnetic enhancement.It is found that the decreases in cosmic-ray intensity which are associated with clouds preceded by a shock, are very high (Forbush-type) and these decreases start earlier than the arrival of the cloud at the Earth. From the study ofthetime profile of these decreases it is found that the onset time of a Forbush-type decrease produced by a shock-associated cloud starts nearly at the time of arrival of the shock front at the Earth and the recovery is almost complete within a week.The decreases in cosmic-ray intensity associated with clouds followed by a stream interface are smaller in magnitude and larger in duration. The depression starts on the day of the arrival of the don& The decreases associated with the third category of clouds, i.e., clouds associated with cold magnetic enhancement (a region in which plasma temperature is anomalously low and the magnetic field strength is enhanced) are of still smaller amplitude and duration. The decrease in this case starts on the day" the cloud arrives at the Earth.It seems that the Forbush decrease modulating region consists of a shock front followed by a plasma sheath in which the field intensity is high and turbulent. The amplitude of decrease is related to the field magnitude and the speed of the cloud. Both shocked plasma and the magnetic cloud are influential in determining the time profile of these decreases. In our view it is not the magnetic field strength or the topology alone which is responsible for the cosmic-ray depression. The most likely additional effect is the increased degree of turbulence.
We examined the magnitude of smokeless tobacco (SLT) use in India and identified policy gaps to ascertain the priorities for SLT control in India and other high SLT burden countries in the Southeast Asia region. We reviewed and analysed the legal and policy framework to identify policy gaps, options and priority areas to address the SLT burden in India and lessons thereof. In India, 21.4% adults, including 29.6% of men, 12.8% of women, use SLT while more than 0.35 million Indians die every year due to SLT use. SLT use remains a huge public health concern for other countries in the region as well. Priority areas for SLT control should include: constant monitoring, increasing taxes and price of SLT products, strengthening and strict enforcement of existing laws, integration of SLT cessation with all health and development programmes, banning of advertisement and promotion of SLT, increasing age of access to tobacco up to 21 years, introducing licensing for the sale of SLT, standardising of SLT packaging and preventing SLT industry interference in the implementation of SLT control policies besides a committed multistakeholder approach for effective policy formulation and enforcement. SLT control in India and the other high SLT burden countries, especially in the Southeast Asia region, should focus on strengthening and implementing the above policy priorities.
Cancer is one of the most widespread deadly diseases, following cardiovascular disease, worldwide. Chemotherapy is widely used in combination with surgery, hormone and radiation therapy to treat various cancers. However, chemotherapeutic drugs can cause severe side effects due to non-specific targeting, poor bioavailability, low therapeutic indices, and high dose requirements. Several drug carriers successfully overcome these issues and deliver drugs to the desired sites, reducing the side effects. Among various drug delivery systems, polysaccharide-based carriers that target only the cancer cells have been developed to overcome the toxicity of chemotherapeutics. Polysaccharides are non-toxic, biodegradable, hydrophilic biopolymers that can be easily modified chemically to improve the bioavailability and stability for delivering therapeutics into cancer tissues. Different polysaccharides, such as chitosan, alginates, cyclodextrin, pullulan, hyaluronic acid, dextran, guar gum, pectin, and cellulose, have been used in anti-cancer drug delivery systems. This review highlights the recent progress made in polysaccharides-based drug carriers in anti-cancer therapy.
Recourse to litigation and positive judicial interventions is one of the most effective tools to meet public health objectives. The present review envisions compiling litigation and judicial measures in Southeast Asia Region (SEAR) while assessing their role in advancing smokeless tobacco (SLT) control, and equally highlighting, how tobacco industry has used litigation to undermine tobacco control efforts in the Region. The litigation, especially from the SEAR, up to 2017, that have facilitated SLT control or have been used by the tobacco industry to challenge an SLT control policy decision were reviewed. Most of the litigation related to SLT control from the Region are on pictorial health warnings. Bhutan has imposed a complete prohibition on sale, manufacture and import of all kinds of tobacco products and the litigation there relates to the prosecution of offenders for violating the ban. Judiciary in the Region is well informed about the ill-effects of tobacco use and remains positive to tobacco control initiatives in the interest of public health. In India, several SLT-specific litigation helped in better regulation of SLT products in the country. Litigation has compelled governments for effective enforcement of the domestic tobacco control laws and the World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC). Parties to the WHO FCTC must now use Treaty Article 19 to strengthen their legal procedures and make the tobacco industry liable, for both criminal and civil wrongs.
