Abstract:The growing complexity and interdependence of water management processes requires the involvement of multiple stakeholders in water governance. Multi-party collaboration is increasingly vital at both the strategy development and implementation levels. Multi-party collaboration involves a process of joint decision-making among key stakeholders in a problem domain directed towards the future of that domain. However, the common goal is not present from the beginning; rather, the common goal emerges during the process of collaboration. Unfortunately, when the conflicting interests of different actors are at stake, the large majority of environmental multi-party efforts often do not reliably deliver sustainable improvements to policy and/or practice. One of the reasons for this, which has been long established by many case studies, is that social learning with a focus on relational practices is missing. The purpose of this paper is to present the design and initial results of a pilot study that utilized a game-based approach to explore the effects of relational practices on the effectiveness of water governance. This paper verifies the methods used by addressing the following question: are game mechanisms, protocols for facilitation and observation, the recording of decisions and results, and participant surveys adequate to reliably test hypotheses about behavioral decisions related to water governance? We used the "Lords of the Valley" (LOV) game, which focuses on the local-level management of a hypothetical river valley involving many stakeholders. We used an observation protocol to collect data on the quality of relational practices and compared this data with the quantitative outcomes achieved by participants in the game. In this pilot study, we ran the game three times with different groups of participants, and here we provide the outcomes within the context of verifying and improving the methods.

Groundwater recharge (GR) controls vegetation, geomorphology, groundwater, wetlands and surface flow, and ultimately, the ecology and economics of semi-arid regions. Therefore, it is critical to assess hydroclimate model scenarios and the uncertainty in future GR to force regional groundwater models. We use basic statistics of downscaled Global Circulation Model (GCM)-projected cumulative potential GR (GR p) for selecting representative projections. Cumulative GR p is the net recharge (difference between precipitation (P) and evapotranspiration (ET) rates) over the projection period. The approach is illustrated with an example in the Nebraska Sand Hills (NSH), the largest dune region in the Western Hemisphere, where sandy soils are not conducive to overland flow. Assessing the relationship between climate forcings and groundwater recharge (GR) rates in semi-arid regions is critical for water resources management. This study presents the impact of climate forecasts on GR within a probabilistic framework in a site-specific study in the Nebraska Sand Hills (NSH), the largest stabilized sand dune region in the USA containing the greatest recharge rates within the High Plains Aquifer. A total of 19 downscaled climate projections were used to evaluate the impact of precipitation and reference evapotranspiration on GR rates simulated by using HYDRUS 1-D. The analysis of the decadal aridity index (AI) indicates that climate class will likely remain similar to the historic average in the RCP2.6, 4.5, and 6.0 emission scenarios but AI will likely decrease significantly under the worst-case emission scenario (RCP8.5). However, GR rates will likely decrease in all of the four emission scenarios. The results show that GR generally decreases by ~25% under the business-as-usual scenario and by nearly 50% in the worst-case scenario. Moreover, the most likely GR values are presented with respect to probabilities in AI and the relationship between annual-average precipitation and GR rate were developed in both historic and projected scenarios. Finally, to present results at sub-annual time resolution, three representative climate projections (dry, mean and wet scenarios) were selected from the statistical distribution of cumulative GR. In the dry scenario, the excessive evapotranspiration demand in the spring and precipitation deficit in the summer can cause the occurrence of wilting points and plant withering due to excessive root-water-stress. This may pose significant threats to the survival of the native grassland ecology in the NSH and potentially lead to desertification processes if climate change is not properly addressed.

The feasibility of a hydrogeological modeling approach to simulate several thousand shallow groundwater-fed lakes and wetlands without explicitly considering their connection with groundwater is investigated at the regional scale (~40,000 km 2) through an application in the semi-arid Nebraska Sand Hills (NSH), USA. Hydraulic heads are compared to local land-surface elevations from a digital elevation model (DEM) within a geographic information system to assess locations of lakes and wetlands. The water bodies are inferred where hydraulic heads exceed, or are above a certain depth below, the land surface. Numbers of lakes and/or wetlands are determined via image cluster analysis applied to the same 30-m grid as the DEM after interpolating both simulated and estimated heads. The regional water-table map was used for groundwater model calibration, considering MODIS-based net groundwater recharge data. Resulting values of simulated total baseflow to interior streams are within 1% of observed values. Locations, areas, and numbers of simulated lakes and wetlands are compared with Landsat 2005 survey data and with areas of lakes from a 1979-1980 Landsat survey and the National Hydrography Dataset. This simplified process-based modeling approach avoids the need for field-based morphology or water-budget data from individual lakes or wetlands, or determination of lake-groundwater exchanges, yet it digitalcommons.unl.edu
